1. AMENDMENT OF SOLICITATION
The Solicitation of this project is amended as described below. Except as provided in this
addendum, all other provisions of the solicitation remain unchanged and in full force and
effect.
2. REQUIREMENT TO ACKNOWLEDGE ADDENDUM
By submitting your bid, you are attesting that you have read, understand and acknowledge this
addendum. Bidder shall acknowledge receipt of Addendum on Document 00313 – Bid Form.

Questions and Answers
1. Q: Why is there a second mobilization line item included for the Alternate Bid?
A: This was included to cover additional cost associated with equipment needed to haul in and
install concrete headwalls.
2. Q:

Will aluminum pipes and headwalls be allowed as an equivalent material?
Bids shall be based on RCP and concrete headwalls. Once project is awarded, contractor
may submit a request for use of an alternate material; however, they will be required to
submit specifications for County review, and the County does not guarantee that any
alternate material will be approved. If an alternate material is approved, the unit price may
need to be adjusted accordingly.
3. Q: Will shop drawings be required for the headwalls?
A: Yes
4. Q: Is the road closed?
A: The section of road where the original culvert washed away is closed; however, the
remainder of the road to the east and west is open to traffic.
5. Q: What happens to the existing pipe?
A: County staff will remove the existing pipe. Contractor will be responsible for clearing any
debris under the Clearing & Grubbing line item.

Are there any utilities near the project?
The site was not surveyed and utilities were not located. There is an abandoned waterline
in the area; the active waterline does not extend through the limits of this project.
Contractor is responsible for identifying and coordinating any conflicts with other utilities
that may be in the area.

Will there be any rock installed?
The road surface shall be rebuilt with 6” GABC as listed on the Bid Form. Grouted riprap
will be installed under the Prime Bid as listed on the Bid Form. If the Alternate Bid is
chosen by the County, it is assumed that riprap will still be required with the design unless
the shop drawings show otherwise.
8. Q: Are there any additional details that can be provided for the headwalls? Straight or
wingwall?
A: Headwalls should be straight, wing walls are not required.
9. Q: Is #57 stone sufficient?
A: Rock surface shall be rebuilt with 6” GABC.
10. Q: What erosion control blanket should be used?
A: A temporary erosion control blanket meeting requirements in SCDOT technical specification
SC-M-815-9 shall be used in conjunction with slopes of 2:1 or flatter. Slopes greater than
2:1 are not allowed. It is preferred that a product from SCDOT’s qualified product list be
used.
11. Q: What geotextile fabric should be used for riprap?
A: Class 2 non-woven geotextile shall be used under riprap. It is preferred that a product from
SCDOT’s qualified product list be used.

Will bypass pumping of the stream or wetland be needed for this project? If so, can a line
item on the bid form be added?
It is the responsibility of the Contractor to determine means and methods for construction
of the project. This cost needed to cover means\methods should be included in the current
line items.

Will survey be needed for this project or are the inverts of the new pipe going to be the
exact elevation of the existing pipe. If so, could a line item be added to the bid form.
Survey is not being requested for this project, the new pipe should be placed at the same
elevation as the old pipe.
14. Q: What all needs to be included in the shop drawings for the 72” RCP?
A: Shop drawings are not needed for the RCP; however, a pipe submittal from the
supplier\manufacturer will be required.
Shop drawings will be required for the headwalls if the County chooses to add this alternate
bid item. SCDOT standard drawing 719-605-00 or FHWA standard drawing series 601 are
some examples of what shop drawings should include. A manufacturer’s signed\stamped
drawing is acceptable.
15. Q: Will a complete road closure be used for the duration of this project?
A: No, there are property driveways on this roadway that access to must be maintained at all
times. See response to Question 4 for more information.
16. Q: Can SCDOT standard drawing 722-305-00 for the grouted riprap be provided?
A: This was an incorrect label on the exhibit. There is not a standard detail for grouted riprap.
Contractor will be required to provide a submittal for proposed grout.

