University of Arkansas Oak Ridge Trail Phase 2.2
1.        You are invited to bid on a General Contract for the Oak Ridge Trail – Phase 2.2 located at the intersection of Maple Street and Stadium Drive for the Board of Trustees of the University of Arkansas acting for and on behalf of the University of Arkansas, Fayetteville, Arkansas, hereinafter termed Owner. The bids shall be on a lump sum basis.
•        Description of Work:
•        This project involves the extension of a 12’ wide concrete trail from the existing north terminus up to the intersection of Maple Street and Stadium Drive. This trail extension will require but is not limited to these items: extensive regrading on the steep slope to the east of Stadium drive, drainage, retaining walls, concrete paving, cobblestone paving, light pole installation, electrical, natural surface trail construction, landscape, and irrigation.
2.        There will be a non-mandatory (but strongly encouraged) Pre-Bid conference held at 10:00 A.M.on Tuesday, March 31, 2026 in the Main Conference Room (A103) at the Facilities Management Building, 521 S. Razorback Rd., Fayetteville, Arkansas on the University campus. After the meeting in the conference room, the owner will conduct a site visit to review the existing conditions of the site. The University reserves the right to schedule additional meetings, if it determines them to be in its best interests.
3.        The Deadline to submit questions is April 2, 2026 CST. All questions concerning this Advertisement for Bids should be submitted via email to Shawn Luther at shawnl@dcius.pro
4.        The Owner will receive bids until 2:00 P.M., local time, April 7, 2026. Bids may be mailed or delivered to the University of Arkansas, Facilities Management Construction, Planning, and Design Department, attn. Kristen Knight 521 S. Razorback Rd. Fayetteville, AR 72701, hereinafter termed University of Arkansas, Fayetteville, Arkansas. Bids received after this time will not be accepted. Bids will be publicly opened in The Main Conference Room (A103) at Facilities Management, 521 S. Razorback Road, Fayetteville, Arkansas 72701 and read aloud at the time and date mentioned. 5.        The Owner, unless designated to another entity, supervises the bidding and awarding of all construction contracts, approves contracts, change orders, requests for payment and ensures that on-site inspections are accomplished.

8.        Obtaining contract documents through any source other than the source listed above, is not advisable due to the risks of receiving incomplete or inaccurate information, and the bidder runs the risk of basing bidder’s proposal on such information. The documents obtained through the Design Professional or his representative(s) are considered the official version and take precedence if any discrepancies occur.
9.        Bid Security: A cashier’s check or acceptable Bid Bond payable to the University of Arkansas in an amount not less than 5% of the base bid submitted must accompany each bid as a guarantee that, if awarded the contract, the bidder will promptly enter into a contract and execute such bonds as may be required. If a Bid Bond is provided, the Bond must be signed by an authorized agent of the Bonding Company and the agent’s power of attorney must be submitted with the Bid Bond.
10.        Bidders are hereby notified that any bidder who desires to enter into Contract for this work must comply with disclosure requirements pursuant to Governor Executive Order 98-04. Submission to the Owner of completed Disclosure forms will be a condition of the Contract. The Owner cannot enter into any contract, which does not obligate the contractor to require the submission of Disclosure forms for subcontractors.
11.        The Owner reserves the right to reject any and all bids, and to waive any formalities.
12.        This invitation does not commit the Owner to pay any cost incurred in the preparation of bids.
13.        This project is federally funded and therefore is excepted of the requirements of the Arkansas licensing laws and regulations for contractors by Ark. Code Ann. § 17-25-315.
Pursuant to Ark. Code Ann. § 22-9-203, the State encourages all small and minority business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration be given to the identified groups.
The Owner hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
“Buy America” provisions apply to this project. The Arkansas Department of Transportation’s Standard Specifications Section 106 restrictions for “Buy America”. Also, 23 CFR §635.410 has all of the federal requirements for “Buy America”.
F.        This project is funded in full through federal subaward under USEPA Climate Pollution Reduction Grant (CPRG) program administered by Metroplan as the pass-through entity. The FAIN number for this project is 02F75801
