I.
DESCRIPTION OF PROJECT AND NATURE OF RFP
A. Overview
The Durham City-County Planning & Development Department is seeking a company to update
historic structures inventories containing 1,718 properties within the eight locally designated historic
districts in City of Durham. The Department will consider the qualifications submitted in response to
this Request for Proposals (“RFP”) and will select a company to conduct the survey under the
direction of a project manager, to be completed by January 2027. The project may be conducted in
stages, with payment divided over three fiscal years (FY2026, FY2027, and FY2028). A contract should
be secured by April 30, 2026, and all funds expended by April 30, 2028. In this RFP, the phrase
“company” includes solo practitioners or firms.
The selected company will enter into a three-year service agreement with the City of Durham, during
which time the selected company(s) will assist the Department in completing the inventory as
described in Section II, Scope of Services.
B. About Locally Designated Historic Properties
City of Durham was incorporated in 1869 and is located within Durham County, in central North
Carolina. It is a Certified Local Government (CLG), operating under an agreement signed in 1989. The
City of Durham has a total of eight local historic districts, containing 1718 parcels, and occupying a
total combined land area of approximately 0.83 square miles; their distance from the city center
ranges from zero to three miles. The Downtown Durham Local Historic District is commercial in
character; the remaining seven districts (Cleveland Street, Holloway Street, Fayetteville Street,
Golden Belt, Morehead Hill, Watts-Hillandale, and Trinity Heights) are considered residential,
although they may contain commercial properties.
The preservation plan for each local historic district identifies that district’s period of historical
significance; an inventory within each plan then indicates whether the primary structure on each
parcel contributes or does not contribute to the district's historic character, resulting in a
classification of “Contributing” or “Non-Contributing.” The boundaries for each district have already
been determined by ordinance and are not subject to change. The periods of significance are also
not subject to change at this time.
C. General Information and Minimum Eligibility Requirements
The City of Durham requests companies submit a Statement of Qualifications to update the
architectural inventories for eight local historic districts in Durham. This work will be conducted on
behalf of the Planning & Development Department as specified in Section II, Scope of Services.
As further detailed in Section V, Evaluation Criteria and Selection Process, the material provided in
the Statements of Qualifications, interviews with submitting companies, and interviews with
references will inform the selection process. The fee structure is important, along with the proposal,
but will be secondary to field experience.
All companies responding to this RFP must be properly registered and in good standing with the
North Carolina Secretary of State. Additional eligibility requirements are detailed in Section II, Scope
of Services.

D. Equal Business Opportunity Program (EBOP) Ordinance
It is the policy of the City to provide equal opportunities for City contracting for underutilized firms
owned by minorities and women doing business in the City’s Contracting Marketplace. It is further
the policy of the City to prohibit discrimination against any firm in pursuit of these opportunities, to
conduct its contracting activities to prevent such discrimination, to correct present effects of past
discrimination and to resolve complaints of discrimination. This policy applies to all procurement
services categories.
The goals for this project are 0% M/UBE and 0% W/UBE.
IN ACCORDANCE WITH THE ORDINANCE, ALL PROPOSERS ARE REQUIRED TO PROVIDE
INFORMATION REQUESTED IN THE PROCUREMENT SERVICES FORMS PACKAGE INCLUDED WITH
THIS REQUEST. Proposals that do not contain the appropriate, completed Procurement Services
Forms may be deemed NON-RESPONSIVE AND INELIGIBLE for consideration. The UBE Participation
Documentation Form is required of all proposers. The Request to Change UBE Participation and “UBE
Goals Not Met/Documentation of Good Faith Efforts” forms are not applicable to this RFP.

II. SCOPE OF SERVICES
The selected firm will be responsible for updating the structural inventories within the respective
preservation plan for eight local historic districts to include the contributing status of both primary and
accessory structures. In addition, the inventory should identify the year of construction, historic integrity
(using a 5-point scale), and number of stories of each primary structure; in instances where no structure is
present, the parcel shall be classified as “Vacant.” The boundaries for each district have already been
determined by ordinance and are not subject to change; however, demolitions, new construction,
rehabilitations, and alterations over the years may affect a property’s contributing classification, year of
construction, and historic integrity, as well as the number of outbuildings. Finally, a photograph of each
property should be taken from the street.
A contract must be in place no later than April 30, 2026. Work may begin up to six months after the contract
is executed. The first draft of the revised inventory must be submitted to the Planning & Development
Department for review and comment as early as July 1, 2026, but no later than April 30, 2027. The final draft
of the revised inventory must be submitted to the Planning & Development Department (with notice to the
Project Manager) as early as July 1, 2027, but no later than April 30, 2028.
