Procurement Title: Language Support Strategies Professional Learning

Description of Bid Opportunity (Scope of Work):
The Iowa Department of Education is seeking a vendor to provide professional learning on language support
strategies from a research-based and validated instructional model. The learning must include emphasis on second
language acquisition at a variety of language proficiency levels for students in grades K-12 with actionable language
learning strategies for teachers to apply to daily instruction. Attendees should leave the session with a toolbox of
ready-to-implement strategies to support language learning within their grade level / content area of instruction.
Techniques of building academic language in reading, writing, listening, and speaking must be evident. Connections
to English Language Proficiency (ELP) Standards must be included. The vendor, including the individual(s) providing
the professional learning, must be willing to meet virtually prior to the learning for two planning sessions during
which time they will work with ESSA administrative consultants to differentiate the learning for the educators of
Iowa, specifically those working in schools designated for comprehensive support and improvement and targeted
support and improvement. The learning session must be two days in length and occur between July 7 and July 9,
2026 in the Des Moines area.
Proposals will be evaluated and a recommendation will be made using the following criteria, which are listed in no
particular order:
Research base indicating ESSA tier 1, 2, or 3 evidence level
Vendor/organization’s role in developing the instructional model
Emphasis on language acquisition across language proficiency levels for students in grades K-12
Connection to ELP standards
Actionable language learning strategies for teachers to apply to daily instruction, including the below components:
● Scaffolding
● Vocabulary
● Supplementary materials
● Interactive strategies
● Grouping configurations
● Engagement strategies that include student use of reading, writing, listening, and speaking
● Monitoring strategies
Ability and willingness to differentiate content based on Iowa needs
Availability on two dates between July 7 and July 9, 2026 in the Des Moines area

Proposals submitted should include the Vendor’s Cost Proposal and sufficient information regarding the Vendor’s ability
to perform the services as identified in the Scope of Work. The Vendor should also include 2-4 references with its
Proposal.
From the issue date of this Informal Bid until announcement of the successful bidder, Vendors may contact ONLY the
Issuing Officer. The Issuing Officer will only respond to questions regarding the procurement process. Vendors shall be
disqualified if they contact any State employee other than the Issuing Officer.
All information submitted by a Vendor may be treated as public record, unless the Vendor properly requests that the
information be treated as confidential in accordance with the public records laws of the State of Iowa (Iowa Code
Chapter 22) at the time the Proposal is submitted.

The costs of preparation and delivery of the Proposal are solely the responsibility of the Vendor.
