QUESTIONS - ANSWERS - CLARIFICATIONS
CITY OF STOCKTON
ADA CURB RAMP INSTALLATION PROJECT
CITY PROJECT NO.: WD25004
DEADLINES FOR QUESTIONS: March 16, 2026, 2:00 p.m.
1. How should existing DICBs located in the gutter pan at the midpoint of curb returns be
addressed at the various locations where they occur? We recognize that leaving them
would be an ADA compliance issue in most of the locations and/or require a special dual-
ramp curb return?
Answer: Consultants will have to design around existing catch basins as they will not be
relocated as part of this project. If there is an existing catch basin in the midpoint of the
curb, a dual modified ramp may have to be installed.
2. Through our review, we’ve identified a few locations where utility poles will likely fall
within the limits of the standard curb ramp. Are consultants expected to design around
them, or is it the City’s preference to coordinate with utility companies for relocation? If
poles are to remain in their current location, how much variance to Standard Plans R-65
& R-66 will be allowed to design around the pole locations?
Answer: Consultants will have to design around existing utility poles. For these
locations, a dual modified ramp may have to be installed.
3. Can the City please share what is the limit of sidewalk removal beyond BCR/ECR to
allow for ADA compliant transition? Existing sidewalk cross slope may not be compliant
for a significant distance?
Answer: The limit of sidewalk removal beyond the BCR/ECR will vary depending on the
existing conditions.
4. Are consultants expected to consider crosswalk cross slope in determining limit of
pavement removal for compliant transitions?
Answer: Yes
5. What is limit of asphalt pavement removal beyond that required to construct the ramps?
Answer: The limit of asphalt pavement removal is 2’ minimum, additional asphalt may
need to be removed depending on existing conditions.
6. Can the City please confirm that all design/construction shall be within the existing R/W?
Answer: Yes, all ramps should be designed and constructed within existing R/W.

7. Page 10 of 12 in the RFP, section 6.8 “Project Work Matrix” states a lot of similar
language to what is being requested in the separate sealed Cost Proposal. For this section,
can consultants prepare a project matrix of just key staff and the expected hours per task,
without the financial details going into the separate sealed cost proposal?
Answer: Yes, for the project matrix only include breakdown of tasks, key staff, and
expected hours per task. The cost proposal should be submitted in a separate sealed
envelope.
