PROJECT GATEWAY AV ADDENDUM 1
The following document represents the answers to RFP questions proposed through the official
process. The questions will be responded to in the order they were received, grouped by
date/time
Answers to questions will be identified in red.
Questions received August 17-19
* Could the submission due date be confirmed? Section 2 states proposals due
September 2, by 4:30pm, but the bold paragraph closer to the bottom of the page states
"prior to September 3rd at 4:30pm". Please advise.
o Submissions are September 2nd. The original file has been corrected.
* Mosaic wall - Is there a proposed shape that is preferred? Elevation seems to show the
display, but not any preferred shapes. I understand its "dealer choice" but just
wondering if there are any preferences. Typically the shape is built "on top" of the
display, so just seeking guidance if there is preferred look.
o Not explicitly. The current wall area was built off a simple design such as the
angled ultra stretch sequence image below left. However the LED panel
sequence below-right as well as other non-standard arrangements such as LCD
panels at a 45-degree angle creating a diamond effect or other fluid shapes are
other options we've thought of. Submitters are welcome to also expand and
suggest other creative ideas. The content intent for it is predominantly going to
be Quad Cities centered content serving as a welcome back for people that are
headed to baggage claim, with the potential for advertisements mixed in.
o
* Conference Room AV - Are there any other brands of equipment on premise that
suggest staying in the same ecosystem for ease of continuity and programming across
the facility?
o The airport presently has a high percentage of commercial LG displays. While
similar ecosystem would be appreciated, especially for the standalone displays

and FIDS; it is not a requirement as we do not have a centralized display control
at this time.
* Is this project funded in whole or in part by FAA AIP or other federal grant dollars, and if
so, does TAA/Buy American compliance apply to proposed equipment?
o No, the AV systems are being procured outside of the project as a separate
element and are funded directly by airport capital funding.
o On that subject though, it depends on the product especially when it comes to
network integration. If the product is isolated/non networked such as foreign-
made video panels that are connected after the processor, we are ok with
whatever. If it is integrated equipment (such as commercial displays, PoE
cameras, etc) that will be connecting to the network then we adhere to NDAA
pretty strictly, and TAA as close as is economically/financially reasonable.
Please identify the products that will be networked. In cases such as the video
wall processors, spec your preferred processor (Novastar MX30/40, etc) and
then provide an alternative line item for a more compliant processor such as the
Brompton processor line. Ultimately the AV networks are isolated VLANs so the
impact is minimal, but we do try to mitigate as much as we can while remaining
as cost efficient as possible.
* Section 5 requires vendors to identify structural, electrical, or network infrastructure work
required beyond standard installation. Please confirm whether the awarded AV vendor is
expected to hold or subcontract a licensed electrical contractor to perform final power
termination/connection at display locations, or whether the Authority or its general
contractor will provide a licensed EC separately for that scope.
o The airport's general contractor and mechanical/electrical vendors as part of the
overall construction project will supply the electrical. As part of your submittal,
please identify the needed electrical and CAT6 locations and we will have them
adjust the rough-in for power when that begins next month. Standard 120v
Edison plugs will be provided, please identify if anything beyond that is needed.
* Will installation work be permitted during normal operating hours, or is it restricted to
overnight/after-hours windows
o Yes, normal operating hours will be permitted.
* Given the Departure Walkway Video Display installation schedule of mid-October 2026
and the standard 16-week lead time after award for LED product, would an early
February installation be considered?
o Yes, all options will be considered. The install dates are mainly meant to serve
as a placeholder for when the location will be available for installation, but as we
are also not wanting to have installation occur when construction is nearby, we
are already ok with having it as a blank wall for the time being.
* What are the considerations and flexibilities of the power and data locations indicated in
the drawings?
o Completely flexible. All locations are either in the process of framing or have yet
to be touched. The timing of the submission deadline will allow us to tweak
power or data locations to avoid seams or land in the best spot. Submitters
should provide shop drawings of planned walls and needed data locations so that
we can evaluate that and provide advanced direction to the general contractor.

