CITY OF POCATELLO
REQUEST FOR PROPOSALS (RFP)
for Portneuf Watershed Restoration Planning
Section I. Introduction
The City of Pocatello (City) invites interested parties to submit Proposals to assist with the City’s Portneuf Watershed Restoration Planning. The project seeks to complete a watershed restoration plan for a section of the Portneuf River from Sacajawea Park to the railroad bridge near Simplot, including conducting an assessment/current condition inventory, working with the Portneuf Watershed Partnership (PWP) to develop desired goals and outcomes, and writing an implementation plan. This project is funded through a Cooperative Watershed Management WaterSMART Grant received from the Bureau of Reclamation. The City seeks firms with documented experience completing stream restoration plans, assessments, and inventories.
The City, a municipal corporation located in Southeast, Idaho, is issuing this Request for Proposals (“RFP”) and anticipates selecting a firm that has experience working in a local government setting and with meeting Federal regulations. Only the firms responding to the RFP will be considered. The City will evaluate responses to select a candidate to negotiate a contract. Once negotiated, the contract term will be valid for a 12-month period with mutually executable options to extend based on the grant term and availability of funding.
This solicitation is being conducted in accordance with the provisions of Idaho Code Title 67, Chapter 28 (Purchasing by Political Subdivisions), the City of Pocatello Purchasing Policies, and Code of Federal Regulations 2 CFR 200. Those provisions are hereby incorporated by reference into this RFP. All contracts must be strictly awarded in accordance with the requirements of the RFP. Section 3, disadvantaged business enterprises, minority owned businesses, and women owned businesses are especially encouraged to apply. If it becomes necessary to revise any part of this RFP or otherwise provide additional information, an addendum will be issued to all prospective Respondents who received copies of the original request.
