The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for Paternity Testing for counties, tribes, and adoption agencies in the State of Wisconsin. State and federal laws mandate counties must establish paternity and child support orders for non-marital children (Section 767.80, Wisconsin Statutes, and 45 CFR 302.31 Federal Code of Regulations and 45 CFR 303.5 Federal Code of Regulations).
There are 71 counties and 9 tribes in Wisconsin operating child support enforcement programs in accordance with the regulations of the state child support program. Each county/tribe is responsible for determining a child’s parentage or to eliminate the wrong male from consideration. In addition to state and federal laws requiring paternity establishment for non-marital children for purposes of child support orders, licensed adoption agencies within Wisconsin are required in adoption cases to seek a determination of paternity prior to the termination of parental rights. There currently are 23 licensed adoption agencies in Wisconsin. Most of the adoption agencies are private, non-profit agencies licensed by the Department of Children and Families (DCF). The State as represented by DCF intends to use the results of this RFB to create a qualified list of paternity testing vendors meeting the minimum requirements of the bid. The qualified list established by this RFB will be used by authorized users, which include counties, tribes, and licensed adoption agencies to obtain Paternity Testing Services. DCF is not likely to purchase these services itself. All bidders must be willing to extend their pricing to all authorized users. The parties using this contract will select the most cost-effective Contractor from the list meeting their needs. Placement on the qualified list is not a guarantee work will be obtained through the resulting contract. Questions should be submitted as described in the Bid Document Section 1.5.
