Description:

The City of Oswego, NY (Owner) is requesting Bids for the construction of the following
project:

WEST FIRST STREET (NYS ROUTE 48) SAFETY IMPROVEMENTS
BID REFERENCE: OSC-001-25

The Owner is the City of Oswego and the work site is located on West First Street. The project limits extend from: Utica Street south to approximately 500 feet south of Murray Street.

Bids to be considered must be received in a sealed envelope at the Office of the Purchasing Director, 421 Montgomery Street, Syracuse, NY 13202 until 2:00 PM (local time) on Tuesday February 18, 2025 at which time they will be publicly opened and read aloud. Bids received after the above noted time will not be accepted.

Prospective bidders must submit their bid in a sealed envelope that is clearly marked with the name of the bidder, company address, the name of the project for which the bid is submitted, the bid reference number, and the date the bid is due. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed as specified in the bid form. Faxed bids are unacceptable.

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: replacing of existing curb and concrete sidewalks, upgraded signing and striping, improvement to drainage system, new pedestrian traffic signals, water main replacement and pavement rehabilitation and reconstruction of West First Street.

A non-mandatory pre-bid conference will be held on the 3rd floor Conference Room of City Hall, 13 West Oneida Street, at 10:00 am on Tuesday February 4th, 2025

Digital PDF copies of Bidding Documents may be obtained at no expense from C&S Engineers, Inc. by providing contact information to jreina@cscos.com. Download instructions will be provided upon notification. The Bidder will be responsible for any and all printing of plans and specifications as deemed necessary in order to prepare their Bid. Partial sets of Bidding Documents will not be available. Neither the Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, obtained from sources other than the Issuing Office. All Contractors submitting a bid must have submitted a formal request and be on the plan holders list.

This is a local project and NYSDOT Standard Specifications, officially finalized and adopted on January 1, 2025 as posted on the New York State Department of Transportation’s website must be followed by the successful bidder.

This is a unit price bid as described in the Information for Bidders.

Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders.

The City of Oswego reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids. Any bid may be withdrawn prior to the advertised time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. In accordance with NYS General Municipal Law, Section 105, no bidder may withdraw a bid within 45 days after the actual opening thereof. Receipt of bids by the City of Oswego shall not be construed as authority to bind the City of Oswego.
