The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified suppliers for the
Purchase of Microsoft and Apple Desktops, Laptops, Tablets, and Peripherals on an Annual Contract for the
Department of Information Technology Services.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL# and
Company Name. Bids will be received until 2:50 P.M. local time on Thursday, February 5, 2026, at the Gwinnett
County Purchasing Office, 4th Floor – Nash Building, 75 Langley Drive, Lawrenceville, Georgia 30046. Any bid
received after this date and time will not be accepted. Bids will be publicly opened and read at 3:00 P.M. Bids will

pricing with the lowest responsive, responsible bidder(s) at its discretion.
Award notification will be posted after award on the County website, www.gwinnettcounty.com and suppliers
submitting a bid will be notified via email.

SCOPE OF PROJECT
The Gwinnett County Board of Commissioners (Gwinnett) is soliciting competitive bids from qualified
service providers for various desktops, laptops, tablets, and technology-related peripherals. Interested
service providers must be authorized resellers for the specified products. The bid must reflect the total
cost, including shipping and handling for all devices and peripherals. The price structure must include a
percent discount off of the manufacturer’s suggested retail price (MSRP). Gwinnett does not pay late
fees and any service provider wishing to provide any products must agree to waive such charges. The
quantities listed are estimates and not a guarantee. The quantities purchased will vary based upon need
and availability of funds.
PLEASE NOTE: There will be an initial one-time purchase of 110 Microsoft Surface Pro 10 (specs
below) tablets and 110 Microsoft Surface Pro Keyboards followed by purchases on an as-needed basis
throughout the duration of the remainder of the contract. There are separate bid schedules (page 6) to
reflect these different aspects of the bid response. Service providers may bid on some or all line items.
Located 20 miles northeast of Atlanta, Georgia, Gwinnett is furnished with approximately 8,000 desktops,
laptops, and ruggedized computers, in addition to approximately 500 desktop printers, 100 document
scanners, and assorted computer-related peripherals. These devices are strategically placed across
various locations such as police precincts, parks, fire stations, and public utility facilities. Each computer
is configured with a suite of office productivity software and specialized applications.
The selected service provider(s) should provide the following:
• A proven track record for providing quality computer equipment and services for mid-to-large
companies or governments.
• The ability to provide value added services such as internet-based order tracking, ordering, order
history, system configuration history, and standard or custom system configurations.
Definition of Terms:
Desktop – Desktop computers are a computing device that sit on top of a workspace or mounted to the
back of a monitor. These devices require a keyboard, mouse, and display to be connected.
Laptop – Laptop computers, also known as notebooks, are portable computers that you can take with
you and use in different environments. This computer includes a screen, keyboard, and a
trackpad/mousepad, which serves as the mouse. Because laptops are meant to be used on the go, an
included battery allows operation without being plugged into a power outlet. Laptops also include a
power adapter that allows power usage from an outlet while recharging the battery.
Tablet – A tablet, or tablet PC, is a portable computer that uses a touchscreen as its primary input device.
Most tablets are slightly smaller and weigh less than the average laptop. Tablets can also be used with
a detachable keyboard that is usually connected magnetically.
Peripheral – A peripheral is any internal or external device that connects to a computer to enhance its
functionality or provide additional features. Peripherals are typically categorized into input devices,
output devices, storage devices, and communication devices.
Warranty – Gwinnett requires a warranty on all devices for device malfunction and/or accidental damage
with a next business day replacement. For Apple devices, normal Apple Care is sufficient. For Microsoft
devices, Microsoft Complete for Business is sufficient. The coverage length is listed below as part of the
device’s minimum requirements.
2. MINIMUM REQUIREMENTS FOR DESKTOPS, LAPTOPS, TABLETS:
Bids must include desktop and laptop computers specifically designed for business use, excluding
consumer-grade models, and capable of supporting all configuration options per the enclosed

specifications. Refurbished devices will not be considered.
For reference, the minimum specifications for Gwinnett’s current devices are provided below. Gwinnett
reserves the right to order various models and specifications throughout the contract period and may
update the standards as necessary to keep pace with the latest technology. This contract will be
awarded to one service provider per manufacturer (Microsoft®, Apple®). Each selected service provider
will be responsible for providing all peripherals associated with the manufacturer they have been
awarded (hard drives, port replicators, memory, monitors, video cards, etc.). If the service provider is
unable to source requested branded peripherals, Gwinnett will request quotes from non-branded
peripheral suppliers. All responses should include specifications for the devices offered.
If bidding an alternate item, please strike through the item listed on the bid tabulation and add the
alternate item manufacturer name and number. Include specifications, MSRP, and discount for the
alternate item for evaluation with the bid submittal.

3. SERVICE AND SUPPORT REQUIREMENTS
The service provider, or its representative, is required to furnish real-time order status updates when
requested, during operational hours from 6:00 AM to 6:00 PM (Eastern Time Zone), Monday through Friday,
excluding designated holidays in Gwinnett.
• The service provider must assign Gwinnett an account manager and a central contact for billing
purposes.
• The service provider, or its representative, is required to offer configuration support as needed by
Gwinnett, along with facilitating order reconciliation.
• The service provider must enable Gwinnett to configure customized systems for ordering.
• The service provider will provide a weekly report stating the status of all pending orders.
• The service provider must ensure all approved orders are shipped within 7-14 business days of receipt.
• The service provider must ensure the equipment received is in working order.
• The service provider must acknowledge price and product information requests within four (4)
hours of receipt. Requests must be processed and received no later than three (3) business days
from receipt.
• The service provider must be capable of processing and accepting orders placed by telephone,
purchase order, the Internet, or via direct integration with Gwinnett County procurement systems.
• The service provider will provide quotes, to include the manufacturer’s published MSRP and the
quoted price reflecting committed % off published MSRP.
• The service provider must provide the total quoted price for equipment including all processing
fees, shipping, and convenience fees.
• All hardware equipment must be configured according to the specifications set forth in the
order and shipped fully configured (no partial shipments unless approved by Gwinnett).
4. REFERENCES
Gwinnett requests a minimum of three (3) references where contracts of a similar size and scope are in place or
have been completed. Do not submit a contract list in lieu of the included reference form.
5. CONTRACT TERM
The initial term of the contract shall be upon approval by the Board of Commissioners through December 31,
2026. Renewal terms shall be January 1st through December 31st of each year.
