McDADE PARK POOL REPAIR PROJECT
General Notice
Lackawanna County (Owner) is requesting Bids for the construction of the following Project:
McDADE PARK POOL REPAIR PROJECT
Bids for the construction of the Project will be received at the office of the County Controller,
Lackawanna County Government Center located at 123 Wyoming Avenue, Floor 2, Scranton, PA
11850, until Monday, May 4, 2026, at 11:00 AM local time. Bids received will be publicly
opened and read aloud in the Commissioners’ Conference Room at 2:00 P.M., Monday, May 4,
2026. Proposals must be enclosed in a sealed envelope, addressed to the Lackawanna County
Controller and should bear the name and address of the Bidder, together with the words
“McDade Park Pool Repair Project.” This information should be clearly indicated on the
exterior of the sealed envelope.
The Project includes the following Work:
Work consisting of the demolition and installation of pool tiles, demolition and repair of
pool basin joint sealant, demolition of concrete, installation of concrete, installation of
trench drains (2), installation of permeable pavers, and modification to an existing deck
drain at McDade Park Pool.
Obtaining the Bidding Documents - The Bidding Documents will be available through the
Lackawanna County website at
https://www.lackawannacounty.org/government/departments/rfp_rfq.php. Questions
relating to the bid invitation shall be submitted jointly in writing, via email, to: Paul Bechtel,
Parks & Recreation Director, bechtelp@lackawannacounty.org and Sandra Opshinsky, Grants
Manager, opshinskysa@lackawannacounty.org. Request For Information (RFI) shall have the
subject heading of “McDade Park Pool Repair Project - RFI”. The RFIs are due no later than
12:00 P.M. (noon) on Monday, April 27, 2026.
Mandatory Pre-Bid Meeting - A pre-bid meeting for the Project will be held at 10:00 A.M.,
Wednesday, April 22, 2026 at the McDade Park Office, 1 Bald Mountain Road, Scranton, PA
18504. Bids will only be accepted from firms that attend the pre-bid meeting.
Attention is directed to the fact that procurement is subject to all requirements of the
Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”. Bidders on this work will be
required to comply with Title VI of the Civil Rights Act of 1964. Bidders are responsible for
complying with all relevant requirements of the grant program, including PA Prevailing Wage
rates.
Instructions to Bidders. - For all further requirements regarding bid submittal, qualifications,
procedures, and contract award, refer to the Instructions to Bidders that are included in the
Bidding Documents. It is the proposing Bidder’s responsibility to read the entire bid package
and addenda.
