RFP ERO DO #101-F-2-25/26 - Background Checks For Volunteers

The County Commissioners of Carroll County (“County”) are requesting detailed proposals from Providers who specializes in providing necessary Background Checks for Volunteers (“Project”) for the Department of Fire & EMS (“DFEMS”) and the Carroll County Department of Recreation and Parks (“CCRP”). The purpose of CCRP’s Background Check Program is to ensure that every individual who interacts with children, elderly, mentally challenged etc. undergoes a yearly criminal history records check. DFEMS will also require background checks for volunteers. The interests of DFEMS relative to members and their backgrounds are focused on operational members who are engaged in the delivery of emergency services as a function of the County. It must also include those members engaged in any fire company youth programs as either leader or advisor. The total number of background screening to be conducted could range from 500 – 1500 for DFEMS and 500 to 5000 for CCRP annually; however, there is no guarantee as to the number of background checks that will be required during the one-year period or subsequent years. Providers must submit proposals that serve the needs of both DFEMS and CCRP as detailed in the scope of work.
