Pine Street Neighborhood Revitalization Project

Habitat Choptank, Sub-recipient of The City of Cambridge CDBG grant is soliciting sealed and competitive bids from qualified subcontractors for new construction services at 500 Pine Street, Cambridge, MD.

An optional Pre-Bid meeting shall be held at 10am on Monday, January 12th, 2026 onsite at 500 Pine St. Cambridge, MD 21613.

Sealed bids will be received by the City of Cambridge until 1 PM EST, on Wednesday, January 21st, 2026 from qualified contractors. All bids duly received will be publicly opened and read aloud at Department of Public Works, City of Cambridge, 1025 Washington St, Cambridge MD 21613. Bids will not be accepted after the above date and time.   Bids will be accepted for individual trades, ( Cabinetry Installation, Interior Doors & Hardware, All Interior Finish Trims, Closet and Bath Accessories). Bids to be submitted for each trade individually. Bid documents available online: www.habitatchoptank.org, http://www.choosecambridge.com/Bids.aspx, or in person at Habitat for Humanity Choptank’s Office, 29349 Maple Ave, Suite 8, Trappe, MD 21673. It is the bidder’s responsibility to ensure timely delivery of their bid. Minority and women owned businesses are encouraged to apply.

Upon receiving the “NOTICE OF AWARD”, the successful bidder has fourteen (14) business days to submit all required insurance certificates, permits, and licenses. Evidence of Workman’s Compensation Insurance, and Liability must be furnished, along with W9 form. The contractor will apply for all required permits.

The successful contractor shall comply with all instructions and shall perform services in a manner commensurate with the highest professional standards by qualified and experienced personnel. The successful bidder will be required to enter into a contract agreement for these services. This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CGBG requirements will apply to the contract. Davis Bacon Wages do not apply.

Bidders can be disqualified, even if they provide the lowest bid, if there is a history of non- performance, poor performance, litigation and/or arbitration relating to a previous contract with Habitat for Humanity Choptank or The City of Cambridge and/or listed on the Federal Debarment List.

The right is reserved for Habitat for Humanity Choptank to reject any or all bids; to waive any informality or irregularity not affected by law; to evaluate, in its absolute discretion, the bids submitted; and to award contracts according to the bid which best serves the interest of Habitat Choptank

BID INSTRUCTIONS

1. Bids, amendments thereto or withdrawal requests received after the time advertised for bid opening will be void regardless of when they are mailed.

2. Seal bids in an envelope, Mark outside of envelope, 500 PINE STREET BID.

3. The City of Cambridge/Habitat Choptank reserves the right to reject any and all bids and to waive all technicalities.

4. Unless otherwise indicated, prices must be firm for ninety (90) days.

5. The right is reserved in case tie bids are received to make an award as is considered to be most advantageous to Habitat Choptank/City of Cambridge.

6. Successful bidders and their sub-contractors shall have a City of Cambridge business license and be properly licensed by the State of Maryland for their trade, prior to beginning work. Contractors listed on the Federal Debarment List are not eligible.

7. Successful bidders and their sub-contractors must obtain all applicable permits from the City and comply with all other state and local requirements.

8. Workmanship shall be in accordance with industry standards and applicable building codes (both Federal, State, and City of Cambridge). All workers must be supervised by the contractor and capable of performing assigned work in a satisfactory manner.

9. Bidders and/or their affiliates may not be on the Federal or State Debarred or Suspended Contractors List at any time during the bidding or project period.

10. Homes built prior to 1978: Bidder must be Renovation, Repair, and Painting RRP Certified by Environmental Protection Agency (EPA) and Occupational Safety and Health (OSHA) for lead abatement work practices and Asbestos abatement for this project.

11. All warranties and guarantees are to be left with Habitat for Humanity Choptank, along with any supplemental information needed to honor such warranties and/or guarantees.

12. Work should be scheduled between the hours of 7:00 a.m. and 4:30 p.m. Monday through Friday. The Contractor and The City of Cambridge/Habitat Choptank must agree on other times.

13. Contractor shall not commence work under this contract until they have obtained all insurance required hereunder and such insurance has been approved by The City of Cambridge/Habitat Choptank, nor shall the Contractor allow any subcontractor to commence work on their subcontract until all similar insurance required of the subcontractor has been obtained and approved. Approval of the insurance by The City of Cambridge/Habitat Choptank shall not relieve or decrease the liability of the Contractor hereunder.

