The City of Montrose is requesting formal bids through the Invitation for Bid process to complete the Iris Court Emergency Culvert Replacement Project.  Bids shall be submitted electronically to For security reasons, you must enable JavaScript to view this E-mail address. and will be publicly received on December 18, 2025 3:00 PM.  Electronic bids will be opened online via Zoom at https://tinyurl.com/IrisCulvertBidOpen and in person at Montrose City Hall, 400 East Main Street, Montrose, CO 81401.  Late bids will not be accepted and it is the responsibility of the bidders to ensure that bids (including signed addenda) arrive by 2:00 PM on the date listed above.

Complete bid packets can be downloaded from the City web page at www.cityofmontrose.org under Department Services, Purchasing, and Open Bids.  Addenda will be posted to the website and it is the bidder's responsibility to download, review, sign, and include addenda with their bid.

The City reserves the right to accept or reject any or all bids, to waive irregularities and/or informalities and to disregard all non-conforming, non-responsive, unbalanced or conditional bids. GENERAL NOTES AND SPECIFICATIONS
DESIGN STANDARDS AND SPECIFICATIONS
1. UNLESS NOTED OTHERWISE, THE CITY OF MONTROSE STANDARDS AND
SPECIFICATIONS FOR THE DESIGN AND CONSTRUCTION OF PUBLIC IMPROVEMENTS
(DATED MAY 2012) CONTROL CONSTRUCTION OF THIS PROJECT.
2. IN SOME INSTANCES, REFERENCES ARE MADE TO COLORADO DEPARTMENT OF
TRANSPORTATION (CDOT) STANDARDS AND MATERIALS BOTH ON THESE PLANS AND
WITHIN THE CITY OF MONTROSE STANDARDS. THIS REFERENCE IS TO THE 2021
EDITION OF THE CDOT STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE
CONSTRUCTION AND 2019 CDOT M&S STANDARD PLANS.
3. THE CONTRACTOR SHALL HAVE IN THEIR POSSESSION AT ALL TIMES HARD COPIES OF
THE PROJECT DRAWINGS AND ALL REFERENCE DESIGN STANDARDS AND
SPECIFICATIONS.
REQUIRED NOTIFICATIONS AND SUBMITTALS
1. THE CONTRACTOR SHALL VERIFY ALL FIELD DIMENSIONS AND ELEVATIONS PRIOR TO
CONSTRUCTION. THE CONTRACTOR SHALL NOTIFY THE ENGINEER IF THERE ARE ANY
ERRORS OR OMISSIONS IN THE PROJECT PLANS AND/OR CONFLICTS WITH EXISTING
FACILITIES.
2. CONTRACTOR SHALL SUBMIT ANY CHANGE OR DEVIATION FROM THE PROJECT PLANS
TO THE ENGINEER FOR APPROVAL PRIOR TO CONSTRUCTION.
3. PRIOR TO CONSTRUCTION, THE CONTRACTOR SHALL IDENTIFY DISPOSAL SITES FOR
ANY MATERIALS LEAVING THE PROJECT AREA. IF MATERIALS ARE BEING TAKEN TO
ANYWHERE BESIDES A REGISTERED LANDFILL OR GREEN WASTE FACILITY,
CONTRACTOR SHALL PROVIDE WRITTEN AGREEMENTS FROM RECEIVING PROPERTY
OWNER INDICATING THEIR ACCEPTANCE OF THE MATERIAL AND ANY CONDITIONS
FOR USE OF THEIR SITE. FOLLOWING PROJECT COMPLETION, THE CITY OF
MONTROSE WILL ALSO REQUIRE WRITTEN VERIFICATION FROM THE PROPERTY
OWNER THAT THESE CONDITIONS WERE MET BEFORE RETAINAGE IS RELEASED.
4. SHOULD HAZARDOUS MATERIALS BE ENCOUNTERED ON THE SITE CONTRACTOR
SHALL LEAVE SUCH MATERIALS UNDISTURBED AND SHALL CONTACT THE OWNER FOR
DIRECTION REGARDING HANDING AND DISPOSAL OF THE MATERIALS.
