INVITATION TO BID

Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerk’s office through February 11, 2025 up to 11:00 a.m. as shown on the clock on the east wall of the City Clerk’s Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this “Invitation to Bid.” Bids must be delivered and received at the City Clerk’s office by the above-stated time, regardless of delivery method, including U.S. Mail. All bids will be opened and read publicly aloud immediately following 11:00 a.m. for the City of Kent project named as follows:

Woodford Ave North Drainage Improvements Project Number:  20-3018 / 23-3012.2 Bid Documents

The City Clerk will read the bids out loud from the Clerk’s office. Individuals can stand in the lobby outside the Clerk’s office during the bid opening to hear the bid results.

The 81 st Avenue Pump Station project consists of the replacement of 81 st Avenue Pump Station with a higher capacity package pump system.  This work includes the decommissioning and removal of the existing pump hardware, the installation of a package pump system, its control systems, and related piping.  This work also includes related water, stormwater conveyance, pavement, and pedestrian improvements. It is the City’s goal to have the new pump station installed and in operating condition by December 1, 2025.

The Woodford Avenue Drainage Improvements project will retrofit the storm system around Woodford Ave N and E James Street by adding catch basins and pipes for a new direct storm connection into the James Street Stormwater Pump Station.  The project includes installation of two new 72-inch Type II catch basin structures on the east side of Woodford Ave N, an in-line check valve and a knife gate valve with about 30 LF of 18-inch DI stormwater pipe. Due to proximity to the Mill Creek Middle School, all work on Woodford Ave N shall be done during the school summer break (between June 23, 2025 and August 15, 2025), to minimize traffic impacts and school disruptions.

The Engineer’s estimated range for this project is approximately $2,320,000-$2,590,000. Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered.

Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Plans and specifications can also be downloaded at no charge at https://www.kentwa.gov/pay-and-apply/bids-procurement-rfps . Copies of the WSDOT Standard Specifications are available for perusal only.

Apprentice Utilization Requirements are mandatory for all public works estimated to cost one million dollars or more, in which case no less than 15% of the labor hours must be performed by apprentices. KCC 6.01.030.

A cashier’s check, cash or surety bond in the amount of 5% of the bid must be included with the bid.

The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof. Note: The award of the contract will not occur until the City of Kent has reviewed all bids for responsiveness and responsibility determinations and the Kent City Council has formally awarded the contract.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the President’s Executive Order No. 11246.

The City of Kent, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

No bidder may withdraw his/her bid for a period of sixty (60) days after the day of bid opening.