* Are the pixel pitches and brightness requirements fixed for the identified locations?
o No. Those were identified as being ideal based on feedback at trade shows,
however if the submitter can identify that a different pitch and brightness would
be better based on the viewing distances and locations, we are open to
suggestions (especially when it comes to cost savings).
* Do you need more than one input on the video walls?
o Yes. We do have some intentions in the future to potentially want to switch from
it's playback content to an input for doing things such as a movie night under the
monocoupe or other cases where we'd want to show manual content.
* Do you need to automate the video wall input switch through controls integration?
o No. It's likely not a frequent thing so we'll do it by hand at the processor or by the
processor's native control software over network.
* The RFP scope in Section 6.4 specifies 2 PTZ cameras, however the referenced
drawings (T-411) appear to show 3 camera locations - one under each set of displays
and one under the 98" display. Please confirm the correct camera quantity to be quoted.
o Originally it was planned out for 3 and the wiring/infrastructure remains as such.
The original intention was to have the ones over each set of displays for when
the room is split and facing the dual displays, and the one by the 98" for full
length board meetings. However, based on preliminary products found at trade
shows, it seemed simpler to keep it at 2 and have it view at an angle when we go
to the sideways configuration. If you're able to find a Teams Room product that
is capable of switching between the cameras depending on the room
configuration, we are open to 3 again.
* Is there an existing or provided AV/IT equipment rack available near the boardroom for
the proposed gear, or is the awarded vendor expected to supply and locate a rack as
part of the base bid? If a rack is already planned, please advise its location.
o Yes. There is an IT closet being added on this project that is adjacent to the
meeting room, plan east. A rack will be installed for equipment to be placed in.

o In relation to that. The "Mosaic" wall controls will be going to this location as well.
o The Monocoupe, and departure walkway video wall controls will be going to the
closer IT closet west of the install locations. An existing 4-post enclosed rack is
already in this location that is empty.
* Is there a wireless presentation system currently in use elsewhere at the Authority that
should be standardized in this room to maintain consistent operations for Authority staff,
or is manufacturer/platform selection at the vendor's discretion?
o No, open to suggestions. We did see the Mersive Pro platform at a trade show
and, of all of them, it seemed to fit the need closest due to its capability of
outputting dual display, but we welcome other suggestions.
* Are you providing the network/switching gear?
o Yes. All network switches will be airport-provided.

* GEN-01 | Confirm the proposal deadline
o The procurement schedule lists proposals due September 2, 2026, at 4:30 PM
Central, while the submission paragraph lists September 3, 2026, at 4:30 PM
Central. Please confirm the controlling proposal deadline.
September 2. Original doc corrected.
* GEN-02 | Identify the controlling bid drawings
o Please identify the Exhibit D sheets, PDF pages, markups, and revisions that
should be used for pricing.
Exhibit D docs vary. If you're looking for a doc to lay stuff out on to
provide, use the cleanest one.
* GEN-03 | Confirm whether BABA applies to the AV equipment
o Does BABA apply to all AV products furnished under this RFP, including the
equipment-only purchases in Areas 4 and 5, or only to the electrical work shown
on these sheets? If it applies to the AV equipment, please identify the required
certifications, country-of-origin documentation, and any available waiver process.
No. Some NDAA/TAA preferences, see answer above in earlier similar
question, page 2.
* GEN-04 | Clarify infrastructure and trade responsibilities

