    The Minnesota Department of IT (MNIT) Services at the Department of Public Safety (DPS) intends to renew an existing agreement with CentralSquare Technologies, LLC, for a period of 12 months. The agreement provides software maintenance and support for the electronic citation (eCitation) system used by the Minnesota State Patrol, a division of DPS. This system includes subscriptions to QuickExport, QuickTicket, QuickVoice, SmartPrint, and Virtual Partner Engine.

    The eCitation system is used daily by Minnesota State Patrol troopers to issue electronic citations for traffic-related infractions and to perform other related enforcement tasks. The system plays a critical role in enabling troopers to operate efficiently and safely from their vehicles in the field.

    CentralSquare Technology, LLC, retains exclusive ownership of the eCitation system and is the sole provider authorized to deliver the necessary maintenance, support, updates, and patches. These services and products are not available through any third-party vendors. Furthermore, the eCitation system is tightly integrated with the Minnesota State Patrol’s computer-aided dispatch (CAD) system. This integration allows troopers to quickly generate and process citations during traffic stops, reducing time spent roadside and enhancing officer safety. Replacing the current system would require significant time and resources to address integration and operational transition issues—resources that are currently unavailable.

    For these reasons, MNIT Services at DPS has concluded that continuing with CentralSquare Technology, LLC, is in the best interest of the State and supports the uninterrupted and safe operation of the Minnesota State Patrol. Accordingly, this procurement has been deemed a single source.
