ADVERTISEMENT FOR BIDS
Sealed Bids, in duplicate, for the construction of the Facilities Management Pole Buildings at 21454
Rudder Lane, Inland Bays Regional Wastewater Facility (IBRWF), and South Coastal Regional
Wastewater Facility (SCRWF) will be received by the Sussex County Engineering Department, at the
Sussex County Administrative Building Council Chambers, 1st Floor, 2 the Circle, Georgetown, Delaware
19947, until 1:00 PM local time on Wednesday, April 29, 2026, at which time the Bids received will be
publicly opened and read.
This contract includes construction of a 9,600 square foot pole building and two (2) 4,800 square foot pole
buildings, including site work as per drawings.
Bids will be received for a single prime Contract. Bids shall be on unit price basis as indicated in the Bid
Form.
The Issuing Office for the Bidding Documents is: Davis, Bowen & Friedel, Inc., 1 Park Avenue, Milford,
Delaware, Phone: (302) 424-1441. Prospective Bidders may examine the Bidding Documents at the Issuing
Office on Mondays through Fridays between the hours of 8:00 AM to 5:00 PM, and may obtain copies of the
Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at the Sussex County Engineering Offices, Sussex County
Administrative Office Building, 3rd Floor, 2 the Circle, Georgetown, Delaware 19947, (302) 855-7370, on
Mondays through Fridays between the hours of 9:00 AM to 4:00 PM.
Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding
Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable
charge of $75.00 per set, payable to Davis, Bowen & Friedel, Inc. Alternatively, printed Bidding Documents
may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s
receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is
$250.00 per set, payable to Davis, Bowen & Friedel, Inc. Upon Issuing Office’s receipt of payment, printed
Bidding Documents will be sent via the prospective Bidder’s delivery method of choice at Bidder’s cost. The
date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective
Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available
from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding
Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A pre-bid conference will be held at 1:00 PM local time on Wednesday, April 1, 2026, at the Sussex County
Administrative Building Council Chambers, 1st Floor, 2 the Circle, Georgetown, Delaware 19947, to allow
Contractors an opportunity to obtain information on the project from the Consulting Engineer and the Owner.
Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Any Contractor having questions concerning the bid should submit them in writing via email to Ring W.
Lardner, P.E., at rwl@dbfinc.com no later than 5:00 PM, on Friday, April 10, 2026. Questions shall include
the project name (Facilities Management Pole Buildings) in the subject heading.
Bid security shall be furnished in accordance with the Instructions to Bidders.
If the responding Contractor deems any portion of its response to contain trade secrets, proprietary or other
confidential information, it shall isolate and identify in writing the confidential portions, together with a

statement in support of its designation as such. The submission shall be confidential until the bid has been
awarded and a contract has been executed. Thereafter, all submissions shall be open to public inspection.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to
the Instructions to Bidders that are included in the Bidding Documents.
Sussex County reserves the right to extend the time and place of Bid Opening on not less than two (2)
calendar days’ notice by certified delivery, electronic delivery, or facsimile.
