The Department of Children and Families’ (DCF) maximizes the capacity of the Public Adoption Program and Post Permanency Support Services through the use of contracts achieved through the RFP process for each of the three contract programs (Public Adoption Services, Statewide – Wisconsin Family Connection Center, and Regional – Wisconsin Family Connection Center). The programs and services provided through these contracts support the achievement of timely permanence for Wisconsin’s children in out-of-home care including adoption. Services provided under the Public Adoption Program for the timely placement and finalization of adoption are provided through Public Adoption Services. WI State Statutes, Administrative Rules, Wisconsin’s Ongoing Services Standards, Wisconsin Department of Children and Families (DCF) policies, procedures and memos, drive quality and consistency of adoption services for Wisconsin children. The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for the Public Adoption Services and is a part of the Public Adoption Program.
Proposal responses will be accepted from child placing agencies authorized by statute to provide foster home conversion adoption services, or private (non-profit or for profit) Wisconsin licensed Child Placing Agencies (CPA) authorized by that license to provide adoption services, including accepting guardianship of children. The planned adoption services to be provided by public agencies must be limited to those services authorized by 48.57(1)(e) and (1)(hm), Wis. Stats. Proposers meeting the above characteristics may be: • A single agency • A county child welfare agency • Joint responses from two or more public and/or private agencies are eligible to submit a single response as a proposer consortium so long as each agency meets the above minimum characteristics, as applicable. Responses submitted by a Proposer who does not meet the stated characteristics will be rejected. Questions should be submitted as described in the RFP Document section 1.8. Do not submit questions through eSupplier. |
