HD engine test site fuel system upgrade

This is a request for information (RFI) only. The EPA makes no guarantee that a solicitation or award will result from this RFI. The purpose of this RFI is for market research purposes only.
EPA is seeking information from vendors that can sell engine test site fuel system upgrade to include the following products and services to include:
• A fuel measurement module capable of supplying diesel fuel at 125 kg/hr for engine consumption and 650 l/hr for recirculation, with flow rate measurement accuracy meeting CFR 1065-307(f). Accuracy must not be affected by pressure waves or changes in flow rate caused by normal transient or steady-state operation of the engine.
• A temperature conditioning module capable of heating or cooling the fuel to any setpoint between 20°C and 45°C and maintaining fuel temperature to within 1°C of the setpoint.
• Installation of the above components in the HD5 test cell at the US EPA National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan. This includes all plumbing and electrical connections necessary for full functionality.
• Integration of the above components with an existing AVL PR3 fuel pressure control module in the HD5 test cell. Alternatively, you may replace the PR3 with your own pressure control module that duplicates or exceeds the performance and functionality of the PR3 module.
• Integration of the above components with the HD5 test site’s Horiba STARS host automation system for fuel flow/pressure/temperature reporting and for remote operator control of the fuel system from the test site’s operator console.
This RFI is trying to identify SMALL BUSINESSES!
This Sources Sought is seeking authorized American products that meets or exceeds the above specifications to replace a current obsolete system.
We encourage all vendors (large or small, USA or foreign made) that can offer products that meet the above requirements to reply with any technical specifications and/or material. Pricing is not required at this time.
