THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. The USFWS IRTM Headquarters intends to award a firm fixed price sole source base plus four option year contract under the authority of FAR 13.501 only one responsible source using Simplified Acquisition Procedures (above SAT but below $7M) to:

The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. The object of this sole source award is to continue to provide a secure online platform for the management of limited-used use hunting areas within the National Wildlife Refuge System. This management includes lotteries, reservations, permit issuance, fee collection reports and customer support. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who, in turn, is responsible to the government. The Contractor is required to be FED Ramp Certified. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a Software as a Service (SaaS) platform for the issuance and management of permits, fees and reporting utilized by individuals for access to multiple refuges for the purpose of hunting. The contractor must provide all aspects of information technology, customer support, and fee management.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
