Solicitation Summary
The Information Technology Branch at the Maryland State Department of Education (MSDE) is looking to hire an as-needed Subject Matter Expert to perform Operations and Maintenance on Grants AFR. The Grants AFR application is a mission-critical Oracle-based Online Transaction Processing (OLTP) system used by MSDE to manage grant revenue and expenditure data for Local Education Agencies (LEAs). The system calculates award amounts, supports fund disbursement, receives reported expenditures from LEAs, and provides financial reporting to MSDE.
The application integrates with multiple dependent systems including the Financial Data Warehouse (FDW), R*Stars, IBM Cognos Analytics, and Informatica PowerCenter ETL workflows. The system relies on legacy and requires technologies that must be actively maintained to ensure uninterrupted operations.
