Program Year 26 Request for Qualifications

Communications Restrictions: Please note the following policy concerning communication between
Consultants and the City of Sandusky during the announcement and selection process: During the time
period between advertisement and the announcement of final consultant selection, communication
with consultants (or their agents) shall be limited as follows:
Communications which are strictly prohibited: Any discussions or marketing activities related to this
specific project.
Allowable communications include: Technical or scope of services questions specific to the project or
RFP requirements.
Invitation: The City invites qualified agencies to submit qualifications to undertake the Lead Paint Hazard
Removal and Healthy Homes Rehabilitation Activities for the CDBG Program Year 26. Qualification
packages are due no later than 5:00pm on Thursday, July 23rd, 2026.
Project Description: The City seeks to use their CDBG rehabilitation dollars to assist in a Lead Paint Hazard
Control l and/or Healthy Homes match program in the City of Sandusky. The City is seeking to work with
an agency currently conducting lead abatement and/or healthy home repairs that follows HUD rules for
City of Sandusky residents. The agency would provide a painting service and for homes repairs in a manner
that meets lead removal standards. Estimated Project Cost: The City has $115,000 in EN funds in the CDBG
PY 26 program set aside for this project. Estimated Date of Authorization: The project would begin as
soon as the agreement is signed.
Project Schedule: The project needs to be completed by June 30th, 2027 with the possibility of future
extension dependent on program funding.
SPECIFIC PROJECT TIMELINE
July 2nd & July 9th Advertise in the Sandusky Register that the City of Sandusky is accepting Proposals
and the Request for Proposals/Specifications packets are available.
Document will be posted on the City’s Website July 2nd, 2026 by 5PM
Last day to submit questions and clarifications regarding the Request for Proposals July 23rd, 2026 5PM
Deadline for submittal of Proposals to the City of Sandusky July 23rd, 2026 5:00PM
Review and evaluate proposals to formulate the top three Proposer/Contractor July 24th, 2026
Agreement will go to City Commission for approval once a signed grant agreement is received from HUD
for PY 26
Suspended or Debarred Firms: Firms included on the current federal or state list of firms suspended
or debarred are not eligible for selection.
Compliance with Title VI of the Civil Rights Act of 1964: The City of Sandusky, in accordance with Title VI
of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations,
hereby notifies all bidders that it will affirmatively ensure that any contract entered into
pursuant to this advertisement, all bidders including disadvantaged business enterprises will be
afforded full and fair opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, national origin, sex, age, disability, low-income
status, or limited English proficiency in consideration for an award.
Scope of Services: The anticipated Scope of Services is included below.
1. The selected agency must have an awarded federal grant and the capacity to conduct a HUD
certified lead paint hazard abatement/and healthy homes program within the City of Sandusky.
The agency will follow all HUD regulations including following appropriate income verification of
clientele.
2. The selected agency must be able to provide the Department of Community Development staff
with invoices related to lead paint removal hazard projects which staff may elect to pay with
CDBG rehabilitation funds.
Requirements for Selection Process
A. Instructions for Preparing and Submitting Qualifications
1. Provide the information requested in the Letter of Interest Content (Item B below), in
the same order listed, in a letter signed by an officer of the firm. Do not send additional
forms, resumes, brochures, or other material.
2. Submittals shall be limited to twelve (12) 8½" x 11" single-sided pages, of
which up to two (2) pages are allowed for the Project Approach (Item B.5 below). This
does not include a one-page cover letter.
3. Please adhere to the following requirements in preparing and binding submittals:
a. Use a minimum font size of 12-point and maintain margins of 1" on all sides.
b. Page numbers must be centered at the bottom of each page.
c. Use 8½" x 11" paper only.
d. Bind submittals by stapling at the upper left-hand corner only.
e. Do not provide tabbed inserts or other features that may interfere with machine
copying.
B. Submittal Content
1. Qualifications of your firm to complete the requested services.
2. List significant sub-consultants, their current prequalification categories and the percentage of
work to be performed by each sub-consultant.
3. List the Project Manager and other key staff members, including key sub-consultant
staff. Include project engineers for important disciplines and staff members that
will be responsible for the work, and the project responsibility of each. Address the experience
of the key staff members on similar projects, staff qualifications, and related projects your
proposed team has been involved in, and to what extent their involvement was.
4. Describe the capacity of your assigned staff and their ability to perform the work
described herein within a timely manner to meet deadlines, relative to present
workload, and the availability of the relevant staff.
5. Provide a description of your Project Approach, not to exceed two pages.
Items 1 through 5 must be included within the 12-page body of the submittal. Any remaining
space within the twelve (12) pages may be utilized to provide pertinent personnel
resumes or additional information concerning general qualifications. Unrelated staff members
and project information is discouraged. All qualification packages shall be delivered
electronically to CDBG Administrator, Nicole Grohe at ngrohe@cityofsandusky.com no later
than 5:00pm on Thursday, July 23rd, 2026.
