PLEASANT BAY LIVING SHORELINE: JACKKNIFE BEACH SALT MARSH RESTORATION

The Town of Chatham is seeking sealed Bids for ecological restoration improvements at Jackknife Beach, and shall be submitted in accordance with the procedures outlined herein/as listed below, on or before March 13, 2026 at 2:00 P.M. local time, at which time the bidding period closes and the bid results will be publicly opened forthwith online. Sealed proposals must be submitted in the required format(s) and can be hand-delivered or mailed to the attention of the Town Manager, Jill Goldsmith, Town of Chatham, 549 Main Street, Chatham, MA 02633. Proposals should be delivered to the Town of Chatham no later than 2:00 pm on March 13, 2026.  Proposers are fully responsible for ensuring the timely receipt of their completed response to this IFB at the location noted above. The project will restore approximately 275 linear feet of marsh bank along a tidal channel to Muddy Creek and consists of furnishing and installing the following: site preparation, sediment filled coir envelopes, ballasted coir rolls with live mussel/oyster shells, cobble reinforced marsh, plug planting, timber guiderail and rope handrail, sand and compatible beach nourishments, along with other work as shown on the Plans, as specified in the Specifications and as directed by the Town or the Town’s Representative.

Bids will be received for a single prime Contract. Bids shall be itemized as indicated in the Bid Form.

The Contract start date of work is September 8, 2026, with a substantial completion date of April 30, 2027. Installation of living shoreline elements excluding plantings shall be completed by November 30, 2026. For additional information and requirements refer to the Plans and Specifications.

The award of this procurement is contingent upon grant award from the Massachusetts Department of Coastal Zone Management (CZM).

Addenda and other additional or revised Contract Documents will be in the form of written addenda to the Plans and Specifications which, if issued, will be emailed to all bidder email addresses that request the Contract Documents. Failure of any Bidder to receive any such addendum or interpretation shall not relieve such Bidder from any obligation under his/her Bid as submitted.  All addenda so issued shall become part of the Contract Documents.

Bidders are encouraged to attend this site visit conference prior to bid submission.

Bid security in the amount of at least five percent (5%) of the total Bid amount must be submitted with the Bid. The Bid security may be either a certified check drawn upon a bank within the Commonwealth of Massachusetts or a Proposal Guarantee Bond (Bid Bond) executed by a Surety company listed on the current United States Department of Treasury "Department of the Treasury's listing of approved Sureties (Department Circular 570)" as authorized to do business in the Commonwealth of Massachusetts. Bid Security shall be made payable to the Town of Chatham. Bids submitted without acceptable security will not be considered.

Bids will be opened by the Town on March 13, 2026 at 2:15 P.M. Bid opening will be held at Chatham Town Hall, 549 Main Street Chatham, MA 02633.

The successful Bidder shall furnish:

100% Performance Bond

100% Payment Bond

Liability Insurance listing Town of Chatham and Wilkinson Ecological Design as additional insured.

The Town of Chatham reserves the right to reject any and all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interest of the Town of Chatham.
