The City of Calgary (The City) identified Call to Action #82 in the White Goose Flying Report to establish a permanent memorial which will commemorate all Indian Residential School survivors, day school survivors, lost children, and inter-generational trauma survivors. The intention is to provide a safe place for people to come to pay respects and to remember these dark times in Canada, as well as create a reconciliatory environment, thereby advancing Call to Action #82.
Commemoration reinforces the historical reality that Indigenous Peoples inhabited this land before the arrival of newcomers. Monuments and collaborative art further underscore its enduring significance in the collective memory of Calgarians.
This memorial is a critical component of the East Village and The Confluence Site Concept Plan and reflects a partnership between The City and The Confluence Historic Site and Parkland as a commitment to the advancement of Truth and Reconciliation.

This two-stage design competition is to secure a qualified Indigenous lead designer for the Indian Residential School Memorial. Individuals or design teams are welcome to apply, this includes professional Indigenous artists. It is imperative for this project that people with lived experience of the Indian Residential School system, either as survivors, inter-generational survivors, 60’s scoop survivors, or in general, Indigenous, Inuit or Métis Peoples in Canada, lead the design and construction of the Indian Residential School Memorial.
Participants will first compete in a Request for Prequalification (RFPQ) to become one of up to five (5) shortlisted teams. These shortlisted teams will receive an honorarium to complete a design concept in the Request for Proposal (RFP) stage. The shortlisted concepts will be shared for public input and reviewed by a jury of industry experts to select the winning concept. The winning team will have the opportunity to enter into a contract with The City to complete the detailed design and construction contract administration stages of the project.