o For each Area, please identify what will be provided by the base-building
contractor, electrical contractor, telecom contractor, and Authority, and what the
AV vendor must include. Please address branch circuits, disconnects,
receptacles, conduit, cable tray, data outlets, horizontal cabling, patching,
firestopping, blocking, structural steel, and finish restoration. Please also provide
referenced technology drawings, data-drop schedule, and IDF handoff locations
if available.
Authority and it's GC/subs will prepare electrical and data drops.
Technology drawings in Exhibit D contain present locations for data. See
images Page 34 for relevant telecom locations on this project. E-series
power plan drawings currently identify electrical plans. As part of
submittal, please provide a "shop drawing" with preferred data
drop/electrical outlet location. Expect 120v Edison outlets unless
otherwise needed. All patch and com closets pre-terminated and
available on install.
* GEN-05 | Provide the network and cybersecurity requirements
o Please provide the Authority's network and cybersecurity standards. Please also
confirm who will provide and configure the VLAN, IP addresses, switch ports,
PoE capacity, internet access, firewall changes, network cabling, remote-access
method, and system credentials.
Authority trends towards a zero trust model with isolated network for
cases such as AV. Authority follows NDAA. Authority will provide all
network provisions, short of patch cables from switching hardware to
installed equipment. Present network switch/patch gear to rack
measurements not presently available, but plan for >20'.
* GEN-06 | Define the schedule milestones and site conditions
o For each Area, do the listed dates mean equipment delivery, installation start,
substantial completion, or final acceptance? Please confirm whether an alternate
manufacturer lead-time schedule will be considered for Area 2 following the
anticipated September 22 award. Please also provide allowable work hours,
passenger-area shutdown limits, badging or escort requirements, lift access,
staging and storage rules, and operational blackout periods.
Listed dates merely serve as an indication of how early installation can
begin. The Authority understands that there can be extended lead times
on products, and we also want to make sure installation isn't occurring at
the same time as construction to avoid damage to product. Scheduling
may be adjusted post award depending on the current speed of
construction and if there are any delays.
* GEN-07 | Clarify pricing validity and escalation
o Must proposal pricing remain firm through each Area's scheduled delivery and
installation date, including the October 2027 work? If price escalation is allowed,
please explain how it should be shown, such as a separate allowance, a stated
percentage, or an indexed adjustment.
Preferred, but we also understand the drastically changing landscape in
that market. Please identify if vendor can commit to a price hold with

purchase, and if not what percentage increase can be expected. 10%
would be expected.
* GEN-08 | Provide the commercial and contract requirements
o Please provide the agreement or purchase-order terms that will apply after
award. At minimum, please confirm payment terms, retainage, insurance limits,
bonding, prevailing-wage or certified-payroll requirements, taxes, freight and title
transfer, indemnification, termination rights, and any liquidated damages. If the
Authority is tax-exempt, will a tax-exemption certificate be provided?
Net 30, tax exempt provided to awarded company. Standard 1M liability
* GEN-09 | Define the recurring-cost evaluation period
o What period should vendors use when presenting recurring software, licensing,
hosting, support, and maintenance costs for total-cost-of-ownership evaluation:
one year, three years, five years, or another period?
1-year with identified incentives for multi-year.
* GEN-10 | Confirm minimum warranty and support expectations
o Are there minimum requirements for warranty length, support hours, response
time, onsite service, replacement-part availability, or post-acceptance
maintenance? If not, may vendors provide their standard warranty and price
enhanced support options separately?
No, standard is fine.
* GEN-11 | Define the supply-only obligations for Areas 4 and 5
o Please confirm that the base bids for Areas 4 and 5 are supply-only. If the
optional labor is not awarded, identify which services, if any, must still be
included in the base price, including site survey, design, configuration,
programming, bench testing, training, as-built drawings, onsite acceptance
testing, and post-installation support. Please also define the acceptance point,
warranty start, and responsibility for damaged-on-arrival equipment and return
freight.
Yes base is box-sale only. If optional labor is not awarded, solely the
parts and materials. Warranty may start on equipment receipt. DOA
equipment will be coordinated with vendor to get returned to supplier.
* GEN-12 | Define interruption and failover acceptance criteria
o For each Area, please define the expected behavior after a power or network
interruption, including offline content duration, automatic recovery time,
configuration retention, and any required UPS runtime. Please confirm whether
UPS hardware must be included in the vendor's price.
No required UPS runtime for walls. 1K UPS for board room head-end.
Equipment video displays and walls should run from provided content
source if network is lost. Other video wall head ends can use existing
UPS in the IT closets.
* Area 1 - Monocoupe Video Display
* A1-01 | Provide the structural support criteria
o Confirm who is responsible for the installation of the plywood backing.

