NOTICE
By way of this Request for Qualifications (RFQ), the City of Dublin Building & Safety Division (“City”)
intends to pre-qualify a limited number of full-service consulting firms (“Firm” or “Consultant(s)”) to
provide professional services for the Plan Review and Inspection of construction projects within the
City. Work under this RFQ would include the following types of on-call tasks, but is not limited to, plan
review, inspection services of commercial, residential, and government buildings and structures for
verification of compliance with the most current adopted versions of the California Building Standards
Code, City’s Municipal Code, relevant State and Federal Laws, the approved construction documents,
and coordination between City agencies, designers, and builders in the community. Consultants
responding to this RFQ should be able to demonstrate that the personnel that they employ on behalf of
the City possess certifications and licenses relevant to the work they are performing pursuant to Section
18949.28 of the California Health and Safety Code. Consultants selected for award will receive a three-
year (3) contract, with the City retaining the option to extend the contract for an additional two (2) years
upon mutual consent of the parties.
SECTION I – Introduction
The City of Dublin Building & Safety Division is responsible for plan review and inspection of
commercial, residential and government construction projects within the City. In support of these
responsibilities, and at the direction of the City Council, the City employs qualified third parties to
provide these services.

SECTION III – Scope of Work
The City is soliciting a Statement of Qualifications (“SOQ”) from interested consulting firms with the
intent of creating a list of pre-qualified Consultants. Pursuant to Dublin Municipal Code Chapter 2.36,
consultant and professional service contracts are not subject to competitive bidding but must be awarded
based on demonstrated competence and qualifications. Contracts for consultant or professional services
exceeding $45,000 require City Council approval.

Consultants will be pre-qualified based on the process set forth in SECTION V, “Selection Process and
Award,” of this RFQ. The City intends to qualify several Consultants for these services. Once a list of
pre-qualified Consultants is created, the City will use this list to award plan review and inspection service
contracts as needed. Pre-qualification status with the City does not guarantee the award of a contract
resulting from this RFQ.
Consultants will be selected from this list based upon:
a) reputation and experience;
b) ability to accomplish scope of tasks;
c) ability to rapidly provide services;
d) references / satisfaction of previous clients; and
e) rates.
If a pre-qualified Consultant that has been awarded a contract is unable to perform the services with a
high degree of competency and/or in a timely manner, the City may contract with the next Consultant
on the list. The list of pre-qualified vendors shall remain active for a (5) five-year period. All work
performed under resulting agreements shall comply with all applicable City policies, State regulations,
and adopted codes. Consultants must maintain required certifications and licenses throughout the term
of the awarded contract.
SECTION IV – Proposal Content, Format, and Submission
Proposal Requirements
Please prepare and organize your submittal based on the requirements provided below. Any other
information you would like to include should be placed in a separate section at the back of your
submittal.
All Proposals shall include the following information:
1. Cover Letter
Enclose a cover letter not to exceed two pages, describing the Firm’s interest and commitment to the
proposed services. Include the name, title, address, telephone number and e-mail address of the
individual to whom correspondence and other contacts should be directed during the consultant
selection process. The person authorized by the Firm to negotiate a contract with the City shall sign the
cover letter. Please include this cover letter within the document and not as a separate page.

2. Firm Profile
Provide a brief description of your firm’s size and organizational structure.
3. Firm Qualifications and Experience
Provide a description of your firm’s qualifications and experience in providing plan review and
inspection services for Building Divisions / Departments. The City processes plan reviews through an
electronic transmittal and review process. Firms shall describe their experience with electronic plan
review. Firm must possess personnel with the licenses and certifications necessary for the work they are
performing for the City. Ability to provide Certified Accessibility Specialists and licensed Professional
Engineer(s) is required. Ability to provide a licensed Structural Engineer is desirable. Also identify any
sub-contractors you may utilize as part of your scope of work.
The City is considering adding a Virtual Inspection Option for selected permit types. Firms shall
describe minimum technical standards used for virtual inspections, including security, data retention,
and file-transfer method for photos or video. Describe Firm’s experience performing virtual inspections
and list programs used.
List key staff members, including identification of the Principal-in-Charge and Project manager/primary
point-of-contact.
Provide confirmation of your firm’s ability to meet the City’s Standard Consulting Agreement
(“Agreement”) (Exhibit A) and insurance requirements (Agreement, Section 4). Exceptions to the
Agreement and insurance requirements shall be specifically noted in the Proposal. Exceptions submitted
after the Proposal deadline will not be considered.
4. Relevant Project Experience
Provide a description of plan review and inspection services your firm has completed over the last three
years. Include project size, scope, contract term, and a brief description of services provided.
Specifically list any work conducted with governmental entities.
5. References
Provide at least three references from recent work in the previous three (3) years which required similar
services described in this RFQ. Reference information shall include: Name, Address, Contract, Title,
Phone Number and Term of the Contract.
The City has the right to conduct an independent investigation of the information provided in the
submitted materials. This includes contacting and speaking with references. The evaluation
committee may use any relevant information gathered by such investigation and any other relevant
information that comes to the attention of the City to evaluate a proposal.
6. Conflict of Interest
For the duration of any resulting contract, the Firm agrees that no officer, employee, or agent of the
City, any public body within Alameda County, or any member of Congress shall have any direct

financial interest in the contract. This obligation includes compliance with Government Code section
1090 and the Political Reform Act.
Firms must provide a list of any potential conflicts of interest in working for the City by identifying all
previous and current contracts with the City. Include contact name(s), description of services, and
dates of services performed. List any political contributions of money, in-kind services, or loans made
to any member of a City Council within the last (3) years.
Disclosures must also include, but are not limited to, a list of the Firm’s private and/or public clients
located or operating within the following:
a) City of Dublin limits;
b) Dublin San Ramon Services District;
c) U.S. Army Camp Parks; and / or
d) County of Alameda; and
e) any other clients that may pose a potential or current conflict of interest.
The list must include all potential conflicts of interest within the year prior to the release of this RFQ
as well as current and future commitments to other projects. Reasonable diligence to identify and
disclose potential or current conflicts is expected of all firms submitting a response to this RFQ.
Firms, subcontractors, and/or employees performing work for the City may be required to submit a
California Fair Political Practices Commission (FPPC) Form 700 to document potential financial
conflicts of interest. For additional information, Firms should refer to the FPPC website at

7. Rate Structure
Under a separate cover letter, provide a sheet showing proposed hourly rates of firm staff and
equipment utilized for these types of tasks for a (3) three-year contract term with an additional (2) two-
year extension option. Rate structure shall include inflation area adjustment, all costs for code books
and references used by onsite and offsite third-party staff, certification and training required to meet
Section 18949.25 to 18949.31 of the California Health and Safety Code, and mileage that does not
exceed the IRS standard rate.
Billing Limitations
Consultants are advised that, under the City’s Agreement (Exhibit A), no individual staff person may
bill more than 2,000 hours in a fiscal year without prior written approval from the City Manager or
designee. Firms should structure their rates and staffing plans accordingly.