SPECIAL INSPECTIONS AND TESTING
1. SPECIAL INSPECTIONS SHALL BE PROVIDED BY THE PROJECT ENGINEER. SPECIAL
INSPECTIONS ARE REQUIRED FOR THE FOLLOWING WORK.
A. BOTTOM OF EXCAVATIONS FOR LINE, GRADE, AND CONDITION PRIOR TO
PLACEMENT OF BACKFILL
B. UTILITY INSTALLATIONS FOR LINE, GRADE, AND CONDITION PRIOR TO
PLACEMENT OF BACKFILL
C. PREPARED BASE COURSE AND SUBGRADE FOR LINE, GRADE, AND CONDITION
PRIOR TO PLACEMENT OF PAVEMENT OR CONSTRUCTION OF CURB AND
GUTTER, SIDEWALKS, OR DRIVEWAYS
D. ALL CONCRETE WORK, FORM WORK, AND REINFORCING STEEL
THESE INSPECTIONS ARE PROVIDED FOR THE CITY'S BENEFIT WITH THE INTENT OF
IDENTIFYING ANY PROBLEMS PRIOR TO CONSTRUCTION OF PROJECT COMPONENTS.
THE INSPECTIONS DO NOT RELIEVE THE CONTRACTOR OF ANY LIABILITY FOR PROJECT
QUALITY OR CONFORMANCE WITH THE PLANS.
2. MATERIALS TESTING SHALL BE CONDUCTED IN ACCORDANCE WITH THE CITY OF
MONTROSE STANDARD SPECIFICATIONS BY AN INDEPENDENT, ACCREDITED
COMPANY HIRED BY THE CONTRACTOR. MATERIALS TESTERS AND LABORATORIES
COLLECTING SAMPLES, ANALYZING MATERIALS, OR PERFORMING TESTS SHALL BE
CERTIFIED AS REQUIRED BY APPLICABLE AASHTO AND CDOT TEST PROCEDURES FOR
MATERIALS TESTING. THIS TYPICALLY INCLUDES COMBINATIONS OF ACI, WAQTC,
CAPA, AASHTO, ARL, AND/OR LABCAT CERTIFICATIONS DEPENDING ON THE TEST.
3. ALL MATERIALS TESTING SHALL BE PAID FOR BY THE CONTRACTOR. ALL QUALITY
CONTROL/MATERIALS TESTING SHALL BE INCLUDED WITH THE WORK AND WILL NOT
BE PAID FOR SEPARATELY.
4. THE CITY SHALL BE NOTIFIED IMMEDIATELY VIA TELEPHONE OR EMAIL OF ANY
FAILING TESTS TO INCLUDE, BUT NOT BE LIMITED TO, COMPACTION, CONCRETE AIR
CONTENT, CONCRETE SLUMP, ETC.
5. THE CONTRACTOR SHALL PROVIDE THE CITY A MINIMUM 24-HOUR ADVANCE NOTICE
FOR ALL SPECIAL INSPECTIONS. DELAYS INCURRED BY FAILURE TO PROVIDE THE
PROPER ADVANCE NOTICE SHALL BE PAID FOR BY THE CONTRACTOR.
GENERAL NOTES
1. THE CONTRACTOR SHALL HAVE FULL AND COMPLETE RESPONSIBILITY FOR JOB-SITE
SAFETY AND SHALL PERFORM ALL WORK IN CONFORMANCE WITH ALL FEDERAL,
STATE, AND LOCAL SAFETY REGULATIONS.
2. THE CONTRACTOR SHALL PERFORM THE WORK IN CONFORMANCE WITH ALL
FEDERAL, STATE, AND LOCAL ORDINANCES, REGULATIONS, AND LAWS.