o All wall, plywood backing, electrical, and data lines are provided by onsite GC
and subs. Proposal should only be for installation of equipment and provide
details of necessary power/data beyond what is identified
o If by the AV Contractor, please provide the extent and attachment details for the
3/4-inch plywood backing, the allowable display and mounting loads, and the
structural connection information referenced by Detail 6. Please also confirm
whether the AV vendor must provide stamped calculations, delegated structural
engineering, seismic restraint, field testing, or reinforcement beyond the shown
construction.
o Vendor should provide "shop drawings" of provided products and identify weights
as installed. Our architects will evaluate and ensure that current designed walls
meet the needs of the installed product.
* Area 2 - Departure Walkway Video Display
* A2-01 | Resolve the display technology, size, and mounting conflicts
o Please confirm what bidders should price: a 1.5 mm direct-view LED display or
the 15-panel thin-bezel display concept noted on I-701. Please provide the
controlling active image size, maximum overall envelope, aspect ratio, panel or
cabinet layout, resolution, recess or surface-mount condition, service-access
requirement, and maximum finished depth. Please also confirm whether the
15.5-foot height in Exhibit A is an error and the 10-foot maximum height in
Section 6.2 controls.

ration with max width of 15.5'.
* Area 3 - Baggage Hallway Mosaic Display
* A3-01 | Confirm the intended mosaic design
o Should bidders follow the RFP requirement for an artistic composition using
varied shapes, curves, or angles, or the conventional rectangular display shown
in I-401 Detail 7? If Detail 7 is only identifying the wall, please provide the
maximum usable width and height, mounting plane, maximum projection,
obstructions, backing and load capacity, service-access needs, and any
minimum brightness, resolution, or pixel-pitch requirements.
Both were evaluated as options, no set requirement for this. Some
architectural renderings reflect outdated specs such as this one. Indoor
corridor with some exterior window illumination, other than that no set
requirements. Expect viewing distinance minimum of 3'.
* A3-02 | Define degraded-mode operation
o What behavior will satisfy the degraded-mode requirement after a single panel or
tile fails? For example, is continued operation with a visible failed section
acceptable, or must the system automatically reroute or reformat content around
the failed component?

* Area 4 - Board Room Technology Components
* A4-01 | Confirm the rooms and provide the operating-mode narrative

o Please confirm that the RFP's Board Room is Training Rooms 1422 and 1423
shown on T-411. For divided and combined modes, please define which
Microsoft Teams Room system, wireless-presentation device, camera,
microphones, speakers, touchscreen, and source serve each display and audio
zone. Please also explain how the 98-inch display is used, how room combining
is triggered, and which actions must occur automatically versus manually.
Each side in divided will have independent capability of both teams and
wireless presentation hardware. In-room hardware (speakers, mic, tvs,
and touchscreens) divided evenly between the two rooms aside from the
98" on the east wall. Functionally independent in split mode and bridged
to one teams room or one wireless presenter in merged. Dual displays
will show both outputs of wireless presenter or team hardware, with the
98" selectable to follow the left or right source.
* A4-02 | Confirm the PTZ camera quantity
o Are two or three PTZ cameras required? Please identify each camera location
and its required function in divided-room and combined-room modes.
Originally it was 3 (as seen in drawings) but was cut to 2 to simplify
operation. Open to 3 if there is a teams product capable of easily
switching in the different modes.
* A4-03 | Define supporting equipment and licensing responsibilities
o Please confirm who will provide the AVoIP and Dante network switches, PoE
capacity, equipment rack, UPS, patch panels, mounts, cabling, and connectivity
plates. Will the Authority provide the Microsoft Teams Room and Microsoft 365
accounts and licenses for the room systems and scheduling panels, or should
the vendor include them? Please also identify the intended head-end or rack
location.
Authority will provide all network switching, rack space, patch panels,
connectivity, and licensing.
* A4-04 | Confirm whether projector provisions are part of the AV scope
o Are the S/PROJECTOR locations on E-211D existing or part of another
contractor's scope, or must this AV proposal include any projector equipment,
cabling, or coordination? Projectors are not listed in the Area 4 equipment
schedule or shown on T-411.
Error in drawings, power for projector was not removed when switched to
displays.
* Area 5 - Supplemental Advertisement and FIDS Displays
* A5-01 | Issue a final location-by-location display schedule
o Please provide a schedule that maps every Area 5 display to its location, size,
orientation, mount type, mounting height, and new, replacement, or reused
status. Please confirm whether any of the 86-inch units must be ultra-stretch
displays rather than standard 16:9 displays, and whether the proposed ticket-
counter four-panel display walls shown in Exhibit D are included in or excluded
from this RFP.
See I-701 for locations. No ultra stretch in this RFP, just 16:9.
* A5-02 | Clarify the FIDS display model and custom sign-structure scope

