Qualifications:
The work to be done consists of furnishing all materials and equipment and performing all labor necessary:

Whispering Pines Dog Park
Build a new dog park, complete with grading, drainage, concrete sidewalks, concrete parking lot, fencing, irrigation, landscaping, playground equipment, and dog play accessories according to the details in the specifications. Refer to the Civil Plans and Technical Specifications for complete details.

Jackie Allen Park
Install new playground equipment, concrete sidewalks and fencing according to the details in the specifications. Refer to the Civil Plans and Technical Specifications for complete details.

Airport Circle
Install drain tile, park benches and concrete pads according to the details in the specifications. Refer to the Civil Plans and Technical Specifications for complete details.

Miscellaneous:
The work on the project must be completed within 180 consecutive calendar days of the date of notice to proceed.

All bids shall be accompanied by a certified check or Bid Bond, made payable to the City of Douglas in the amount of at least five (5) percent of the lump sum bid. Separate contract Performance Bonds and Payment Bonds equal to one hundred (100) percent of the contract amount will be required from the successful bidder prior to execution of contracts.

The Bid Bond shall be forfeited if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract.

Sealed bids for furnishing all labor, tools, equipment and appurtenances necessary for the installation of
the park improvements in the City of Douglas will be received at the Mayor and Commissioner's
Conference Room at City Hall, 302 South Madison Avenue, Douglas, Georgia 31533 up to 2:00 PM, local
time, Wednesday August 5, 2026.
The bids will be publicly opened and read in the Mayor and Commissioner's Conference Room at
City Hall, 302 South Madison Avenue, Douglas, Georgia 31533 at 2:00 PM, local time, Wednesday
August 5, 2026.
Bids can be mailed or delivered to the attention of Wynetta Bolder, City Clerk, City of Douglas, 302 South
Madison Avenue, Douglas, Georgia 31533.
All bids must have City of Douglas Park Improvements Bid plainly marked on the outside of each bid.
Bids received after the designated time will not be considered. The City of Douglas will select the lowest
responsible bidder after evaluation of all bids.
The estimated budget for this project is $620,000.00.

2. Jackie Allen Park
Install new playground equipment, concrete sidewalks and fencing according to the
details in the specifications. Refer to the Civil Plans and Technical Specifications for
complete details.
3. Airport Circle
Install drain tile, park benches and concrete pads according to the details in the
specifications. Refer to the Civil Plans and Technical Specifications for complete details.

copy set and $150.00 per digital set (PDF format). No refunds will be made for returned documents. All
documents listed above are available for review, at the office of Lancore Engineering, P.C. All bidders must
receive bid package from Lancore Engineering, P.C. in order to be eligible to bid.
Owner's Right: Contracts shall be awarded to the lowest responsible and responsive bidder whose bid
meets the requirements and criteria set forth in the advertisement for bids; provided,
however, that if the bid from the lowest responsible and responsive bidder exceeds funds
budgeted, the owner may negotiate with such apparent low Bidder to obtain a contract
price within the budgeted amount. Such negotiations may include changes in the scope of
work and other bid requirements
The Owner further reserves the right to reject any and all bids and to waive informalities,
and to accept any bid which in its opinion may be in the best interest of the Owner. The
Owner has the right to add or to delete from the Contract once it has been awarded.
No bids shall be withdrawn for a period of 60 days after the opening of the bids.
