Project Description: SECTION 001116.21 – INVITATION TO BID
Notice is hereby given that Columbia County Redevelopment Authority (CCRA) will receive sealed bids online via the PennBid Program (http://pennbid.bonfirehub.com) until Noon, prevailing time on Friday, July 3, 2025 for demolition of structure at 290 East 9th Street, Bloomsburg, PA 17815. The work includes but is not limited to all labor, materials, tools, oversight and permits required to demolish the property in its entirety. This project requires asbestos abatement and the installation of erosion and sediment controls.
All bidding documents will be available online at no cost via PennBid Program (http://pennbid/bonfirehub.com) beginning at Noon on Thursday, June 12, 2025.
Bids must be accompanied by a bid bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of 10% of the total bid amount. A Performance Bond in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders.
Immediately following the due date and time, all bids received through PennBid will be opened online at the Engineer’s Office and referred to CCHRA for final award. An abstract of the bids received will be available to bidders on PennBid following the date and time that bids are due as indicated above.
One (1) pre-bid meeting will be held at 1:30 PM on Wednesday, June 18, 2025 at 290 East 9th Street. All bidders are encouraged to attend. Attendance is NOT mandatory. Questions may be submitted through PennBid’s “Messages/Vendor Discussions” tab on or before on or before 5:00 PM Tuesday, June 24, 2025. Responses will be provided via PennBid to all registered parties.
In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Awarded Contractor must establish a 3% goal for female participation and a 5% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. Section 3 requires that the Awarded Contractor must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area to reach a goal of 10%. The bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid.
In accordance with Executive Orders 11625, 12138, and Columbia County’s MBE plan, the Awarded Contractor must utilize, to the greatest extent feasible, minority and/or women owned business concerns. Bidders are hereby notified that MBE/WBE firms will be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project.
CCHRA reserves the right to accept or reject any or all bids or portions or to waive any informalities in bidding and to withhold award for a period of sixty days.