Compensation and Employer’s Liability Insurance: The Contractor shall take out and maintain, during the life of the contract, the workmen’s Compensation and Employer’s Liability Insurance for all of their employees to be engaged in work on the project under this contract, and in case any such work is sublet, the contractor shall require the subcontractor similarly to provide Workmen’s Compensation and Employer’s Liability Insurance for all of the latter’s employees to be engaged in such work.

Bodily Injury and Property Damage Liability Insurance: The Contractor shall take out and maintain, during the life of this contract, such Bodily Injury Liability and Property Damage Liability Insurance, and Automobile Bodily Injury Liability and Property Liability Insurance, as shall protect him and any subcontractor performing work covered by this contract from claims for damages for personal injury, including accidental death, as well as from claims from property damage, which may arise from operations under this contract, whether such operations be by himself or by any subcontractors or by anyone directly or indirectly employed by either of them, and the amounts of such insurance shall be no less than:

Bodily Injury Liability Insurance in an amount not less than one million dollars ($1,000,000.00) per occurrence and one million dollars ($1,000,000.00) for each person for injuries, including wrongful death on any one person.

Property Damage Insurance in an amount not less than five hundred thousand ($500,000.00) per occurrence and one million dollars ($1,000,000.00) each aggregate.

The City of Cambridge/Habitat Choptank, its officers and employees shall be named as an “additional insured” in the automobile and General Liability policies, and it shall be stated on the Insurance Certificate with the provision that this coverage “is primary to all other coverage The City of Cambridge/Habitat Choptank may possess.

Qualifications:
Contractors will clean up all tools/materials and dispose of all debris associated with the work performed each day. All materials shall be covered and/or protected from damage or theft each day. The contractor shall supply a trash bin of some sort for construction debris on all job sites (if not provided by HFHC). This can be a work vehicle, dump trailer or Roll Off style dumpster. Coordinate the placement of a semi-permanent trash bin with HFHC Supervisor. Trash bins shall be covered or secured in some way to prevent trash from blowing out or any
unauthorized rummaging of container. At no point will a “trash pile” be acceptable on any job site.

2. Any tools or materials supplied by the contractor that are damaged or stolen from the jobsite will be the responsibility of the contractor. Any materials supplied by HFHC that are damaged or stolen from the jobsite due to negligence of the contractor will also be the responsibility of the contractor.

Special Requirements:
Interior Carpentry Finishes

1. Cabinetry (NOTE: All Cabinets & Vanities w/ tops (materials only) shall be supplied by HFHC)

a. All Cabinets shall be installed level and plumb. Cabinet faces and heights shall be flush and even, including any spacers needed. Kitchen sink base cabinets shall be centered to window above if applicable. Wall cabinets shall be evenly spaced on either side of window wherever possible. The microwave shall be evenly spaced above the range, and the dishwasher shall be located next to sink
base cabinet. Bottom of wall cabinets shall be installed 18” above the finished surface of the countertop. All cabinets shall be fastened with a minimum of 2-1/2” Cabinet screws and screwed into either wall studs or pre-installed wood Nailers. Wall cabinets shall be fastened with a minimum of 4 screws (on narrow 12” cabinets), 2 on top and 2 on bottom and more on wider cabinets for adequate
support. All cabinets shall be joined at face side rails with 2-1/2” finish screws, predrilled and hidden behind door hinges wherever possible. Cabinet spacers shall be installed where necessary to prevent draw faces and doors from colliding in corner areas. Supplied Kick plate panels shall be installed with brad nails and adhesive caulk. All doors and draws shall be adjusted to be straight and aligned when installations have been completed. All shelves shall be installed at 1/3 & 2/3 heights wherever possible and Lazy Susan shelving shall be set in middle position, adjusted, and tightened. Any left-over shelving clips and touch-up kits shall be saved for homeowners.

b. Cabinet Hardware finishes should match existing hardware finishes throughout the house. All hardware shall be installed in an even, level, and uniform fashion.

