CUNY City College of New York, North Academic Center, Boiler Plant Upgrade & Asbestos Abatement
Description:
Genesys Engineering, P.C. (Genesys), as agent for the Dormitory Authority State of New York (DASNY), is seeking qualifications information from firms that would like to participate in a future Bid Solicitation, as the Prime Contractor, for the construction of a project that involves Boiler Plant Replacement.
All interested contractors shall submit a Statement of Qualification and NYS Vendor Responsibility Questionnaire ("VRQ"). Information submitted will be evaluated in order to develop a list of pre-Qualified Bidders for the subject Energy Project that Genesys intends to solicit construction bids for in the fourth quarter of 2025. A short list of three (3) to five (5) firms will be developed. This short list of Pre-Qualified Bidders will receive the Bid Solicitation.
For this project, the successful low bidder, as a condition of being awarded the construction contract, must submit and have approved a project specific Utilization Plan for MBE and WBE Subcontractors in accordance with the goals that will be included in the Bid Documents and must execute a Project Labor Agreement (PLA) that will be included in the Bid Documents.
The list of Pre-Qualified Bidders will be selected by Genesys and will be approved by DASNY. The minimum experience level required is as follows:

Experience serving as a Prime Contractor on DASNY construction projects;

Experience serving as a Prime Contractor for a minimum of five (5) multi-discipline projects that include Asbestos Abatement, General Construction, Structural, Electrical, HVAC, Piping, Instrumentation and Controls, and Water Treatment;

Experience serving as Prime Contractor for at least one (1) projects in excess of $40 Million each;
-
Similar, recent experience with, high pressure steam boilers;
-
The Prime Contractor shall perform one major trade with in-house staff;

Experience in working in and around operating facilities; and
-
Ability to obtain Payment and Performance Bonds for the project.
General Project Description:
The anticipated scope of work for the project includes the following:
City College of New York, North Academic Center, Boiler Plant Upgrade & Asbestos Abatement

Below-grade building drain construction, including excavation, backfill, and thermal and moisture protection. Provide control room uplift station for control room bathroom sewerage to main sewer connection.

Superstructure, including floor construction and sprayed fire-resistive materials and board fire protection.
-
Exterior rigging openings and temporary closures, including brick, walls, doors and louvers.
-
Roofing, including coverings, penetrations and flashings roof specialties.
-
Fire-protection piping and pipe penetrations.
-
Provide supports for new boiler system, balance of plant equipment, heating, ventilating and combustion air equipment, breeching and chimney
-
Temporary boilers at North Academic Center parking lot and Steinman Hall.
-
Natural gas modifications; burner gas main piping, provide gas to temporary boiler.
-
Disconnect, remove and install new the high-pressure gas for new boilers from the gas meter room main connection.
-
Disconnect and remove all associated valves, vents, flow transducers, and filters that are part of the boiler gas main and pilot piping for boilers.

Furnish and install associated valves, vents, flow transducers, and filters that are part of the boiler gas system piping and components for boilers
-
Install new pilot gas train for new boilers.

Domestic cold-water modifications; disconnect and remove storage tank and cold-water branch supply piping and components, disconnect and remove air compressors and compressed air branch supply piping and components.

Disconnect and remove existing booster pumps.
-
Install new cold-water booster pumps skid.
-
Disconnect and remove cold water piping and valves connected to equipment being removed.
-
Disconnect and remove air compressors and associated branch piping.
-
Provide new compressed air piping, valves, filters to new control valves and air tool disconnects required for compressed air system operation.
-
Provide two (2) new air compressor with integral receiver tank and refrigerated air dryer for plant compressed and instrument air.
-
Provide new emergency eyewash/shower stations with tempered water, as indicated on drawings.
-
Install new water softener complete with brine tank, control panel, and instruments.
-
Removal of cold-water connections to existing sample coolers for new boilers.
-
Install cold water connection to each existing sample cooler, coordinate the piping from the sample points to the coolers with the mechanical contractor.
-
Provide new water connection for intermittent blowdown quench on two new intermittent blowdown tanks.
-
Remove existing blowdown tanks and cooling water connections when existing blowdown tanks are removed.
-
Provide new high pressure steam boilers, economizers, boiler auxiliaries and controls.
-
Install of new switchboards, distribution panels and lighting panels.
-
Provide new lighting fixtures and lighting control inside the boiler plant.
-
Install conduits, feeders or branch circuits for all equipment to be fed from new panels and switchboards as indicated on drawings (pumps, boilers, air compressors, switches, vfd's, fans and controls).

Provide feeder connection for all equipment.
-
Provide new carbon monoxide and natural gas detection systems.

Provide new video surveillance system.
-
Provide conduits for BMS, communication and control.
-
Provide power for all control panel. Contractor shall coordinate with control subcontractor for all control panel location.

Water treatment.
-
Asbestos abatement.
In addition to the above, all projects include ancillary trade work, including general construction, HVAC, electrical, etc. The estimated construction cost range is $40 to $45 Million.
Statement of Qualifications
The Statement of Qualifications shall include, at a minimum, a Transmittal Letter and the information requested in the below listed TABS, organized in the same manner.
Transmittal Letter: In the Transmittal Letter, please indicate the contact information for the individual at your firm who will be receiving communications regarding the bidding of the project (Name, address, phone and fax numbers, and email address).
TAB 1: Firm Background
The information in this TAB shall include general information on the company background,
TAB 2: Relevant DASNY Experience
The information in this TAB shall include a list of DASNY projects (minimum of (5) projects and maximum ten (10) projects) where the firm was, or is, the prime contractor. For each of the contracts, provide the following information: 1) Project name; 2) Project location; 3) All project trades (under the prime contract); 4) Firm’s project role; 5) Trade(s) self performed; 6) Dollar value of Prime Contract; 7) Dollar value of all change orders; 8) Year construction completed; 9) DASNY Reference with contact information; and 10) Owner Reference with contact information.
TAB 3: Relevant Project Experience
The information in this TAB shall include a list of projects (Minimum of five (5) projects and maximum ten (10) projects) that clearly demonstrate relevant experience with multi-discipline projects for the replacement of boilers for major facilities, for which the firm has been the Prime Contractor. At least one (1) project shall be in excess of $40 Million. Experience in operating, educational facilities preferred. For each of the projects, provide the following information: 1) Project name; 2) Project location; 3) All project trades (under the prime contract); 4) Firm’s project role; 5) Trade(s) self-performed; 6) Dollar value of Prime Contract; 7) Dollar value of all change orders; 8) Year construction completed; 9) DASNY Reference with contact information; and 10) Owner Reference with contact information.
