PROJECT INFORMATION: Kentucky Lock Approach Walls Contract - SOURCES SOUGHT NOTICE
The U.S. Army Corps of Engineers, Nashville District is anticipating issuing a bifurcated (staggered approach) solicitation for the following requirement in late FY25 -
Base Contract: Consists of the downstream fixed approach wall, approx. 1,200 ft. long; and demolition of the downstream cofferdam; and downstream approach area blasting and dredging.
Optional Line Item: Consists of the upstream floating approach walls (Qty. 1 @ approx.1,200 ft. long and Qty. 1 @ approx. 300 ft. long); and upstream cofferdam demolition; and upstream mooring cell demolition (Qty. 3); and upstream approach area blasting & dredging.
Work will be located at Kentucky Lock in Grand Rivers, KY, at Tennessee River Mile 22.
At this time, the Anticipated Disclosure of Magnitude is : DFARs 236.204 (iv) Between $250,000,000 - $500,000,000
Bifurcated "staggered" approach : In this approach, a construction solicitation, along with the current 75%-90% design, is issued concurrent with the Brooks Act design being completed. Offerors are given a minimum of 30 days to submit a Volume I proposal, consisting of Past Performance and Technical Factors. Once the Volume I proposal has been received, the SSEB will evaluate all proposals and submit the SSEB report. The process will then pause until the Brooks Act design is complete. When the final 100% design is complete, an amendment is issued to those offerors to include the final design documents, price schedule, and to request a Price Proposal (Volume II). Offerors are given a minimum of 30 days to submit their Volume II proposal, consisting of Price, Small Business Participation Plans (if applicable) and Subcontracting Plans (if applicable). Once the Government receives the Volume II price proposal, the normal Best Value Trade Off process is executed. The Governments must make a determination whether it needs to set a competitive range and enter discussions, or proceed to award to the best value contractor.
