NOTICE OF SOLICITATION OF BIDS
The CITY OF OAKLAND, acting by and through its BOARD OF PORT COMMISSIONERS (the
“Port”), will receive Bids via email as per the provisions of Document 00200, Instructions to
Bidders, Paragraph 20, Bid Submission, until 12:00 noon on Tuesday, December 2, 2025, for the
following Project:
TCEP GREEN POWER MICROGRID
(EV CHARGERS AND RENEWABLES AT HARBOR FACILITIES)
Refer to Document 00200 for required documents and items to be included in the Bid.
The work of this 760 calendar day project consists, in general, of furnishing all labor, materials,
appliances, tools, equipment, transportation, services, and supervision required for the
installation of a Battery Energy Storage System (BESS), electric vehicle (EV) chargers, and the
implementation of a Microgrid system. The work includes, but is not necessarily limited to, site
preparation, grading, installation of BESS units, EV chargers, associated switchgear,
transformers, underground conduits, vaults, cabling, and necessary interconnections with the
existing electrical infrastructure. The work includes the replacement of the building roof to
support the installation of Microgrid infrastructure, as well as preparation, grading, pavement
restoration, security fencing, lighting, and any necessary testing and commissioning to ensure
the successful operation of the Microgrid and EV charging infrastructure.
The Engineer’s estimate for this project is $40,000,000.
A California Class A contractor's license is required prior to award of this Contract. Joint
ventures must secure a joint venture license prior to award of this Contract.
No contractor or subcontractor may be listed on a bid proposal or awarded any contract for the
project unless registered with the Department of Industrial Relations (DIR) pursuant to Labor
Code section 1725.5, with limited exceptions from this requirement for bid purposes only under
Labor Code section 1771.1(a). This project is subject to compliance monitoring and
enforcement by the Department of Industrial Relations.
Effective January 1, 2024, amendments to California Air Resources Board (CARB) In-Use Off-
Road Diesel-Fueled Fleets Regulation require the Port to obtain valid Certificates of Reported
Compliance (CRC) from all contractors and listed subcontractors before awarding the Project.
Bidders must submit the required CRCs as provided in Document 00200, Instructions to
Bidders.
The Port will conduct a pre-bid meeting on Tuesday, November 4, 2025, starting at 10:00 AM in
the Exhibit Room, First Floor, Port of Oakland Building, 530 Water Street, Oakland, California.
The Port strongly recommends that potential Bidders attend the pre-bid meeting. The meeting
will last approximately one hour, and will address insurance requirements, bonds, Maritime and
Aviation Project Labor Agreement, and any other special working conditions for this contract.
The Port will conduct a site tour for this project on Tuesday, November 4, 2025, starting at 11:30
AM at 651 Maritime Street Oakland, CA. Bidders who wish to participate in the site tour must
register with Lucas Hatch at lhatch@portoakland.com no later than 12:00 noon on Wednesday
October 29, 2025, to confirm.

Small/Local Business Utilization Policy, insurance requirements, bonds, Maritime and Aviation
Project Labor Agreement, please refer to Document 00100, Invitation to Bid, of the Project
Manual.
The Bidding Documents (Plans and Project Manual) for this project will be available for download
in PDF format at the Port of Oakland website at http://www.portofoakland.com/Bids on or after
Monday, October 20, 2025. Any Addenda modifying the Bidding Documents will be posted at the
same location. Pursuant to Chapter 5.12 of the Port’s Administrative Code, the Port of Oakland
Standard Contract Provisions (February 2015 edition) are incorporated by reference into Project
Manuals issued by the Port for public works construction projects. The Standard Contract
Provisions manual has been posted to the same location as the Bidding Documents.
