Scope of Bid: The ESCNJ Cooperative Pricing System is requesting bids for Weight Training and

Exercise Equipment. The services offered will be made available to over 1,590+ Co-op members,

consisting of local municipal governments, public schools, vocational schools, counties, and other

public entities throughout the State of New Jersey.

CLARIFICATIONS:

1) New items may not be added?Attached page from the bid specs.

Since manufacturers are always being innovative, adding new products each year,

can this be amended so when new items are added to the brands, we submit them

to ESCNJ with approved documentation. - New items are allowed to be added one time per year

#21 DELIVERY - Final Notes on Delivery (p. 27):

• It states freight, handling & installation costs will be separate line items. If these are part of the equipment costs, should we write "Yes Included"?
  
  • On Page 40, it states that “All bid prices for materials, goods and supplies are to include all shipping, freight, delivery and handling costs”, hence our question.-We do understand that shipping, freight, delivery and handling will vary upon each situation.  Please make these separate line items when providing a quote for a customer.

Insurance Requirements (p. 29):

• The bid specifications require coverage for Cyber Security Liability, Pollution Cleanup, and Sexual Harassment, Abuse or Molestation.
• Our current insurance policy does not include these specific coverages. Can the State confirm whether these additional coverages are mandatory for this solicitation, or if bidders may proceed without them (e.g., if they are not applicable to the scope of supplying fitness equipment, or if alternatives/waivers are acceptable)?-Bidders may proceed without them.

Questions regarding Bid Proposal Form B:

Additional manufacturers:

• Are we permitted to list additional manufacturers that are not currently shown on Form B (i.e., add rows below Row 34) if we would like to submit pricing for them?- Yes, you are permitted to add additional manufacturers if they are not currently listed.

Where pricing vs. discounts should be shown:

• The instructions state that actual prices and discounts must be entered on the bid proposal forms provided.
  
  Our understanding is that:

• • the percentage discount off MSRP (positive or negative) would be entered in Column R, and the actual list prices (MSRP) would be reflected on the official manufacturer price lists that we submit with our response.
  • Please confirm if this interpretation is correct.-The percentage discount is to be entered in Column R and the list prices will be on the price lists that are submitted.

No-bid for listed manufacturers:

• If we do not plan to bid on certain manufacturers already listed in Rows 6–34, should we indicate a “No Bid” response for those rows?-Either filling the row in with "No Bid" or leaving it blank is acceptable.

Column I – Price list / catalog reference:

• In Column I, labeled “Price List / Catalog Title and Date,” is a simple reference such as “Precor Commercial Price List – 2026” sufficient?-Yes, that is sufficient.  Please be sure to include the price lists for all of the manufacturers you are bidding on in your bid submission package.

Different discounts by product category

• If we propose different percentage discounts by product category for the same manufacturer (for example, one discount for cardiovascular equipment and a different discount for strength equipment), how should this be represented on Form B?-
• Should we list the same manufacturer on multiple lines to reflect our proposed category-specific discount structure?-Yes, listing separate lines for  specifc categorie is acceptable.
• Can we add additional rows for the manufacturers already listed on the form in Rows 6-36 to also accommodate for different discount percentages by product category?-Yes

Column T – Shipping (Yes / No / Pass-through):

• In Column T, you reference Shipping as “Yes / No / Pass-through.” Could you please clarify what each option represents?
• We are seeking clarification because Page 40, Paragraph 5 states that all bid prices for materials, goods, and supplies are to include all shipping, freight, delivery, and handling costs.
  
  Based on that requirement, should Shipping generally be marked as “Yes – included,” or is a different interpretation intended?-Shipping should be marked as "Yes-included"

Notes column – installation and other conditions (Page 40 reference):

• In the Notes column (to the right of Column T), examples are provided such as “minimum orders” and “installation.” To ensure our response aligns with this requirement, can you please clarify whether installation of equipment within the facility may be identified in the Notes column as a separately priced service, or if installation is expected to be included within the bid pricing provided?-Installation is expected to be included within the bid pricing provided.

Use of price lists posted with the bid:

• At the top of Form B, it states: “Vendors may bid on all or any of the listed manufacturers’ price lists/catalogs and must use the price lists/catalogs as posted with the bid on our website when calculating bid discounts”
• We are unable to locate the manufacturer price lists or catalogs referenced as being posted with the bid on your website.  Could you please advise where these documents can be accessed?
• Additionally, if we are an authorized vendor for a manufacturer already listed, should we instead submit and reference that manufacturer’s current official price list?-That was a typographical error, there are no price lists on our website.  Price Lists are provided by the bidders with their bid submission package.
