Written Questions and Comments Submitted
1. Question: Does the City own the current infrastructure, and may the new vendor use them in
an effort to quicken the installation time? Will existing infrastructure that is being used by your
current vendor be available for installation of new equipment or will new construction be
required?
Response: The existing infrastructure is antiquated and in need of replacement. New equipment
is required.
2. Question: The RFP does not appear to specify whether speed cameras should be fixed and/or
mobile. What is the City's preference? Can the City confirm whether the existing infrastructure
for speed is fixed or mobile?
Response: The speed cameras should be attached to the sidewalk but also must possess the
capability to be relocated to various sites.
3. Question: If a mobile speed solution is preferred, will the existing infrastructure (current base
that speed cameras sit on) be reused by the new vendor for the new contract, or is the expectation
that the new vendor will provide new bases for the speed cameras?
Response: New equipment should be installed.
4. Question: If a fixed speed solution is preferred, is the awarded vendor expected to provide a
new base or utilize the existing base?
Response: New bases should be included in pricing.

5. Question: Are all existing red-light cameras on City poles or vendor poles? Is the selected
vendor expected to provide new poles for any that are not already on poles?
Response: New equipment is preferred.
6. Question: If the current locations are mobile, is there power available to the site?
Response: The current red light running equipment necessitates a power source for its
operation. Consequently, it is presumed that these locations will have access to power.
7. Question: The vendor will invest hundreds of thousands of dollars in construction,
installation, and equipment costs. Would the City entertain reimbursement from fine review for
the unamortized costs?
Response: The City can’t comment on pricing; vendors should put forward competitive bids.
8. Question: Page 30. #11. States the City can terminate with five days’ notice. Would the City
entertain reimbursement from fine review for the unamortized costs?
Response: Terms of payment in the event of termination will need to be negotiated.
Requirements should be included in bid proposals to ensure the City can consider these factors in
selection.
9. Question: In what section should the Scope of Work System Questions on page 27 of the RFP
document be included in the vendor’s proposal?
Response: Any section is acceptable as long as it’s clearly marked.
10. Question: Would you share program data for 2024 to include:
The number of detections captured by each system per month individually
The number of citations issued by each system per month individually
The number of citations that resulted in a court hearing
Current payment rate of issued citations
Response: Please reference the attached report at the end of this addendum.

11. Question: Can you provide performance results on events captured, citations issued by
location for the last two years?
Response: Please reference the attached report at the end of this addendum.
12. Question: Are you aware if any of the monitored approaches will be subject to a planned
construction project in the next three years that would result in downtime or relocation of
equipment?
Response: The Department of Public Works maintains a map of anticipated planned projects
within the next year or two. That can be located here

The precise schedule of these projects are not known.
13. Question: Will you require DMV look ups through both NLETs AND Rhode Island interface
or is NLETS sufficient since RI registrations are accessible?
Response: Please reference addendum #1, question #4. NELT will be sufficient for this proposal.
NLETS is the standard with direct Rhode Island DMV access being the only acceptable
alternative.
14. Question: The RFP states that proposals should list any exceptions taken to any portion of
the request for proposals, and that submission of a proposal is acknowledgement and acceptance
of the City of Providence’s Standard Terms and Conditions.
Could the City please clarify whether the selected offeror will (or may) be required to accept the
Standard Terms and Conditions as-is, without incorporating any proposed exceptions, or if there
will be an opportunity prior to contract execution for the parties to negotiate mutually agreeable
terms based on submitted exceptions?
Response: There will be opportunities to negotiate agreeable terms during the execution of the
contract.

15. Question: Will the City accept certified electronic signatures as an alternative to signature in
ink?
Response: Yes, electronic signatures can be utilized for the submission of initial bids. However,
wet signatures may be necessary for the final executed contract.
16. Question: Could the City confirm whether the offeror will be subject to the provisions of
state labor law concerning payment of prevailing wage rates?
Response: As the installation portion of this solicitation is considered construction, proposers
will be subject to the provisions of the State of Rhode Island Prevailing Wage requirements.
Contractors and Subcontractors working on RI Public Works construction projects must comply
with RI General Law 37-13 and RI Prevailing Wages Rules and Regulations. In RI, Prevailing
Wage applies to any public work consisting of grading, cleaning, demolishing, improving,
completing, repairing, altering or constructing any public road or bridge or portion thereof or any
heavy construction or any public works projects of any nature or kind whatsoever that utilizes
$1,000.00 or more of public funds.
17. Question: Page 30. #5. Invoices submitted to the City shall be payable sixty (60) days…
Would the City entertain getting fine revenue to the finance department and have revenue funds
sent to the City on the 1st and 15th of each month? This would include all payments.
Response: The number 5 pertains to invoices that the city would settle, rather than the fee
revenue that the vendor would remit to us. Ideally, the revenue for the City would be transmitted
on a weekly basis; however, we could accommodate payments on the 1st and 15th of each
month.
18. Question: Page 20. Financial Proposal. Has the City completed any speed studies and if so,
can you provide them?
Response: Many speed studies are completed by the city and can be used as part of
implementation but are not provided as part of this procurement.
