Spillway Gantry Crane Removal, Tiber Dam, Chester, Montana

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES

The Bureau of Reclamation (Reclamation) Missouri Basin Regional Office intends to solicit a Request for Proposal (RFP) for Spillway Gantry Crane Removal, which is located at Tiber Dam, approximately 20 miles southwest of Chester, Montana, in Liberty County. The RFP will be issued on https://sam.gov under Solicitation/RFP No. 1406026R0014*.

*The Sources Sought for this requirement was posted on SAM.gov under Request for Quote (RFQ) No. 140R6026Q0034. This RFQ number has been replaced by the RFP number above.

The principal components of work include the following:

The Contractor shall provide all labor and equipment to perform the following tasks.

A. Remove all crane components, including the crane frame, bridge, hoist, rail, and rail support beams and columns.

a. Connections to concrete decks/piers shall be removed by methods which minimize damage to the concrete. It is anticipated that all anchors embedded in the concrete substructure be flush with the concrete surface after the structure is removed. All concrete is to be left in place.

B. Load, haul, and legally dispose of all materials off site.

a. Contractor may salvage all materials at their discretion.

C. After removal of the existing crane components, install and remove government furnished stoplogs into each of the 3 spillway gate bays.

a. Stoplogs shall remain in place for 1 day for each gate to allow government forces to operationally test the radial gates. The day that the stoplogs are left in place shall be during the working week, Monday through Thursday.

b. Only one full set of stoplogs is available and will have to be moved between gate bays.

c. After all the gates have been tested, place the stoplogs back in the storage area near the spillway.

In accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) part 15, Contracting by Negotiation, Reclamation intends to issue Solicitation/RFP No. 140R6026R0014 on or around June 22, 2026. The closing date for the acceptance of proposals is anticipated to be 30 days from the date the solicitation is actually issued. Proposals are expected to be submitted by electronic email to the Contract Specialist and Contracting Officer.

The estimated price range for this acquisition is between $25,000 and $100,000.

Reclamation anticipates a Total Small Business Set-Aside for this acquisition.
The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction, which has an associated Small Business Size standard of $45 million.

The applicable Product or Service Code (PSC) is Z2KA, Repair or Alteration of Dams.

The overall period of performance is anticipated to be around 73 calendar days. The contractor who receives the award is required to commence work within 10 days of receiving the Notice to Proceed. The period of performance is inclusive of receipt and acceptance of all submittals by Reclamation, as well as final cleanup. Work shall be performed Monday through Thursday, 7:00 AM to 5:30 PM. No work will be allowed during the night, Federal holidays or Sundays. Work is only allowed between August 15 through November 1. Work outside this window may be allowed with Reclamation approval depending on reservoir elevations.

System for Award Management (SAM): Effective October 26, 2018, all contractors interested in doing business with the Federal Government must be registered in the System for Award Management (SAM) database prior to submitting an offer or quotation. Note: Registering in SAM does not constitute an automatic award of any contract or agreement to the registering contractor. SAM is a centralized database consolidating the Central Contractor Registration (CCR), the online Representation and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). Additionally, the contractors DUNS and BRADSTREET and banking information are required for the SAM registration. Annual confirmation of registration requirements must be accomplished through the SAM website at https://www.sam.gov. Note: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

Invoice Processing Platform (IPP): Payment requests for the anticipated contract are required to be submitted electronically through the U.S. Department of Treasurys Invoice Processing Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail at ippgroup@bos.frb.org or by telephone at (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with their proposal.
