Request for Proposal: Interior Painting

2. Introduction

The Village of Glen Carbon is committed to preserving and maintaining its historic properties and seeks proposals from qualified and licensed contractors to identify lead-based paint areas and encapsulate them according to mitigation standards. The selected contractor will ensure that the Glen Carbon Heritage Museum’s interior walls, trim, and ceilings are painted according to standards set by the National Register of Historic Places and Federal Preservation Laws.

3. Scope of Work

The successful proposer shall furnish all labor, equipment, tools, parts, and materials required to perform the following services for the interior painting work at the Heritage Museum. This should also include a timeline and discussion of any required Museum closings.

3.1. Initial Assessment and Site Visit

Measurement of all proposed spaces to be painted.

Review of previous lead abatement work.

Identification of any extenuating circumstances or necessary project inclusions.

3.2. Lead Inspection and Testing/Risk Assessment

Perform comprehensive lead testing on surfaces to be painted to ensure documentation of the presence, type, severity, and location of lead-based paint hazards through appropriate testing methods and tools for future maintenance.

Provide a report on lead test findings, indicating impacted areas.

Coordinate with the Village of Glen Carbon Maintenance Staff and Museum Staff when necessary.

3.3. Painting

Work with Museum Manager to schedule testing and work dates and discuss movable and immovable exhibitions and cases.

Paint ceilings, walls, and trim white (include discussion of appropriate finishes) with lead encapsulation paint where required and use care to avoid paint drips and spills on the carpets or original 1914 wood flooring.

Submit work updates and reports to the Village as requested.

4. Building Information

1. Heritage Museum: 124 School Street, Glen Carbon, IL 62034

1. Formerly Glen Carbon School

The structure was built in 1914 and used as the Glen Carbon School until 1954. At that time, it was sold to the Village of Glen Carbon and used as Village Hall and the Police Department. In 1989, the current Village Hall building was opened, and work was done to turn the 1914 building into the Glen Carbon Library. In 2004, more renovations were done and the Heritage Museum was opened in 2005. The property was added to the National Register of Historic Places in 2014.

The building contains three levels and utilizes the original 1914 layout with few additions. The top two levels have two rooms, each measure 30’x25’ and contain a 5’x25’ closet at the back of each room. The lower level has a back entry and two large rooms—a collections storage area and a public workroom each measuring 35’x25’. The workroom also has a small maintenance closet and kitchenette. The corridor in the lower level includes an office built under the stairs and is not required to be painted for this project. At the back of the property is an emergency stairwell, an entry or exhibition alcove, and an elevator. These additions were completed in 1997 and are not subject to lead paint mitigation standards, however, the exhibition alcoves should be painted to match the rest of the museum.

5. Proposal Requirements

Proposals must be submitted in a sealed envelope clearly marked "RFP: Heritage Museum Painting" and addressed to Samantha Doolin, Museum Manager. Submissions must include:

1. Cover Letter: A brief letter expressing interest and confirming the proposer's ability to meet all requirements.

2. Company Qualifications: A summary of the company's background, including proof of licenses for IDPH Lead Abatement, certifications, and others as required by the extent of work as well as experience with similar projects.

3. Scope of Services: A detailed explanation of the approach to meeting each item in the Scope of Work.

4. Proposed Pricing: A cost proposal outlining initial assessment costs, testing fees, and painting supply and labor costs.

5. References: A minimum of three professional references from similar or closely related painting and lead paint mitigation projects.

6. Personnel: Resumes or qualifications of key staff to be assigned to the project.

6. Submission Deadline

All proposals must be received by March 30, 2026, at 3:00 P.M. turned into Village Hall Finance Office in an envelope marked Heritage Museum Painting Proposal. Late proposals will not be accepted. Bids will be opened and publicly read aloud on March 30, 2026, at 3 P.M. at Village Hall—151 N. Main St. Glen Carbon, IL 62034.

7. Evaluation and Award

The Village of Glen Carbon reserves the right to reject any or all proposals and to waive any informalities. The Village intends to award the contract to the proposer whose submission is deemed most advantageous to the Village, based on factors including price, qualifications, experience, and the overall quality of the proposal.

8. Vendor Site Visit

All prospective vendors are required to schedule an initial site visit to the Heritage Museum by March 18, 2026, prior to submitting a proposal. 9. Additional Information

The Village of Glen Carbon is a municipality of the State of Illinois. A copy of the most recently adopted Prevailing Wage ordinance is available for review on Illinois Department of Labor Department’s official website. In the performance of this contract, the contractor is hereby put on notice that the contractor may be required to comply with the Prevailing Wage ordinance of the Village of Glen Carbon, and it is the responsibility of the contractor to ensure full compliance with the Prevailing Wage ordinance as may be required.

The Contractor is advised that the prevailing rate of wages may be revised by the Illinois Department of Labor and such revisions are available on the Department’s official website. IT IS THE DUTY OF THE CONTRACTOR TO PAY PREVAILING RATE OF WAGES AS MAY BE REVISED FROM TIME TO TIME.

That the Project Labor Agreement (“Agreement”) will be used by all contractors doing business with the Village on any construction project, except those projects that are estimated to be less than $20,0000 or financed with Motor Fuel Tax (“MFT”) funds.
