The Town of Morrisville invites submittals of sealed bids for the Morrisville Tributary (Sawmill Creek) Stream Restoration and Greenway Project.

Bid Opening

Sealed bids will be received on Thursday, July 30, 2026, until 11:00 AM EST in Town Council Chambers located at 100 Town Hall Drive, Morrisville, NC. The contract is to be awarded to the lowest responsible, responsive bidder, provided the bid has been submitted in accordance with the requirements of the bidding documents, is judged to be reasonable, and does not exceed the funds available. The Town reserves the right to reject any and all bids or to award the contract, which in its judgment is in the best interest of the Town.

There will be a non-mandatory pre-bid meeting on Thursday, July 9, 2026, at 10:00 a.m. EST at 100 Town Hall Drive, Morrisville, NC.

TOWN OF MORRISVILLE

The TOWN OF MORRISVILLE invites submittals of bids for the Morrisville Tributary (Sawmill
Creek) Stream Restoration and Greenway. Bids shall be received on Thursday, July 30th,
2026 up to 11:00 AM (Eastern Standard Time-Using Clock in the Town Hall Council
Chambers).
NON-MANDATORY PRE-BID MEETING
Pre-bid meeting will be held on Thursday, July 9th, 2026 at 10:00 AM (Eastern Standard
Time) at the Morrisville Council Chambers located at 100 Town Hall Dr., Morrisville, NC
27560 with optional site visit to follow. Attendance is not mandatory. All questions will
receive written responses in the form of an addendum and included in the invitation to bid
package. Only emailed questions received prior to the time and date listed below, or questions
received at the pre-bid meeting will be addressed. All emailed questions must be received by
5:00 P.M., Eastern Standard Time on Tuesday, July 14th, 2026. No questions or requests for
clarifications will be accepted after this time. Responses to questions will be emailed and issued
in the form of an addendum and issued by 5:00 PM., Eastern Standard Time on Friday, July
17th, 2026 (if needed). The issuance of such written responses is the only official method by
which interpretation, clarification or additional information will be given by the Town. Only
requests answered by formal written responses will be binding. Oral and other interpretations or
clarifications will be without legal effect.
SUBMISSION REQUIREMENTS
Pursuant to General Statutes of North Carolina, as amended, and subject to the Project General
Provisions herein, bidders are requested to submit quotations for the work. All quotes shall be in
a sealed envelope marked to the attention of Karen Bass, Purchasing & Contracts Manager, RE:
Morrisville Tributary (Sawmill Creek) Stream Restoration and Greenway Project Quotation, and
will be received by the Town of Morrisville at 100 Town Hall Drive, Morrisville, NC 27560, until the
date and time stated above. The Bid Opening will be held in the Town Hall Council Chambers
and will immediately take place after the submission deadline expires.
RIGHT TO REJECT SUBMITTALS
The Town reserves the right to reject any and all submittals. This submittal request is neither a
contractual offer nor a commitment to purchase services. The Town assumes no contractual
obligation as a result of the issuance of this request, the preparation or submission of a bid by a
Respondent, the evaluation of statements, or final selection.

GENERAL:
The Town of Morrisville requests lump sum bids from qualified contractors to construct the
project in accordance with Attachments 1 through 7.
The project is located within vacant land between Chapel Hill Road and Page Street extending
north to Taylor Glen Drive. The project consists of approximately 2,650 linear feet of stream
channel construction, 0.75 acres of wetland creation and enhancement, associated planting of
the riparian buffer, and approximately 3,159 feet of greenway construction with 3 associated
pedestrian bridge crossings. Work will require, but is not limited to, grading, paving, installation
of sanitary sewer encasement, small pedestrian bridge construction, storm culvert construction,
and landscaping.
INSTRUCTIONS TO BIDDERS
PLEASE READ ALL INSTRUCTIONS CAREFULLY BEFORE PREPARING AND SUBMITTING
YOUR BID.
All bids shall be prepared and submitted in accordance with the following requirements. Failure
to comply with any requirement shall cause the bid to be considered irregular and shall be
grounds for rejection of the bid.
1. The bid form furnished by TOWN OF MORRISVILLE with the proposal shall be used
and shall not be altered in any manner.
2. The Bidder shall submit a unit price for every item on the bid form. The unit prices for
the various contract items shall be written in figures. ***Unit prices must be limited to
TWO decimal places. ***
3. The bid shall be properly executed. All bids shall show the following information:
a. Name of individual, firm, corporation, partnership, or joint venture submitting
bid.
b. Name of individual or representative submitting bid and position or title.
4. The bid shall not contain any unauthorized additions, deletions, or conditional bids.
5. The bidder shall not add any provision reserving the right to accept or reject an award,
or to enter into a contract pursuant to an award.