2. Finish Carpentry (NOTE: All Installation & Materials shall be supplied by Contractor)
a. Window & Door Trims: WM376 casing, primed and ¾” pine board, primed for the interior jamb extensions. Standard sill board (WM1021) shall be used as the sill.

b. Base board Trim: WM623 for Base Molding and WM126 Shoe Molding, primed.

c. Attic Access Panel: approximately ½”x 22.5”x 22.5” Sanded Birch Plywood panel suspended by ¾”x 1” pine board extension jamb and trimmed with WM376 casing flush to ceiling.

d. All Interior trims shall be installed using Power Nailers. Moldings such as Base, Casing, Extension Jambs, Window, & Door trims will be installed using 2-1/4” finish nails, Shoe Molding and Quarter Rounds moldings shall be fastened with 1-1/2” finish nails. Adhesive caulk may be used where necessary on very small pieces to avoid splitting or where there may be a curve in the wall over
1/8”. All nails will be driven through the trim piece and into a wood stud or Nailer and not just into drywall. Base trims and Shoe moldings shall be nailed into the wall bottom plates and studs and not into the floor, (our floor systems are “floating” and should be free to expand & contract). All seams and joints will be “tight” with a tolerance of less than 1/16” gap. Any butted end joints shall be cut
on 45-degree angles providing an overlapped joint. No trims will be accepted if installed with splits, chips and/or damaged surfaces. All trims will be installed tight against wall surfaces or door and window jambs with voids no greater than 1/16”.

3. Interior Stair Railing System (NOTE: All Stair Railing system (materials only) shall be supplied by HFHC)

a. The entire Stair Rail System shall be installed to meet all State and Local building codes. The entire system shall be attached to be sound and firm. All fasteners shall be hidden from site and glues and adhesives will be used carefully so as not to be evident with a stained or painted finish. All angle cuts and joints shall be clean & tight with no gaps or chips. Newel Posts shall be strong and sturdy. Wall mounted Handrails shall be fastened to wall studs or Nailers, including end angles where they die into the wall.

4. Interior Doors (NOTE: All Interior Door & Frame (materials only) shall be supplied by HFHC)

a. Manufacturer – Reeb/Steves, 6 Panel, Pre-Hung, Primed, Split Jamb, Single Bore, Hollow Core

b. All doors shall be installed plumb & level with equal reveals at all edges of door slab & frame. Doors shall be hung so that doors do not swing open or close independently and door hardware will line up with door strikes without readjusting manufacturers pre-aligned strike plates. Door frames will be
fastened at top and sides with shims behind all fasteners. Fasteners shall be located (but not exclusively) near all hinges and door strike locations for added strength to these areas. Fasteners will be installed in both Door Frames and Case moldings. All finished doors shall open & close with no resistance.

5. Interior Door Hardware (NOTE: All Door Hardware (materials only) shall be supplied by HFHC)

a. Manufacturer – Kwikset

b. Style – Curved Leaver Handles – Balboa

c. All Door Hardware shall be installed as per manufacturer’s instructions. All curved leaver handles shall be installed with the curved end pointing down. All hardware is to be installed consistently in appearance. All manufacturers provided entry keys on the Privacy handles will be given to the HFHC Supervisor. All finished hardware shall operate with no resistance.

6. Closet Items (NOTE: All Installation & Materials shall be supplied by Contractor)

a. White coated Wire Metal Storage shelving assemblies (as shown below) that are used for clothes racks or general storage. All shelf back brackets, angled supports and end cup hangers must be anchored into existing wall studs or Nailers. Shelves shall be level in all directions

b. Bedroom Closets shall be 12” Clothes Hanging style mounted 72” above finished floor height.

c. Utility/Storage Closets shall have 16”- 18” extra-reinforced shelving. Height from finished floor to be
determined.

7. Bathroom Accessories (NOTE: All Bathroom Accessories (materials only) shall be supplied by HFHC)

a. All bath accessories should be manufactured from a non-ferrous metal and be a brushed nickel finish. There will be up to (2) 24” Towel rods, (1) 18” Towel rod, (1) Ring style hand towel hanger, (1) Robe hook, (1) Toilet paper hanger (1) Medicine cabinet style mirror and (1) Curved Shower rod. All Accessories are to be mounted as per manufacturers installation instructions. Heights and locations to be determined.

Note: All areas that sate "Materials Only," where HFHC is supplying the materials indicates that the Contractor will be responsible for any fasteners, anchors, adhesive, caulking's, shims, tools, etc., necessary for the proper installation of that line item.
