DESCRIPTION: Proposals are being solicited for the purpose of seeking competitive bids to
elevate nine (9) homes located on Ore Lake and Little Ore Lake above the 100-year (1%) flood
zone. The Township is soliciting a single Contractor to be able to bid and complete the work for
all nine homes within the project.
This solicitation, along with all attachments and addenda may be downloaded from the
Hamburg Township website at www.hamburg.mi.us. Copies of this solicitation document and
any issued addenda may also be obtained from the Special Projects Coordinator, Hamburg

REQUEST FOR PROPOSAL
TOWNSHIP OF HAMBURG
HAZARD MITIGATION HOME ELEVATION PROJECT
A. Introduction
Hamburg Township has received a FEMA Hazard Mitigation Grant to provide supplementary
financial assistance for several property owners to assist in the implementation of cost-
effective hazard mitigation measures for their properties located along the north and southeast
shores of Ore Lake within the Huron River that will permanently reduce or eliminate the long-
term risk to human life and property from natural, technological, or human-caused disasters
and their effects.
B. Project Background
Hamburg Township is seeking competitive proposals to elevate nine homes that are on Ore
Lake and Little Ore Lake. The community of Ore Lake and the Huron River has experienced an
alarming increase in the severity, frequency, and duration of flood events, particularly in Special
Flood Hazard Area (SFHA) Zone AE, which is identified as a high-risk flood area surrounding Ore
Lake and Little Ore Lake. There is a pressing need for homeowners to elevate their homes
above the 100-year (1%) flood level, thereby safeguarding lives and structures while promoting
community resilience. Also, the increased frequency and duration of flooding has led to greater
property damage to the homes in the proposed project.
The project takes place in Hamburg Township, Livingston County, Michigan. Hamburg Township
participates in the Livingston County FEMA-Approved Hazard Mitigation Plan approved on April
2, 2022. The project is funded by a FEMA HMGP Structural Elevation grant awarded to the
Michigan State Police (applicant) and Hamburg Township (subapplicant). The grant was
awarded through the Hazard Mitigation Grant Program in FEMA based on the presidential
declaration in February 2024 after the August 2023 flood.
The Hamburg Township Structural Elevation HMGP grant involves elevating 9 residential
structures a minimum of 2 feet above the FEMA 100-year (1%) Base Flood Elevation (BFE). This
is intended to reduce the risk of flood damage, alleviate safety concerns, and ensure
compliance with FEMA floodplain management regulations. The grant requires a formal
competitive procurement process.

C. Project Description
Elevating homes directly contributes to enhancing safety for the residents and safeguarding
their investments. The project includes specific actions to reduce flood risks, such as promoting
elevation and retrofitting existing structures. Elevation of the homes will contribute to long-
term community resilience by reducing vulnerability to future flood events. Vendor proposals
shall include complete and separate costs for each of the 9 homes included within the project.
D. Project Scope of Work
The following is a breakdown of the general scope of work for elevating each residential
structure a minimum of 2 feet above the FEMA 100-year (1%) Base Flood Elevation (BFE) as per
the FEMA HMGP Policy Guide and all local and state building codes and ordinances:
Procure all necessary permits
Procure all required engineering, soil sampling, and surveying
Prepare mechanicals, external structures (e.g., porches, decks), disconnect all utilities,
plumbing, HVAC, and service equipment
Remove or relocate landscaping, and other necessary structural preparations. This will
include evaluation of the structure for rotting, cracked or broken floor joists, and
identifying other structural needs to make sure the structures are sound and able to
support greater weight for elevation, among other needs.
Install and remove soil erosion fabric fencing
Elevate the structure a minimum of 2 feet above BFE, by detaching it from its current
foundation (typically cement block foundation around an open crawlspace and in some
cases cement slab) (see FEMA Elevation Technical Review)
Install temporary entrances into the house, including stairs or ramps
Assess crawlspace joists and replace, as needed
Construction of a floor system that meets minimum building code requirements when
the existing floor system cannot be elevated or is not appropriate for the new
foundation
Connect beams to elevate the structure
Install helical piers as per soil sampling and licensed structural engineer assessment and
approval
Add additional height to the existing continuous foundation (i.e., cinder blocks),
designed and constructed to meet the requirements outlined in the American Society of
Civil Engineers (ASCE) Standard 24-14
Add permanent openings with engineered flood vents (ICC-ES certified) for flood water
ingress and egress as per FEMA requirements