3. LOCATION OF ALL EXISTING UTILITIES (PUBLIC OR PRIVATE) SHALL BE IDENTIFIED OR
VERIFIED BY THE CONTRACTOR PRIOR TO CONSTRUCTION OF PROJECT
COMPONENTS. FOR INFORMATION CONTACT: UTILITY NOTIFICATION CENTER OF
COLORADO (UNCC, 811) AND LOCAL UTILITY OWNERS AS NECESSARY. THE
CONTRACTOR SHALL BEAR THE FULL COST OF REMOVAL, REPLACEMENT, AND DELAY
RELATED TO UNVERIFIED EXISTING UTILITIES.
4. THE POTENTIAL EXISTS FOR UNKNOWN UTILITIES NOT MARKED ON THE DRAWINGS
TO BE PRESENT WITHIN THE PROJECT AREA. THE PROJECT ENGINEER SHOULD BE
NOTIFIED IF SUCH UTILITIES ARE ENCOUNTERED.
5. CONTRACTOR SHALL BE RESPONSIBLE FOR PROTECTING ALL UTILITIES AND CULVERTS
THROUGHOUT CONSTRUCTION. ANY UTILTIES DAMAGED BY THE CONTRACTOR
SHALL BE RESTORED TO THEIR PRE-PROJECT CONDITION AT THEIR COST.
6. DURING THE COURSE OF CONSTRUCTION, THE CONTRACTOR IS RESPONSIBLE FOR
LOCATING AND PROTECTING NEWLY INSTALLED UTILITIES FROM DAMAGE WITHIN
THE PROJECT AREA. THE RESPONSIBILITY FOR LOCATING UTILITIES WILL BECOME
THAT OF THE CITY OF MONTROSE FOLLOWING FINAL ACCEPTANCE.
7. THE CONTRACTOR SHALL FAMILIARIZE HIMSELF WITH LOCAL CONDITIONS AND THE
SPECIFICATIONS OF THE GOVERNING ENTITIES AND EXAMINE THE SITE, MAKE TESTS,
AND PERFORM EXPLORATIONS DEEMED NECESSARY TO EVALUATE THE SURFACE
AND SUBSURFACE PHYSICAL CONDITIONS OF THE SITE IN ORDER TO PERFORM THE
WORK UNDER THE CONDITIONS THAT EXIST ON THE SITE, IN ACCORDANCE WITH
THE CONTRACT DOCUMENTS AND FOR THE CONTRACT PRICE.
8. THE CONTRACTOR SHALL PERFORM ALL WORK NECESSARY TO COMPLETE THE WORK
SHOWN ON THE PLANS OR DESCRIBED IN THE SPECIFICATIONS IN A MANNER
SATISFACTORY TO THE CITY'S DESIGNATED REPRESENTATIVE. UNLESS STATED
OTHERWISE, THE CONTRACTOR SHALL FURNISH ALL MATERIALS, EQUIPMENT, TOOLS,
LABOR, AND INCIDENTALS NECESSARY TO COMPLETE THE WORK.
9. IN CASE OF CONFLICT BETWEEN THE DRAWINGS, NOTES, AND SPECIFICATIONS, THE
ORDER OF AUTHORITY SHALL BE: FIRST, THE DRAWINGS; SECOND, THE NOTES;
THIRD, THE STANDARD SPECIFICATIONS.
10. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE ACCEPTANCE AND CONTROL OF
ALL SURFACE AND SUBSURFACE DRAINAGE AND GROUNDWATER ENTERING THE
PROJECT AREA. CONTRACTOR IS RESPONSIBLE FOR PROVIDING DEWATERING IF
NEEDED AT NO ADDITIONAL COST TO THE PROJECT. DEWATERING METHODS SHALL
BE APPROVED BY THE ENGINEER. THE CONTRACTOR SHALL OBTAIN A CONSTRUCTION
DEWATERING PERMIT FROM CDPHE FOR ALL CONSTRUCTION ACTIVITIES WHEN
NECESSARY.
11. EQUIPMENT STORAGE AND LAYDOWN AREAS USED BY THE CONTRACTOR SHALL NOT
INTERFERE WITH EXISTING BUSINESS PARKING, ACCESS, OPERATIONS OR EXISTING
SURFACE DRAINAGE.
12. CONSTRUCTION WATER IS AVAILABLE FROM SMALL BASE FLOWS IN THE H DRAIN OR
LOUTSENHIZER CANAL.
