Description:

The City’s Community Services Department operates and maintains parks, open spaces, facilities, and public spaces, which include Malibu Bluffs Park and Legacy Park. These parks have the highest visitation rate in the City and have become a central congregation site for people experiencing homelessness. The City has documented camping, storage of personal belongings and shopping carts, trespassing, damage to park property, and illegal activity at these parks. While City staff, the Los Angeles County Sheriff’s Department, and the City’s Homeless Outreach Team conduct regular field checks, it is not feasible to control illegal activity at all times of the day.

To deter, address, and report illegal activity at Malibu Bluffs Park and Legacy Park, the City seeks to contract park security services. Hiring park security guards would enhance current efforts to improve public safety. Additional safety measures that have already been implemented by the City include updated signage and outreach efforts. Staff are also in the process of adding security surveillance systems which will be integrated into the Los Angeles County Sheriff’s Department’s Real-Time Watch Center.

In November 2025, Council approved a 120-day contract for armed guard services at Malibu Bluffs Park and Legacy Park to improve public safety, and the City has worked with an existing contractor to provide these services since December 10, 2025. The City is issuing this Request for Proposals (RFP) for park security services to award a long-term contract for security services to continue to address criminal activity and achieve consistent public safety coverage at two of the City’s most visited parks.

The ideal Park Security Services contractor will provide comprehensive park security services in accordance with the City’s Municipal Code and work collaboratively with all City Departments and Los Angeles County Sheriff’s Department Deputies to ensure public safety during the hours of operation. The ideal Park Security Services Contractor will provide marked vehicles for on-duty park security guards to enhance visibility. The park security guards are to abide by a Code of Conduct provided by the hiring company to the City. The park security guards are to be armed as a deterrent given the potential for altercation and are to patrol in a pair as an extra layer of security.

INTRODUCTION
The City of Malibu is requesting written qualifications from Park Security Service Providers
for the provision of comprehensive Park Security Services at Malibu Bluffs Park and Legacy
Park to enhance public safety.
BACKGROUND
The City of Malibu (City) is a coastal city located in the northwestern portion of Los Angeles
County, California, with a population of approximately 10,000. The City is a general law city
incorporated under California law in 1991. It operates under the Council/Manager form of
government and is considered a contract city. The five Members of the City Council are
elected at-large. They serve staggered four-year terms, with the Mayor being selected from
among the Councilmembers. The City covers approximately 21 miles along the coast and
offers a full range of municipal services, including management and administrative
services, building safety, community services, public safety and preparedness,
environmental sustainability, planning, public works, and engineering. Police and fire
services are provided via contract with Los Angeles County. Other services, such as the
City Attorney, water, street maintenance and garbage collection services, are also provided
via contract or from Los Angeles County. The City’s Adopted Fiscal Year 2025-2026
General Fund Operating Budget is $60.1 million and the City’s Overall Operating Budget is
$81.8 million.

SCOPE OF WORK
The City is requesting written qualifications from park security service providers for the
provision of comprehensive park security services at Malibu Bluffs Park and Legacy Park
to enhance public safety for a two (2) year period.
The professional services provider will be required to perform the following:
1) Provide and manage two (2) armed guards and one patrol vehicle for
comprehensive park security services at Malibu Bluffs Park (24250 Pacific Coast
Hwy) and Legacy Park (23500 Civic Center Way) in the City of Malibu. The two (2)
armed guards are to be certified for firearm use through the Bureau of Security
and Investigative Services (BSIS), and must pass all required background
checks required by the hiring company.
2) The two (2) armed guards must patrol Malibu Bluffs Park and Legacy Park seven
(7) days a week for eight (8) or twelve (12) hours at a time to be determined. Patrol
areas include everything within the park property, including but not limited to
walkways, playgrounds, park sheds, parking lots, and brush areas outside the
walkways. The times of coverage can be extended, as needed, upon mutual
written agreement between the Community Services Department Director or their
designee and the professional services provider.
3) The two (2) armed guards are to ensure compliance with the Malibu Municipal
Code and report illegal activity to the Los Angeles County Sheriff’s Department,
Lost Hills Station, as needed and appropriate under the circumstances. Illegal
activity includes but is not limited to the establishment of encampments, open
flame, cooking, smoking, graffiti, public intoxication, damage or destruction to park
property, and other public nuisances.
4) The two (2) armed guards, or a designee of the professional services provider, are
to establish incident documentation and reporting procedures to alert City staff of
illegal activity within the areas of coverage.
5) The two (2) armed guards are to respond promptly to calls and other
communications from City staff and contractors, generally, but not limited to, the
hours of service that are determined by the City, to address City concerns.

6) The two (2) armed guards, or a designee of the professional services provider, is
to participate in community meetings and conduct check-ins, as needed, with the
City’s Community Services and Public Safety Departments to provide an overview
of criminal activity, community behavior, traffic, and other concerns occurring
within the patrol areas.
THE PROPOSAL
Each proposal must include the following information:
1. Organization, Credentials and Experience
a. Provide a summary of the company’s qualifications, credentials and
experience related to the project.
b. Describe the size of your company and indicate the principal company
official(s) and other personnel who will be assigned to work on behalf of the
City.
c. Provide a list of three of the company’s prior clients with contact information
(names, titles, addresses, phone numbers and email addresses) for the
appropriate persons at the client organization that the City can contact.
2. Understanding of the Scope of Work
Provide a narrative reflecting the company’s understanding of the Scope of Work and
a detailed proposal to implement the project.
3. Professional Services Agreement
The selected company must use and comply with the terms and conditions of the
City’s standard Professional Services Agreement, as provided in the attachment to
this RFP.
4. Insurance
The company must be able to supply a Certificate of Liability Insurance.
5. Litigation
Firms are required to list past, current, or pending litigation resulting from professional
services rendered over the past five years. If a court or an arbitrator rendered a
decision, state the results.
6. Fees
Under a separate cover, provide a rate proposal for the services to be provided that
includes personnel costs, overhead, and supplies needed to support park security
operations. The City is requesting a rate proposal for an 8-hour per day and 12-hour
per day shift. The rate proposal is to include holiday and overtime rates, which are to
be approved as needed by the City. The hours of service are to be determined, and
coverage will be required seven (7) days a week.

Clarifications: The City will respond to requests for clarification to the RFP in written
Addendum(s), as needed. Inquiries should be directed by email only to Kristin Riesgo at
KRiesgo@malibucity.org. No verbal requests will be accepted. All requests for clarification
must be received by Wednesday, February 18, 2026, at 4:00 p.m. Addendum(s) will be
added to the City of Malibu’s website, www.MalibuCity.org/bids, by Monday, February 23,
2026. The City will not conduct a pre-bid walk-through.

and submitted on a flash drive. If submitting through email, please do not exceed 40MB.
All proposals are due no later than 4:00 p.m. on Friday, February 27, 2026. All proposals
received after the deadline will be considered non-responsive. The City reserves the right
to extend the deadline or accept a late submittal with good cause shown.
Response Preparations: No reimbursement will be made by the City for costs incurred in
the preparation of the response to this request for qualifications. Submitted materials will
not be returned and become the property of the City of Malibu.
Right to Reject Proposals: Submission of a proposal indicates acceptance by the
company of the conditions contained in this request for proposals unless clearly and
specifically noted in the proposal submitted and confirmed in the agreement between the
City of Malibu and the organization selected. The City reserves the right without prejudice
to reject any or all proposals.