Re-attach the structure to the newly elevated foundation.
Assess and install crawlspace insulation, as needed
Re-attach, and possibly elevate all utilities, plumbing, HVAC, and service equipment, as
well as possibly replacing any ductwork, as needed. All systems shall be tested and
demonstrated to be fully operational.
Construction of new stairs, landings and railings to access the elevated living space per
minimum code or local ordinance
Elevate and re-attach external structures (e.g., decks, porches, stairs, walkways), based
on the Livingston County safety regulations and ADA requirements and all related local
and state codes and/or ordinances, including those as outlined in the HMGP Policy
Guide
Construction of ADA-compliant access facilities or ramps when an owner or a member
of the owner's family has a permanent disability and a physician's written certification.
An ADA-compliant access to ingress/egress is allowable for assistance unless specified
otherwise in applicable state or local codes. If ramps are not technically feasible, a
mechanical chair lift may be installed.
Use compacted clean fill from pre-existing stockpiles or commercially procured material
from a pre-existing source to add in crawlspace and around the home
Adjust or update any water management (e.g., gutters, downspouts) and site in-grade
drainage, as needed
Site regrading and seeding, as needed
Repair of lawns, landscaping, sidewalks, driveways and roads if damaged by elevation
activities hereunder
Debris removal
Final inspections of the structure (e.g., windows, doors, roof, foundation) will be
conducted by Hamburg Township, Livingston County, and Michigan Environment, Great
Lakes, and Energy (MI EGLE)
Procurement of an elevation certificate (FF-206-FY-22-152)
Procurement of a certificate of occupancy and certificate of occupancy.
E. Site Visit Requirement
A site visit shall be completed prior to proposal submission. Vendors are responsible for
verifying existing conditions, site conditions and constraints, and project assumptions. Failure
to conduct a site visit may result in disqualification from consideration.
Interested vendors shall coordinate directly with the property owners to schedule a site
walkthrough using the contact information as provided under Attachment A of this request.

F. Federal Compliance Requirements
All proposals must follow FEMA's guidance as provided in FEMA P-550, Recommended
Residential Construction for Coastal Areas: Building on Strong and Safe Foundations, Second
Edition (Dec. 2009). The structure elevation proposal must indicate that all designs will be
following ASCE Standard 24-14 and adhere to the NFIP standards outlined in 44 Code of Federal
Regulations (CFR) Part 60. These should follow the latest published edition of ASCE 24, and
requirements established by the Federal Flood Risk Management Standard as described in Part
4.I.
All proposals must indicate compliance with the Lead-Based Paint Poisoning Prevention Act (42
U.S.C. 4801 et seq.), which prohibits the use of lead-based paint in construction or
rehabilitation of residence structures.
All proposals must indicate that they will comply with environmental standards which may be
prescribed pursuant to the following: (a) institution of environmental quality control measures
under the National Environmental Policy Act of 1969 (P.L. 91- 190) and Executive Order (EO)
11514; (b) notification of violating facilities pursuant to EO 11738; (c) protection of wetlands
pursuant to EO 11990; (d) evaluation of flood hazards in floodplains in accordance with EO
11988; (e) assurance of project consistency with the approved State management program
developed under the Coastal Zone Management Act of 1972 (16 U.S.C. 1451 et seq.); (f)
conformity of Federal actions to State (Clean Air) implementation Plans under Section 176(c) of
the Clean Air Act of 1955, as amended (42 U.S.C. 7401 et seq.); (g) protection of underground
sources of drinking water under the Safe Drinking Water Act of 1974, as amended (P.L. 93-523);
and, (h) protection of endangered species under the Endangered Species Act of 1973, as
amended (P.L. 93-205).
All proposals must indicate that they will comply with the Wild and Scenic Rivers Act of 1968
(16 U.S.C. 1271 et seq.) related to protecting components or potential components of the
national wild and scenic rivers system.
All proposals must indicate that all borrow or fill material must come from pre-existing
stockpiles or commercially procured material from a pre-existing source.
All proposed project activities and equipment must be eligible for reimbursement under
applicable FEMA Hazard Mitigation Grant Program requirements and must comply with all
federal procurement and equipment eligibility requirements in effect at the time of award.
All proposed equipment must be consistent with FEMA's Authorized Equipment List (AEL),
available at https://www.fema.gov/grants/tools/authorized-equipment-list.
Vendors shall identify all proposed manufacturers, model numbers, licensing requirements, and
major system components within their proposal.

Maintain and/or restore aggregate roads in good condition during construction and
prior to the end of construction.

