SOZO - Lymphedema Surveillance Equipment

SUNY UPSTATE MEDICAL UNIVERSITY (“UPSTATE”) intends to make an award under its discretionary authority, pursuant to NYS Education Law §355(5)(a), which is up to $125,000, for SOZO - Lymphedema Surveillance Equipment. A sealed bid will not be held. Detailed Specifications/Requirements:

A lack of proactive early detection and treatment of lymphedema leads to patients burdened with the potential of a lifetime of 1) uncontrolled extremity swelling, 2) loss of range, motion and strength, and 3) wearing compression sleeves up to 24 hours per day depending on the severity. Bioimpedance Spectroscopy (BIS) technology for lymphedema surveillance is now within the National Comprehensive Cancer Network (NCCN) Guidelines. The selected vendor must be able to provide the following:

To assist in providing treatment and care planning for patients who are prone to lymphedema, a non-invasive yet highly accurate device and system to screen and provide measurements of body composition for upper extremities is required at both the Upstate Cancer Center and the Upstate Bone and Joint Center.

Minimum Qualifications of Eligible Organizations:

• Vendor’s firm must have at least five (5) continuous years of experience providing the devices and services requested above.
• Vendor must be authorized to do business in New York State.
• Device maintenance, installation, training and license fees must be included in the quote.
• Vendor’s device should provide a fast, simple, painless way to facilitate the clinical assessment of lymphedema in Upstate patients.

This procurement is subject to NYS Finance Law (“SFL”) §§139j&k, also known as the Lobbying Law, therefore, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed below. Contacting any other individuals at Upstate in connection with this advertisement may constitute a violation of SFL. Failure to comply with this requirement can range from no contract award to debarment from sales to any NYS agency.
