The Defense Logistics Agency {DLA) Aviation is issuing this sources sought as a means of conducting market research to determine if other companies are capable of manufacturing the items listed in the attached workbook. DLA Aviation intends to add the items to a sole source long-term contract with Moog, lnc.,SPE4AX-17-D-9415 under CAGEs 94697, 0ZWK8, and 99932, no later than September 30, 2025. The items are intended to remain on the contract until the final expiration of August 24, 2027 unless they become competitive items. Moog, Inc. is currently the sole source manufacturer and the acquisition will be conducted using other than full and open competition procedures in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Other interested parties who consider themselves qualified to manufacture the items are invited to submit a response to this sources sought notice no later than November 1, 2024.
If your company desires to be reviewed and qualified as an "Approved Source" for any of the items, submit an application package through the Source Approval Request (SAR) program. A SAR package contains all of the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the required item. The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item, which DLA is procuring. For guidance on completing a SAR package please review the Source Approval Handbook which will be provided upon request.
DLA-Aviation can only receive Source Approval Requests (SAR) through DoDSafe link. To submit your SAR please send an email to dlaavnsmallbus@dla.mil, subject line " request a SAR drop off". Include CAGE code, the NSN and the email address where you want to receive the DoDSafe link. After we receive your email request, a DoDSafe drop off will be returned, where you can download your SAR file.
