In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk’s 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Wednesday, April 1, 2026, for
furnishing the City of Redding a proposal for providing Water Storage Tank Repair and
Maintenance Services, per the scope of work and general conditions.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
Mandatory pre-proposal meeting and job walks are scheduled for March 10 & 11, 2026.
The said proposals will be opened at 3:00 p.m. PT, on Wednesday, April 1, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The bidder shall provide the original (unbound), six (6) copies and a USB drive with a PDF
copy of the proposal. Electronic submission of proposals will not be allowed. One (1) set of the
Fee Proposal is to be submitted in a separate, sealed envelope. Proposal package may be
obtained
from
the
City’s
website,
https://www.cityofredding.gov/government/departments/purchasing/bid_opportunities.php. The
City will award any resulting contract in a manner consistent with the City Purchasing Ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT, on
Wednesday, March 25, 2026. All inquiries must be made in writing and may be submitted to the
email address shown below.

I. INTRODUCTION
The City of Redding (City) is soliciting proposals from qualified firms to provide full-
service repairs and maintenance of the City’s eleven (11) potable water storage
tanks/reservoirs (tanks) at various locations throughout the City’s water service area for a
period of up to ten (10) years.
Interested firms are invited to submit proposals, in accordance with the requirements of this
request for proposals (RFP). The goal of this solicitation is to identify the most qualified
firm to provide the scope of services described herein to the highest possible standard and
for an acceptable price, comparable with typical industry pricing.
The City plans to contract with the selected firm (Consultant) for a customized full-service
repair and maintenance program under a fixed and spread-price contract to facilitate all the
repairs and maintenance associated with its potable water storage tanks for the term of the
Contract.
II. BACKGROUND
The City of Redding is located at the northwest end of Northern California’s Central
Valley, approximately 160 miles north of Sacramento and 100 miles south of the Oregon
border. It has a population of just over 95,000, a land area of approximately 60 square miles,
and is one of three incorporated Cities located in Shasta County.
The City of Redding Water Utility provides water to most residents and businesses within
the City. The City’s water system has grown steadily since it was originally incorporated
with the old California Water Service Company system in 1941 and it includes two water
treatment plants, approximately 565 miles of conveyance and distribution pipelines, 17
groundwater wells, ten pump stations, and eleven tanks providing a total of 32.7 million
gallons of storage.
The eleven tanks are located on nine sites throughout the City’s water service area. There
are two tanks located at the City’s Hill 900 and Enterprise tank sites. The City has
designated tag numbers for each tank site, so tanks that share the same site also share the
same tag number. General information for each of the City’s water tanks is provided in the
following Table 1.

For more specific information about each of the tanks, refer to the provided tank schedule
and available record drawings. The tank information provided is believed to be accurate,
based on the information that the City has available. However, the Consultant shall be
responsible for gathering and confirming information during the mandatory pre-proposal
meeting, as described in this RFP, and no change orders will be provided based on
inconsistency in the information provided by the City.
The City has plans to construct an additional storage tank near the Redding Ranchettes tank
and an additional storage tank near the Hill 900 tanks with separate capital improvement
projects during this service contract period. However, it should be assumed that no repairs
or maintenance for these two proposed tanks will be required under this maintenance
contract.
The City has performed cleaning and interior inspection in each of its tanks on an
approximately five-year interval with the most recent cleaning and inspection effort
performed in the winter of 2021. There were no significant deficiencies noted or repaired on
the interior of the tanks during the 2021 cleaning and inspection. There are existing coating
failures and possible corrosion. See provided inspection reports for additional information.
