This is a SOURCES SOUGHT NOTICE/MARKET RESEARCH SURVEY to request information for Government planning purposes only. The Army Contracting Command – Detroit Arsenal (ACC-DTA) is seeking to gain knowledge of interest, capabilities and qualifications of various members of the community, to include both small and large businesses, for production of E2FDS Standard Five-Mile Set. Responses to this Sources Sought Notice/Market Research Survey will assist ACC-DTA in planning its acquisition strategy for a potential future acquisition.
Early Entry Fluid Distribution System (E2FDS)
The E2FDS complements the Inland Petroleum Distribution System (IPDS) by providing an early entry bulk fuel and raw water distribution capability. The E2FDS can throughput up to 850,000 gallons of petroleum or 650,000 gallons of non-potable water per day and can be deployed at 25 miles per day and retrieved at 10 miles per day.
The E2FDS is comprised of five-mile sets capable of being configured into a 50-mile trace. Each E2FDS system has eight (8) 20’ International Organization for Standardization (ISO) containers. The E2FDS includes two Command and Control Modules (C2Ms), Automated Pump Stations, Hose Retrieval Unit (HRU), and five miles of flexible hose with Hose Support Equipment.
There is a preliminary Government Owned Technical Data Package (TDP) associated with this procurement. It is distribution code D, which limits access to Department of Defense (DoD) and U.S. DoD contractors only. To be eligible to gain access to the TDP, the vendor must have a current DD 2345, Militarily Critical Technical Data Agreement certification on file with the Defense Logistics Information Service (DLIS). If the vendor has a current certification, they are required to submit a signed Nondisclosure Agreement (NDA) before receiving the preliminary TDP.
