INVITATION FOR BIDS
Submitted bids will be opened electronically at 11:00 AM on Friday, November 21, 2025; and will be posted to the
Vermont Agency of Transportation website. The time of receiving and opening bids may be postponed due to
emergencies or unforeseen conditions.
ADDITIONAL BID INFORMATION: Be advised that the Vermont Agency of Transportation has shortlisted the following
contractors to participate in the Contractor Input During Design Process for Chester BO 1442 (39).
1) Beldon Construction LLC
2) Cold River Bridges, LLC
3) Kubricky Jointa-Lime LLC
4) Miller-Construction, Inc.

LOCATION: IN THE TOWN OF CHESTER, APPROXIMATELY 3.5 MILES NORTH OF THE INTERSECTION OF VT
ROUTE 103 AND VT ROUTE 11 JUST WEST OF VT 103 IN BETWEEN THE TH-18 (THOMPSON RD) AND TH-78
(JEWET RD JUNCTIONS.
TYPE OF CONSTRUCTION: THE PROJECT CONSISTS OF THE DEMOLITION OF TWO EXISTING BRIDGES THAT
CROSS THE WILLIAMS RIVER IN THE TOWN OF CHESTER JUST WEST OF VERMONT 103; BRIDGE NO. 62
THOMPSON ROAD/ TH-18, AND BRIDGE NO. 72, JEWETT ROAD/ TH-78, THE CONSTRUCTION OF A SINGLE
REPLACEMENT BRIDGE, THE CONSTRUCTION OF A NEW THOMPSON ROAD AND AN EXTENSION OF JEWETT
ROAD TO CONNECT THE ROADWAYS ON THE WEST SIDE OF THE RIVER.
CONTRACT COMPLETION DATE: This Contract shall be completed on or before October 15, 2027.
BID BOND: Electronic bid bond to be submitted in the amount of 5% of the Contractor's bid.
ENGINEER's ESTIMATE: For this proposal the Engineer's Estimate is Category E.

QUESTIONS: During the advertisement period, all questions shall be addressed solely to the Office of Contract
Administration via email: AOT.ConstructionContractingInquiry@vermont.gov. All inquiries must be received by 4:30pm on
Wednesday, November 12, 2025.
PREQUALIFICATION OF CONTRACTORS: All bidders on this project must hold both current annual Prequalification
with the Vermont Agency of Transportation through the "Contractor's Experience Questionnaire and Financial Statement"
and unconditioned project-specific approval through the "Standard Form - Request for Proposal" CA-82 form. These
documents are available at: https://vtrans.vermont.gov/sites/aot/files/contractadmin/documents/PreQualCA82.pdf, and
must be submitted/uploaded through the iCXWeb website at: https://vtrans.exevision.com/icx/Index.aspx
STANDARD SPECIFICATIONS: The work to be performed under this Contract shall be in accordance with the 2024
Standard Specifications for Construction, as modified. The Standard Specifications are available on the Vermont Agency
of Transportation website.

Specifications for Construction. The Railroad Protective Liability Form is not included in the Proposal. The form will be
provided by the successful Bidder's insurance company.