REMOVALS AND CLEARING
1. WHERE EXISTING ASPHALT PAVEMENT, CONCRETE PAVEMENT, OR CONCRETE
SIDEWALK IS TO BE REMOVED ADJACENT TO STRUCTURES, CONCRETE, OR ASPHALT
TO REMAIN, IT SHALL BE CUT FULL DEPTH TO A NEAT LINE. CONCRETE REMOVALS
SHALL BE TO THE NEAREST TOOL JOINT UNLESS NOTED OTHERWISE. USE OF A
WHEEL CUTTER, SAW, OR MILL CUT PARALLEL TO THE DIRECTION OF MILLING ARE
GENERALLY ACCEPTABLE METHODS FOR ACHIEVING THIS NEAT LINE.
2. THE CONTRACTOR SHALL BE RESPONSIBLE FOR DISPOSING OF ALL MATERIALS
REMOVED FROM THE SITE IN ACCORDANCE WITH APPLICABLE WASTE HANDLING
AND DISPOSAL LAWS. THE COST FOR HAULING AND DISPOSAL OF REMOVED
MATERIAL SHALL BE INCLUDED IN THE UNIT PRICE FOR THE ASSOCIATED BID ITEM
UNLESS SPECIFICALLY NOTED OTHERWISE.
EXCAVATION, BACKFILL, AND SPOILS

2. EXCAVATIONS INTO NATIVE EXISTING FINE-GRAINED SOILS (THOSE COMPRISED
PRIMARILY OF PLASTIC CLAYS AND SILTS) SHALL BE PERFORMED USING AN
EXCAVATOR BUCKET WITH A FLAT PLATE WELDED OVER THE CUTTING EDGE OF THE
BUCKET AS TO MINIMIZE SUBGRADE DISTURBANCE. SOILS SHALL NOT BE
COMPACTED IN ANY MANNER THAT CAUSES DISTURBANCE OR PUMPING OF
SUBGRADE SOILS. ALL DISTURBED SUBGRADE SOILS (FROM EQUIPMENT TRACKING
OR OTHERWISE) AS DETERMINED BY THE ENGINEER SHALL BE REMOVED AND
REPLACED WITH CDOT CLASS 2 AGGREGATE BASE COURSE AT NO COST TO THE CITY.
3. RE-USED NATIVE MATERIAL SHALL BE MOISTURE CONDITIONED AS NECESSARY,
PLACED IN LIFTS, AND COMPACTED USING A SHEEPSFOOT TRENCH ROLLER. NO
TESTING SHALL BE REQUIRED.
4. MAXIMUM PRE-COMPACTION LIFT THICKNESS FOR ALL SOILS SHALL BE 8 INCHES
UNLESS APPROVED OTHERWISE.
5. CONTRACTOR SHALL THOROUGHLY MOISTURE CONDITION (BY WETTING OR DRYING
AS NEEDED AND MIXING THOROUGHLY) ALL BACKFILL MATERIALS PRIOR TO
PLACEMENT. WATERING OF LOOSE BACKFILL AFTER IT HAS BEEN PLACED IS
PROHIBITED. MOISTURE CONDITIONING OPERATIONS FOR IMPORTED BACKFILL
SHALL TAKE PLACE OUTSIDE OF THE PROPOSED ROADWAY FOOTPRINT UNLESS
APPROVED OTHERWISE.
6. THE DECISION TO BRACE OR SHORE ANY PIPE EXCAVATION SHALL BE THE
RESPONSIBILITY OF THE CONTRACTOR. HOWEVER, IF THE ENGINEER IS OF THE
OPINION THAT AT ANY POINT THE TRENCH WALLS ARE NOT PROPERLY SUPPORTED,
HE MAY ORDER THE PLACEMENT OF ADDITIONAL SUPPORTS BY, AND AT THE
EXPENSE OF, THE CONTRACTOR. COMPLIANCE WITH SUCH ORDER SHALL NOT
RELIEVE OR RELEASE THE CONTRACTOR FROM RESPONSIBILITIES FOR THE SAFETY OF
THE WORK.