G. Vendor Qualifications
The Township Utilities Director will review the proposals and make a recommendation of award
to the Township Board of Trustees. The responses to the Request for Proposal shall be
forwarded along with their endorsement to the Township Board of Trustees for final selection
of the Contractor and award of the contract. To the extent that any proposals are over budget
cost may be a determining factor.
1. Insurance Requirements
The Vendor shall take out and maintain during the life of this Project, such Public
Liability and Property Damage Insurance as shall protect himself, and any subcontractor
performing work covered by this contract, from claims for damages for personal injury
including accidental death, as well as from claims for property damages, which may
arise from operations under this Project, whether such operations be by himself or by
any subcontractor or by anyone directly or indirectly employed by either of them, and
the amounts of such insurance shall be as follows:
* Commercial General Liability: minimum $1,000,000 per occurrence / $2,000,000
aggregate
* Workers' Compensation: as required by Michigan law
* Automobile Liability: minimum $1,000,000 combined single limit (if applicable)
Certificates of insurance must be submitted with the proposal or upon request prior to
contract execution. Hamburg Township must also be named as an additional
insured on the certificate of insurance.
2. Licensing Requirements
Vendors must hold all applicable state and local licenses required to perform the scope
of work in Michigan, including but not limited to any required electrical contractor
license. Vendors shall identify all relevant license numbers within their proposal and
must maintain all required licenses in good standing through project completion.
H. Additional Vendor Responsibilities
Maintain and/or restore aggregate roads in good condition during construction and
prior to the end of construction.

I. Proposal Requirements
Proposals shall include:
Company background and relevant experience with structure elevation projects
indicating a minimum of five (5) years of experience with structure elevation projects
Description of proposed elevations of each property
Equipment manufacturer(s) and model numbers
Project schedule
Assumptions and exclusions
Stated compliance with Federal Compliance Requirements
Identification of owner responsibilities
Itemized cost breakdown for elevating each of the 9 homes
Total project cost
Proof of required insurance (or confirmation that certificates will be provided upon
request)
Applicable state and local license numbers
At least three references for similar structure elevation projects of similar size and
complexity completed within the past five years
J. Bonds
The Vendor shall furnish performance and payment bonds, each in an amount at least equal to
the Contract Price as security for the faithful performance and payment of all Vendor's
obligations under the Contract Documents. These bonds shall remain in effect until one year
after the date when final payment becomes due. Bonds shall be obtained from a licensed
surety.
K. Questions and Answers
Any questions regarding this RFP must be submitted in writing to the contact listed below no
later than August 2, 2026. All questions and responses will be shared in writing with all vendors
who have expressed interest in or received this RFP, so that all parties have access to the same
information. No verbal responses shall be considered binding.

N. Proposal Submission
Proposals are due by 2:00 p.m. on Thursday, August 20, 2026.
Hamburg Township anticipates notifying all vendors of the award decision on or before
September 21, 2026. Vendors with a submitted proposal will be notified of the outcome. The
selected vendor will be contacted to initiate contract execution.

Proposals must be submitted in sealed envelopes or packages with the following information
clearly printed on the outside:
1. Name and address of prime contractor
2. Due date and time
3. Envelope contents (technical and cost proposals)
4. Project name
O. Proposal Terms
Vendors are hereby advised that Hamburg Township is a public body and its records, including
statements submitted in response to this request are considered public records. All requests
for proposals become the property of the Township upon submission. The expense of preparing
and submitting a proposal is the sole responsibility of the company. The Township reserves the
right to waive or not waive informalities or irregularities in submittals, and to accept or further
negotiate costs, terms, and conditions of any quote determined by the Township to be in the
best interest of the Township even though not the lowest cost proposal. All bidders shall be
advised that the Township is not bound in any manner to automatically accept the lowest bid.
This solicitation in no way obligates the Township to award a contract.
If a proposal is selected, it will be the most advantageous quote with respect to price, quality of
service, and other factors that Hamburg Township may consider. The Township reserves the
right to consider quotes for modifications at any time before a Contract is awarded, and
negotiations would be undertaken with that provider whose quote is deemed to best meet the
Township's specifications and needs. Proposals submitted to Hamburg Township must indicate
a not-to-exceed project cost.
The Township must receive all quotes no later than 2:00 PM on Thursday, August 20th, 2026.
Quotes received after this time will not be accepted or reviewed. No facsimile-machine
produced quotes will be accepted.
P. Terms and Conditions and Proposed Agreement
The selected Vendor will be asked to enter into an Agreement that may include, but is not
limited to, the following contract provisions:
* The Vendor will provide the required services personally and will not subcontract or
assign the services without the Township's written approval.

* The Contractor will not hire any Township employee to provide any of the required
services.
* The Vendor will maintain, at its own expense during the term of the Contract, Liability
Insurance in an amount acceptable to Hamburg Township.
The undersigned agrees that if the foregoing Proposal shall be accepted by the Owner, they will
commence work as specified when notified by the Hamburg Township Supervisor or Clerk.
The Bidder shall acknowledge that they are an equal opportunity employer and that they do
