Sealed Bids will be received via USF Sourcing Portal until 3:00 PM EST on November 5, 2025. Suppliers MUST attend a MANDATORY pre-response meeting to be held on the University of South Florida Tampa campus in the USF Health College of Nursing MDN building room 1096A located at 12912 USF Health Drive, Tampa, FL 33620 on October 14, 2025 at 10:00 AM. Arrival after 10:10am according to Verizon Time as designated by USF will result in a Supplier’s exclusion from the pre-proposal meeting, and the supplier will not be eligible to respond to this solicitation. No other time keeping device will be considered for this purpose. Only the suppliers that are in attendance for the Pre-Submittal meeting will be eligible to bid on this solicitation.  A location map is attached.

Project Description: The University of South Florida (USF) is soliciting for Design and Construction Services Team (DCST), for the design and preconstruction services of approximately 26,600 square feet of clinical space within the MDA building, located at 12901 Bruce B. Downs Blvd., Tampa, FL 33612.

The project space is currently in an unfinished condition with exposed masonry and concrete walls, columns, and slab. MEPF systems have been installed to a shell-space standard. Temporary framed walls and ductwork are present along the west side of the space and must be identified and documented in demolition plans. On the east side, existing masonry interior walls must be evaluated during design to confirm whether they are structural.

This space previously functioned as a clinical area with X-ray rooms. As such, lead-lined masonry walls are present, and underground biomedical waste may remain on-site. These elements must be properly identified and addressed through remediation planning. The final design must incorporate all required remediation measures to ensure a safe environment for demolition, construction, and occupancy in compliance with applicable codes and regulations.

The primary objective of this project is to maximize available square footage and create a flexible clinical hub organized around a “pod” layout, accommodating multiple clinics and a variety of general clinical activities. The design must support multidisciplinary use across pods and meet the requirements of the Family Medicine Residency Program, including but not limited to:

•             Exam rooms

•             Procedure rooms

•             Preceptor and support areas

•             Diagnostic facilities

•             Ancillary services

The design must also accommodate a phased construction approach to enable efficient activation of services.

In addition, the project requires the incorporation of an independent exterior entrance to the clinical space. The existing canopy area in Lot 38 must be evaluated for redevelopment to support entrance and valet functions. Given the building’s prominent location at the corner of Holly Drive and Bruce B. Downs Blvd., the design should also explore alternative options for entrance, valet, and parking that enhance visibility, accessibility, and patient experience.

The Project Team will consist of DCST, serving as the design and preconstruction lead; USF’s selected Owner’s Representative (Pure PM), responsible for managing the overall process; USF Health, as the primary stakeholder; and USF Design and Construction representatives, as the authority having jurisdiction over design and construction.

The DCST should demonstrate experience with similar clinical projects. The design must prioritize flexibility, for a phased construction approach while prioritizing the auxiliary support functions of the clinic. Teams should be capable of facilitating user group engagement and translating a need into a highly functional and inspiring built environment.