7. ALL EXCAVATION WORK SHALL BE IN ACCORDANCE WITH STATE AND FEDERAL OSHA
REGULATIONS.
8. CONTRACTOR SHALL UTILIZE SHORING WHERE NECESSARY TO CONTROL THE WIDTH
OF TRENCH EXCAVATIONS. PAYMENT WILL NOT BE MADE FOR BACKFILL MORE THAN
12 INCHES BEYOND THE TRENCH WIDTHS SPECIFIED ON THE PLANS. ESTABLISHED
UNIT WEIGHTS BASED ON COMPACTION PROCTORS AND OBSERVED EXCESS VOLUME
WILL SERVE AS THE BASIS TO CALCULATE PORTIONS OF BACKFILL INELIGIBLE FOR
PAYMENT.
9. CONTRACTOR SHALL PROTECT EXISTING UTILITIES NEAR EXCAVATIONS DURING
CONSTRUCTION. EXCAVATIONS NEAR EXISTING PIPES AND UTILITIES SHALL BE
PERFORMED USING HAND TOOLS IN ORDER TO PREVENT DAMAGE.
10. PRECIPITATION RUNOFF AND CONSTRUCTION WATER SHALL BE CONTROLLED SUCH
THAT WATER IS NOT ALLOWED TO ACCUMULATE IN THE EXCAVATIONS, IN
PAVEMENT AREAS, OR BASE COURSE LAYERS. PONDED WATER SHOULD BE
REMOVED AND ANY BEARING SOILS THAT BECOME SATURATED OR SOFTENED
REMOVED AND REPLACED PRIOR TO PLACEMENT OF OVERLYING FILL, CONCRETE, OR
PAVEMENTS.
11. ALL EXCAVATED MATERIALS NOT APPROVED FOR RE-USE, LOOSE SOILS, SOFT SOILS,
ORGANIC MATERIALS, DEBRIS, FROZEN SOIL, ICE, AND OTHER DELETERIOUS
MATERIALS SHOULD BE REMOVED FROM EXCAVATIONS PRIOR TO PLACEMENT OF
OVERLYING FILL, CONCRETE, OR PAVEMENTS.
12. IF UNSTABLE GROUND IS ENCOUNTERED IN TRENCHES, 1-1/2" TRENCH
STABILIZATION ROCK MAY BE USED TO STABILIZE THE BOTTOM OF THE TRENCH
PRIOR TO INSTALLATION OF PIPELINES WHERE APPROVED BY THE PROJECT
ENGINEER. PAYMENT WILL BE MADE BY THE TON OF ROCK ACCORDING TO THE BID
FORM AND SHALL INCLUDE THE OVEREXCAVATION AND REMOVAL OF UNSUITABLE
MATERIAL.
CONCRETE AND REINFORCEMENT
1. ALL CONCRETE SIDEWALK RESTORATION TO BE PERFORMED BY CITY OF MONTROSE.
EROSION CONTROL
1. CONTRACROR SHALL MAINTAIN A CLEAN WORKSITE AT ALL TIMES AND CLEANUP
ANY MUD OR TRACKOUT IMMEDIATELY. A CONSTRUCTION STORMWATER PERMIT
WITH THE COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT IS NOT
REQUIRED FOR THIS PROJECT.
SURVEYING AND PROJECT LAYOUT
1. PIPE END LOCATION AND ELEVATION STAKEOUT WILL BE PROVIDED BY CITY OF
MONTROSE. CONTRACTOR IS RESPONSIBLE FOR ALL OTHER PROJECT SURVEYING
REQUIRED TO CONSTRUCT PROJECT COMPONENTS.
