Project Description: Online sealed bids for the Main Street MS4 Stormwater Management Basin Project in Pen Argyl Borough, Northampton County, PA will be received by Pen Argyl Borough via PennBidtm until 2 PM local time, February 26, 2026. The bids will be publicly opened on PennBidtm at 3 PM local time, February 27, 2026.
The MS4 Stormwater Management Basin Project includes storm sewer improvements to construct a stormwater infiltration and sedimentation basin with the installation of stormwater structures, 150 feet of reinforced concrete pipe, High Density Polyethelene underdrain, and associated grading, fencing, erosion control measures and restoration of impacted pathways and lawn areas.

Each document shall be accompanied by a certified check or bank draft, payable to the order of the Borough of Pen Argyl, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total bid amount. Bids shall remain open for a period of 120 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 150 days from the date of Bid opening. Bids may not be withdrawn during this period. All Bidders must bid on all items listed on the Bid Form. The successful Bidder shall be required to furnish satisfactory Performance and Payment Bonds in the amount of 100% of the Contract Price and a Maintenance Bond in the amount equal to fifteen (15%) of the Contract amount thereafter required on the specified Bond Forms included in the Contract Documents and Waiver of Lien. The successful Bidder shall substantially complete the project within 150 calendar days of receipt of Notice to Proceed and shall be ready for final payment within 195 days of receipt of Notice to Proceed.
This contract is subject to the following: the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; the Pennsylvania Human Relations Act 222 Conditions; and the non-discrimination in Employment/Contract Compliance Regulations Conditions.
Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Pen Argyl Borough reserves the right to reduce the scope of this project based upon the availability of funding. The Borough also reserves the right to accept or reject any or all Bids. The Borough also reserves the right, in its sole discretion, to waive bid defects which is deemed most favorable to the Owner, at the time and under the circumstances stipulated.
A Pre-Bid meeting will be held on Wednesday February 19, 2026 at 11:00 AM at the Pen Argyl Borough Office, 11 North Robinson Avenue, PA 18072. Attendance at pre-bid meeting is not mandatory, but all bidders are strongly encouraged to attend as it could be beneficial to their understanding of the project and bidding process.
