The City of Hazelwood will accept proposals for Human Resources Information System (HRIS)/Human Capital Management Software Solution services from qualified vendors. Proposals will be received by the City in a sealed envelope addressed to City of Hazelwood, Attn: Tiffany Paul, Human Resources Manager, at 415 Elm Grove Lane, Hazelwood, MO 63042 until 2:00P.M. (CDT) on Friday, August 29, 2025.

You are invited to submit your proposal for HRIS/Payroll services based on the information contained in this document. The City of Hazelwood reserves the right to accept or reject any or all proposals and to waive formalities and select the service provider that best meets the needs of City of Hazelwood and its employees. The City of Hazelwood’s objective is to select a service provider who will provide the best possible service at the best possible cost while meeting the Request for Proposal specifications. The City of Hazelwood is not obligated to award the contract based on cost alone.

During the evaluation process, the City of Hazelwood reserves the right, where it may serve the City of Hazelwood’s best interest, to request additional information or clarifications from vendors, or to allow corrections of errors or omissions. At the discretion of the City of Hazelwood, firms submitting proposals will be requested to make oral presentations as part of the evaluation process.

The City of Hazelwood reserves the sole right to evaluate the qualifications submitted, waive any irregularities, reject any respondent’s proposals and select the firm that, in its judgment, will provide the most satisfactory service.