o Is the LG 55UH5J-H shown on I-921 mandatory, a basis of design, or
informational? Who will furnish, engineer, fabricate, anchor, and install the Q3
and Q6 custom sign structures, VESA interface plates, trim and header cabinets,
and concealed cable routes? Please identify the mounting components that the
AV vendor must include.
Basis of design for the stand. Open to other/newer models that fit the
sizing and measurements of that model. Sign structure provided by
project. Mounting plates, power, and cable, to be provided by owner.
* A5-03 | Define the FIDS feed, Yodeck scope, and licensing
o Will the Authority provide a browser-ready FIDS URL, credentials, and all feed
licenses? Please provide the authentication method, supported resolution and
layout, refresh behavior, internet and firewall requirements, and test access.
Please also confirm whether the vendor must provide new Yodeck media players
and licenses, configure the existing Yodeck tenant, and create the FIDS content
templates.
Yes. Presently provided by external player or onboard commercial
hardware if supported (please identify as such). Airport will provide any
necessary external peripherals.
* A5-04 | Clarify low-profile mount pricing and the 3-inch limit
o Are the eight low-profile advertisement-display mounts part of the equipment
base bid or a separate add-alternate? Please also confirm how the 3-inch
maximum depth is measured, including the display, mount, cosmetic trim, wall
irregularities, and any required service clearance.
From wall to farthest point out. ADA compliance is the main concern
which upon further investigation is 4" max from wall. So correct all 3"
requirements from wall to 4" instead.
* A5-05 | Define the ordering and release process
o Are the Area 5 quantities a guaranteed purchase, an estimated total, or a
maximum quantity that may be ordered? Please explain how releases will be
issued, the lead time vendors will receive for each release, the required delivery
location and receiving hours, and whether unit pricing must remain fixed for all
orders through October 2027.
Guaranteed. Fixed pricing preferred. Displays will be procured in 2
chunks late November and mid April.
* G2-01 | General Questions -2
o 1. Do portions of the airport need to be shut down for the installation or will
we be required to work around normal airport operations?
No, normal business hours are fine and installation within public areas
we'll accommodate with stanchions.
o 2. Can you confirm that the monitor installation will take place on
consecutive days, or will a break-up schedule be required?
Intermittent as locations become available. 9 fids monitors anticipated
ready for late October early November. 2 88", 1 98" at the same time.
Remaining 88" and 65 mid April.

o 3. Do you have a tax-exempt form so we can remove the tax from our
proposal?
Yes. Forms to be provided to awarded companies.
o 4. Do you have specific requirements around disposal of waste (boxes) and
the old monitors? Would the old monitors be returned to the Owner?
Cardboard and other dumpsters available on site. No old monitors
impacted by project.
o 5. LG offers a remote management software called Connected Care? Are
you interested in being able to monitor and manage the displays remotely
through their software platform?

Potentially. Provide as alternative. Fold existing 21 displays in to
licensing calculation.
o 6. LG displays include a 3-year warranty. Several airports we work with
would like to extend that to a 5-year option. Are you interested in the 5-year
extended LG warranty?
3 is fine.
o 7. Will these monitors be mounted onto standard sheet rock walls, a custom
frame or other structure?
All designated monitor locations will have plywood behind sheetrock.
o 10. Is a subcontractor allowed?
Yes
o 12. Can product be shipped directly to the airport?
Yes
o 13 Please clarify your dock and any other shipping requirements, approved
carriers, etc.
Loading dock and/or forklift onsite. No limitation oncarriers.
o 14. Do you have space to store the equipment if it is shipped to the airport?
a. If so, how long can it be stored?
Some, provide equipment will be deployed within 3 months. We do not
want to hold onto equipment that won't be installed for over a year.
o 15. Does the Airport have a content provider? We're assuming all content is
provided by others
Yes and yes
o 16. We assume all low voltage cabling and high voltage power will be
provided by others and in place by the install timing. Kindly confirm.

o 17. Will badges be required for installers and project manager? Or can we be
Escorted for the project?
Project is fully pre-security. No badging required
