Notice is hereby given that sealed bids will be received by the City Clerk at Lake Stevens City Hall, 1812 Main Street, P.O. Box 257, Lake Stevens, WA 98258 until 11:00 A.M., local time, on July 8, 2026, at which time and place they will be publicly opened and read aloud. Bids received after the due date and time may not be considered. Bidders shall submit 1 Original of the bid proposal in a sealed envelope labeled with the bidder’s name, address, request for bid number (26002) and title (2026 Pavement Preservation).

The project includes pavement grind and overlay, installation of ADA-compliant curb ramps, striping, and utility adjustments. The project will take place within the City of Lake Stevens on E/S Lake Stevens Road.

The Engineer’s Estimate for this project is $920,000. Questions related to this Request for Bids hereafter, “RFB” will be taken via email until July 2, 2026, at noon. All questions and responses will be posted to the project website on Builder’s Exchange of Washington (BXWA) on July 6, 2026, at 5:00 P.M.

Each bid must be accompanied by a certified check, cashier’s check or bid bond (with an authorized surety company as surety) made payable to the City of Lake Stevens in an amount not less than five percent (5%) of the bid amount. No bid will be considered unless accompanied by a bid proposal deposit.

The City of Lake Stevens reserves the right to reject any and all bids and waive any immaterial irregularities or informalities in the bid or in the bidding. No bidder may withdraw its bid after the hour set for the opening thereof or before award of contract, unless said award is delayed for a period of sixty (60) days. The City further reserves the right to make the bid award as deemed in the best interest of the City.

The City of Lake Stevens, in accordance with Title VI and Title VII of the Civil Rights Act of 1964, 78 Stat.252, 42 U.S.C. 2000d to 2000d-4, Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, and RCW 49.60.180(1) hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49
