Drug Enforcement Administration (DEA) - Pre-Employment Processing & Hiring Center of Excellence

THIS IS A PRE-SOLICITATION NOTICE: The Drug Enforcement Administration (DEA) intends to solicit and award a minimum of one contract on an anticipated time-and-material basis in support of DEA Human Relations and Pre-Employment Hiring actions.

The Government anticipates that within 45 days and as a result of the projected solicitation, offerors will propose a technical approach/solution that will meet DEA’s Pre-Employment Processing & Hiring Center of Excellence requirement as a one-stop location where all pre-employment testing and assessments will occur, with the goal of streamlining the time to complete this stage of the hiring process for DEA employment applicants across the Special Agent, Chemist, Diversion, Intelligence, and Professional, Administrative, Technical, Clerical Occupation (PATCO) career fields. A suitable solution shall meet all the critical operational pre-employment requirements defined in the Government solicitation; including but not limited to identifying and securing the location and space, staffing and management of all identified pre-employment activities (medical examinations, drug testing, polygraph examinations, written and oral psychological assessments, competency based assessments, eAPP Submissions, and fingerprinting), travel/lodging, applicant data processing and tracking, recruitment communications and scheduling, information security, and quality control.

The solicitation package will be issued electronically and will only be available via the Government Point of Entry (GPE) Contract Opportunities site SAM.gov (https://sam.gov) on or about November 01, 2024. All potential bidders MUST be registered and active in the System for Award Management site (SAM) at https://www.sam.gov at the time of solicitation. No fax or mail quote packages shall be accepted in response to the solicitation. Potential bidders should register at https://www.sam.gov to receive notification of and/or changes to the solicitation. No phone, fax or email inquiries will be accepted in response to this Pre-Solicitation Notice.
