Dutch Harbor Cable Television Services - Notice of Contract Action

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Commercial Cable Television Services for 2 residential USCG occupied units in Dutch Harbor, AK, where deployed crew members stay in berthing. The period of performance for this requirement is from May 1, 2025, through April 30, 2028, should all options be exercised. The vendor will Telealaska (Fastwyre), 201 East 56th Avenue, Anchorage, AK 99518, UEI: MD6AANL9QR87.

This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. The subject vendor is the only vendor that currently provides basic cable service in Dutch Harbor, Alaska. At present, no other commercial provider can provide the requested services, nor do they have the infrastructure in place for the designated area. The government will continue to conduct market research over the term of this contract to identify other sources that may be able to provide cable television services, to enable competition for future requirements of this nature.

USCG Base Kodiak, Kodiak AK 99619 will be the procuring entity for this effort. Performance will be located at Dutch Harbor, AK 99692. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 516210.

This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 31 Jan 2025, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