STREETS
1. ALL STREET RESTORATION TO BE PERFORMED BY CITY OF MONTROSE.
STORM SEWER
1. CONTRACTOR SHALL VERIFY ALL INVERT ELEVATIONS, UTILITY CROSSING ELEVATIONS,
AND DESIGN SLOPES PRIOR TO LAYING OF PIPE. ANY DISCREPANCIES OR CONFLICTS
SHALL BE REPORTED TO THE ENGINEER FOR CORRECTION. THE CITY SHALL NOT BE
RESPONSIBLE FOR ANY ADDITIONAL COSTS INCURRED AS A RESULT OF THE
CONTRACTOR'S FAILURE TO VERIFY THE INVERT ELEVATIONS AND DESIGN SLOPES
PRIOR TO CONSTRUCTION OF THE STORM LINE.
2. FINAL TIE IN OF THE STORM LINE WILL REQUIRE BYPASS PUMPING OF EXISTING
FLOWS WIHTIN THE PIPE (< 200 GPM).
3. ALL STORM SEWER LINES SHALL BE LAID TO LINE AND GRADE UTILIZING A
CALIBRATED PIPE LASER WITH AN EXTERNAL COOLING FAN.
4. THE STORM LINE WILL BE INSPECTED BY THE CITY USING A TV CAMERA FOLLOWING
COMPLETION AND PRIOR TO PAVING OF THE ROADWAY. ANY DEFICIENCIES
IDENTIFIED DURING THIS INSPECTION SHALL BE REPAIRED BY THE CONTRACTOR AT
NO COST TO THE CITY. CONTRACTOR SHALL PROVIDE A FLUSH OF WATER IN THE
LINE PRIOR TO THIS INSPECTION AS TO ALLOW FOR EASY IDENTIFICATION OF ANY
BELLYS IN THE ALIGNMENT.
5. TIE-IN TO EXISTING MANHOLES SHALL BE PERFORMED BY EXPANDING THE MANHOLE
OPENING AS NECESSARY AND GROUTING THE ANNULUS USING DAYTON RECRETE 10
MINUTE OR APPROVED EQUAL NON-SHRINK GROUT.
6. ADS PIPE AND FLARED END SECTION TO BE PROVIDED BY CITY OF MONTROSE.
CONTRACTOR SHALL BE RESPONSIBLE FOR SHUTTLING PIPE AND FES FROM THE
PUBLIC WORKS SHOP AT 1221 6450 ROAD TO THE PROJECT SITE.
TRAFFIC CONTROL
1. THE CONTRACTOR SHALL PREPARE A TRAFFIC CONTROL PLAN FOR APPROVAL BY THE
CITY PRIOR TO MOBILIZATION.
2. ALL TRAFFIC CONTROL SHALL BE IN ACCORDANCE WITH THE MOST RECENT VERSION
OF THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD)
3. CONTRACTOR SHALL PERFORM ROUTINE INSPECTIONS OF TRAFFIC CONTROL AS

4. IRIS COURT IS A DEAD-END CUL-DE-SAC AND THE PRIMARY ENTRANCE TO COLORADO
WEST CHRISTIAN SCHOOL (CWCS) IS SITUATED IMMEDIATELY ALONGSIDE THE
PROJECT AREA. AS A RESULT, IT WILL BE NECESSARY TO MAINTAIN ACCESS TO BOTH
IRIS COURT AND THE CWCS THROUGHOUT CONSTRUCTION. IT IS EXPECTED THIS
WOULD BE ACCOMPLISHED BY CONSTRUCTING THE NEW PIPE HALF AT A TIME TO
ALLOW TRAFFIC TO PASS ON THE INACTIVE SIDE OF THE PROJECT. CWCS DROPOFF IS
AROUND 8 AM AND PICKUP AROUND 3 PM.
SITE RESTORATION
CONTRACTOR IS RESPONSIBLE FOR GRADING ALL DISTURBED AREAS SMOOTH, RESTORING
ANY DISTURBED FENCING, RESTORATION OF LANDSCAPING COBBLE WITHIN THE PROJECT
AREA, AND FINAL PROJECT CLEANUP. THE CITY OF MONTROSE WILL PERFORM ALL
REQUIRED SIDEWALK REPLACEMENTS AND ASPHALT PATCHING FOR THE PROJECT
FOLLOWING BACKFILL TO MATCH ADJACENT GRADE BY THE CONTRACTOR.
