1. Background
The City of Newnan, located 35 miles southwest of downtown Atlanta, on Interstate 85 South,
and county seat of Coweta County, Georgia, is soliciting proposals from qualified
engineering/architectural firms for design services to remodel and expand Fire Station 3
located at 138 Temple Avenue, Newnan GA 30263. Design services shall include architectural
design, structural engineering design, site civil design, stormwater management design,
landscape design, mechanical, electric, plumbing design, interior design and
telecommunication design.
Fire Station #3 was purchased by the City in 2006 whereby the City converted an existing
structure (former bank building) into a fire station. Fire Station #3 is a one-story building
consisting of approximately 4,440 square feet of dorms, offices, restrooms, kitchen, and living
space. Current staffing levels at Fire Station #3 consist of 4 people daily (24/7), with three
shifts. Apparatus housed at Fire Station #3 includes two engines.
The remodel and expansion are intended to meet the current needs of the Fire Department
and continue to meet needs of the department 10 years into the future. Projected staffing
levels over the next several years are 6 people 24/7. Projected equipment inventory includes
two additional engines and a ladder truck.
A concept plan was developed in 2023 and attached to the RFP. New Construction includes an
addition of 4,320 square feet. This would create a total area of 8,760 square feet. The
following modifications include storage bays, additional dorm rooms, and redesign of existing
layout.
The Request for Proposals (RFP) seeks to identify potential providers of the above-mentioned
services. All respondents to this RFP are subject to instructions communicated in this
document and are cautioned to completely review the entire RFP as well as follow instructions
carefully. The City of Newnan reserves the right to reject any or all request for proposals, and
to waive technicalities and informalities at the discretion of the City of Newnan.
Scope of Services
The intent of the City is to retain a design team (A/E firm) that will develop design and
construction documents and specifications in sufficient detail to proceed with the next step in
construction. After City approval of the selected schematic designs, the design team will be
authorized to begin design development and proceed with the creation of construction
documents. The current construction estimate for the remodel and expansion is $2,500,000
million.
Design Phase 1 – Schematic Design
• Prepare plan and profile schematic designs which include site plan, structural plans,
floor plans, and elevations.

• Development of schematic designs should take information in the 2023 concept
plan into consideration and should avoid duplication of efforts.
• Work through issues and alternatives that have not been resolved through the
current level of effort.
• Present the Schematic Design to Fire Department Staff
Design Phase 2 – Plan Development
• After approval of design development documents, and release to begin phase 2,
prepare final plans and specifications, and construction cost estimates and prepare
documents to the level necessary to competitively bid the project.
• Design plans and preliminary construction cost estimates shall be prepared and
presented to the City at the following intervals: 30% complete, 60% complete, 90%
complete and 100% complete.
• 100% plans shall include all site and utility plans, building, structural and floor plans,
MEP, landscaping, internal finishes and schedules, and any other plans necessary
for construction and occupancy.
Phase 3 – Construction Administration
General Administration
• Attend preconstruction and regular progress meetings as requested by the City
• Provide clarifications and interpretations of the construction documents.
• Respond to contractor Requests for Information.
• Review and approve shop drawings and material/product data for conformance
with the design intent.
• Maintain a log of design clarifications and change documentation.
• Advise the City of potential design-related cost/schedule impacts.
Site Visits and Observations
• Perform periodic site visits to observe construction for general conformance with
design intent.
• Document visits with field reports distributed to the City.
• Identify observed deviations, deficiencies, or potential noncompliance issues.
Change Management
• Evaluate design impacts of proposed change orders or substitution requests.
• Prepare design-related documentation as needed.
Pay Applications Review
• Review the contractor’s applications for payment.
• Verify that claimed work is consistent with design intent and observed progress.
• Certify the recommended payment amount to the owner bas on Architectural and
Engineering review.

Informational Meeting
There will not be an informational meeting for this Request for Proposal. Any questions should be
direct in writing via e-mail with the subject stating “Request for Proposal – Design/Engineering for
Fire Station 3” to sbrown@newnanga.gov, no later than January 23, 2026, 5pm. Questions and
answers will be provided as an addendum to this Request for Proposal.
Submission Deadline
Request for Proposal must be received no later than 5:00 pm Eastern Time on February 6, 2026,
via e-mail. Interested firms must submit one electronic PDF copy via email to
sbrown@newnanga.gov. Request for Proposal received after the due date noted on the cover
sheet will not be accepted. Faxed or hard copy proposals will not be accepted.

Definitions
The following definitions shall apply to and are used in this RFP:
“Respondent” or “Respondents” – refers to the interested persons and/or firms(s) that submit a
Request for Proposal.

hereto.