Prime bid item 11 has a quantity of 0.0 Ac, is this to be paid out as a lump sum for the unit
price put in?
This quantity should be 0.01 Ac. This has been corrected, and a revised bid form has been
attached to this addendum.
18. Q:

After visiting the site there is a thin wall PVC waterline visible in the slope going up Eagle
Dr. Is there any concern of the weight of the RCP sitting on top of this waterline,
assuming that the new water line continues through the bottom of the creek bed?
According to the water utility, the visible waterline is abandoned, and there is not an active
line in the project limits. If, during construction, any utility conflict is discovered, the
Contractor will be responsible for coordinating with the provider for any relocation needed.

The undersigned BIDDER proposes and agrees, if this Bid is accepted, to enter into an
agreement with OWNER in the form included in the Contract Documents to perform and
furnish all Work as specified or indicated in the Contract Documents for the Bid Price and
within the Bid Times indicated in this Bid and in accordance with the other terms and
conditions of the Contract Documents.
2.
BIDDER accepts all of the terms and conditions of the Advertisement or Invitation to Bid
and Instructions to Bidders, including without limitation those dealing with the disposition
of Bid security. This Bid will remain subject to acceptance for ___60 ___ days after the day
of Bid opening, or for such longer period of time BIDDER may agree to in writing upon
request of OWNER.

In submitting this Bid, BIDDER represents, as more fully set forth in the Agreement, that:
a. BIDDER has examined and carefully studied the Plans and Specifications for the
work and contractual documents relative thereto, and has read all Technical
Provisions, Supplementary Conditions, and General Conditions, furnished prior to
the opening of Bids and can fulfill the requirements of the work to be performed.
b. BIDDER further acknowledges hereby receipt of the following Addenda:

general, local and site conditions possibly affecting cost, progress, performance

Work.
e. BIDDER has carefully studied all reports of explorations and tests of subsurface

conditions at or contiguous to the site and all drawings of physical conditions in or
relating to existing surface or subsurface structure at or contiguous to the site
(except underground Facilities) have been identified in the Supplementary
Conditions. BIDDER acknowledges such reports and drawings are not Contract
Documents and may not be complete for BIDDER’s purposes. BIDDER
acknowledges OWNER and Engineer do not assume responsibility for the
accuracy or completeness of information and data shown or indicated in the
Bidding Documents with respect to Underground Facilities at or contiguous to the
site. BIDDER has obtained and carefully studied (or assumes responsibility for
having done so) all such additional or supplementary examinations,
investigations, explorations, tests, studies and data concerning conditions
(surface, subsurface and Underground Facilities) at or contiguous to the site or
otherwise which may affect cost progress, performance or furnishing of the work
or which relate to any aspect of the means, methods, techniques, sequences
and procedures of construction to be employed by BIDDER and safety
precautions and programs incident thereto. BIDDER does not consider any
additional examinations, investigations, explorations, tests, studies, or data are
necessary for the determination of this Bid for performance and furnishing of the
Work in accordance with the times, price and other terms and conditions of the
Bidding Documents.
f. BIDDER is aware of the general nature of Work to be performed by Owner and
others at the site relating to Work for which this Bid is submitted as indicated in the
Bidding Documents.
g. BIDDER has correlated the information known to BIDDER, information and
observations obtained from visits to the site, reports and drawings identified in the
Bidding Documents and all additional examinations, investigations, explorations,
tests, studies, and data with the Bidding Documents.
h. BIDDER has given ENGINEER written notice of all conflicts, errors, ambiguities, or
discrepancies BIDDER has discovered in the Bidding Documents and the written
resolution thereof by ENGINEER is acceptable to BIDDER. The Bidding Documents
are generally sufficient to indicate and convey understanding of all terms and
conditions for performing and furnishing the Work for which this Bid is submitted.
i. This bid is genuine and not made in the interest of or on behalf of any undisclosed
person, firm or corporation and is not submitted in conformity with any
agreement or rules of any group, association, organization or corporation; BIDDER
has not directly or indirectly induced or solicited any other Bidder to submit a false
or sham Bid; BIDDER has not solicited or induced any person, firm or corporation
to refrain from bidding; and BIDDER has not sought by collusion to obtain for itself
any advantage over any other Bidder or over OWNER.
