Description:

I.        ADVERTISEMENT FOR EXECUTIVE ARCHITECT

UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for the proposed SMUMC 3rd Floor Central Wing (CW) Gastrointestinal (GI) Medical Procedure Unit (MPU) Reconfiguration (UCLA Project #907601.01). Santa Monica UCLA Medical Center (SMUMC) is located at 1250 16th St., Santa Monica, CA 90404. Santa Monica UCLA Medical Center consists of five interconnected buildings, with the Merle Norman Pavilion being the oldest, constructed in 1987 and acquired by UCLA in 1995. The Central Wing, one of the interconnected buildings, is a 99,805 GSF hospital facility comprising three floors above grade and two basement levels, completed in 2012.

The proposed project would renovate and reconfigure approximately 1,200 SF of shelled space on the third floor of the Central Wing at the Santa Monica UCLA Medical Center to create a new Gastrointestinal (GI) Medical Procedure Unit (MPU) and support spaces.

Responses to this RFQ should demonstrate familiarity and experience in the planning, design, and construction administration of a Gastrointestinal Medical Procedure Room including California¿s Department of Health Care Access and Information (HCAi) for OSHPD 1 buildings, National Fire Protection Association (NFPA) regulations, California Department of Public Health requirements (Title 22), and Americans with Disabilities Act (ADA).  The construction cost for the project has not yet been determined; however, it is anticipated to be between $3 and $5 million, depending upon the project phasing and the agreed scope of work.

The final selection and appointment of the architect for the proposed project are contingent upon project approval by the University of California Board of Regents or their delegated authority and per the California Environmental Quality Act (CEQA).  The project is subject to review and approval by the UC Board of Regents or their delegated authority.

The selection committee will base its review of the Executive Architect¿s submitted proposals and selection on the Selection Criteria form (Attachment A). This RFQ is for full design services comprising basic architectural services. The services include schematic design, design development, interior package, construction documents, cost estimate, assistance during the bid/award phase, construction administration, record documents, and project closeout.

The design shall comply with the University of California Policy on Sustainable Practices concerning green building design and energy efficiency. The project must meet the California Energy Code (Title 24) energy efficiency standards and apply sustainability principles to the systems, components, and portions of the
renovated building.

The complete RFQ packet will be available at http://www.uclaplanroom.com on Wednesday, September 3, 2025.  Responses to the RFQ are due by or before 10:00 a.m. on Friday, September 26, 2025.  To download the packet, you must create a login and password. Registration instructions are available at https://www.uclaplanroom.com/help/account.register.  Once in the UCLA Planroom, click the "RFQ" tab and search for the project to download.  Within the project "RFQ Document" tab, download (1) RFQ, (2) the Planroom RFQ-Upload Instructions, and (3) Appendix C and D Instructions.

Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy.  Each Candidate Firm may be required to show evidence of its Equal Employment Opportunity policy.
